WELCOME TO THE ATASCADERO PARKS AND RECREATION COMMISSION MEETING
The Parks and Recreation Commission meet in regular session on the third Thursday of each month at 7:00 p.m., in the
Atascadero City Hall, located at 6907 El Camino Real, Atascadero. The Parks and Recreation Commission consider
matters in the order of the printed Agenda.
Copies of the staff reports or other documentation relating to each item of business referred to on the Agenda are on
file in the Community Services Department and are available for public inspection during City Hall Annex, 6907 El
Camino Real, during business hours at the Central Receptionist counter and on our website; www.atascadero.or . An
agenda packet is also available for public review at the Atascadero Library, 6850 Morro Road. All documents
submitted by the public during Parks and Recreation Commission meetings that are either read into the record or
referred to in their statement will be noted in the minutes and available for review in the Community Services
Department.
In compliance with the Americans with Disabilities Act, if you need special assistance to participate in a City
meeting or other services offered by this City, please contact the Community Services Department at (805) 461-

Vice Chairperson Sechrist called the meeting to order at 7:00 p.m. and Commissioner
Jack led the Pledge of Allegiance.
ROLL CALL:
Present: Commissioners Butz, Jack, Livick, and Vice Chairperson Sechrist
Student Representatives Buck -Moyer and Solkshinitz
Absent: Commissioners Ausman, Castaneda and Chairperson Mathews
Staff Present: Deputy Public Works Director Geoff English, Administrative
Services Director Rachelle Rickard, Police Chief John Couch,
Recreational Supervisor Jennifer Fanning and Recording Secretary
Grace Pucci.
COMMUNITY FORUM:
Eric Greening spoke about the creek restoration project and the lack of a negative
declaration on the Resource Conservation District's project below San Gabriel.
Because this item is time sensitive he suggested either holding a special meeting of the
Parks and Recreation Commission or forwarding it on to the Planning Commission.
Deputy Public Works Director Geoff English reported that there will be a special
Commission meeting in early June (date to be determined) in addition to the regular
meeting which will be held at Stadium Park.

Commissioner Castaneda joined the hearing at 7:08 p.m.
Jonalee Istenes spoke about the area from Paloma Creek Park through to the Salinas
River and indicated that it could also use a trail.
Vice Chairperson Sechrist closed the Community Forum.

COMMISSION/ YOUTH REPRESENTATIVE ANNOUNCEMENTS AND REPORTS:
Student Representative Buck Moyer reported on High School activities including: a
choir concert on June 3rd, a Frisbee competition held two weeks ago, and the second
round of the CIF track competition on Saturday.
Student Representative Solkshinitz announced that he will be attending St Johns
University in New York next year, and reported that the High School graduation is
scheduled for June 8t". He also reminded the Commission that July will be his last
month as Student Representative and recommended keeping a second student
representative position as well as seeking someone younger to serve to balance out the
grade differences.
Commissioner Butz reported on the activities for the Atascadero Wine Festival
scheduled for June 23rd and 24t"
Commissioner Jack spoke about an email from a citizen who was interested in the dog
rules for local parks, and stated that all municipal codes are on the city's website. He
also reported that there will be a parks related issue on the next City Council agenda.
Vice Chairperson Sechrist gave an update on the recreational center bid process and
announced that the proposed start date is August 1 st.

B. PRESENTATIONS:
1. Presentation by Rachelle Rickard, Administrative Services Director,
on the financial status of the City of Atascadero.
Administrative Services Director Rachelle Rickard with Police Chief John Couch gave
the presentation and answered questions of the Commission.
PUBLIC COMMENT
Eric Greening spoke of the importance of looking at both sides of the equation and
potential impacts when seeking new sources of funding. He suggested communities
work together to seek restoration of the original level of vehicle license fee, and raised
questions about sales tax, and road repair costs. He commented that as lot sizes get
smaller in Atascadero, parks will become more essential.
Vice Chairperson Sechrist closed the Public Comment period.
C. MANAGEMENT REPORTS:
1. Atascadero Creek Encroachment Discussion (Citizen Request Item)
■ Fiscal Impact: None
■ Recommendation: Informational item only.
Deputy Public Works Director English introduced Jonalee Istenes who had requested
this item be placed on the agenda.
Jonalee Istenes gave a presentation to the Commission regarding the Status Quo Ante
Trail and creek environment which extends from San Gabriel Road heading west to the
three bridges area. Because this area is separate from the state funded project it will
rely heavily for maintenance on volunteer efforts led by the SOURCE group. She
announced that a creek cleanup has been scheduled for September 30th, and requested
help with maps that show property lines and easements, information on what types of
plants can be planted in the creek, and what is allowed in the easement area. Ms.
Istenes answered questions of the Commission.

Eric Greening spoke about the difference between an easement and a setback, and
stated he hoped that the creek cleanup would permit more residents to discover that
area.
Vice Chairperson Sechrist closed the Public Comment period.

RECOMMENDATIONS:
Parks and Recreation Commission adopt Draft Resolution PRC 082006 certifying
Proposed Mitigated Negative Declaration 2006-0024 prepared for the Atascadero Creek
Trail project (PPN 2005-0187).
REPORT -IN -BRIEF:
The project consists of an application to construct approximately 4.5 miles of trails in
Atascadero along Atascadero Creek. The trails and restoration project includes the
construction of wooded bridges, the installation of picnic tables and benches, the
installation of informational signs, the removal of noxious exotic vegetation, and the
revegetation of slope banks and riparian areas with native species. No native trees are
proposed for removal at this time.

Proposed Mitigated Negative Declaration 2006-0024
On April 25, 2006, City Council referred the Atascadero Creek Trail project to the Parks
and recreation Commission for review. On March 16,2006, the Parks and recreation
commission held a public meeting to discuss the scope and location of the proposed
trail. During that meeting, the Parks and Recreation Commission directed the RCD to
move forward with the trail locations analyzed in the environmental document before
you for certification.
ANALYSIS:
The construction of the Atascadero Creek Trail will provide a pedestrian connection
from the Salinas River area at the at the eastern edge of the City to the western portion
of the City connecting through Downtown and linking the new Atascadero youth center
to surrounding neighborhoods. In addition, the creek trail will include connections to the
Atascadero Lake Park and the Anza Trail. The trail will connect from the Salinas River
Anza Trail to the Downtown Core and will provide a trail along Highway 41 from Portola
Rd to San Gabriel Rd. The trail will be constructed on creek reservation parcels and
existing City rights-of-way.
Proposed Environmental Determination
A Draft Mitigated Negative Declaration was circulated to public agencies and interested
members of the public on June 23, 2006. The environmental analysis identified
concerns regarding potential impacts to biology, cultural resources, geology and soils,
hydrology and water quality, and transportation/traffic. Mitigation measures pertaining
to these resources are included.
The RCD will consult with a biologist and archeologist to ensure that all construction
activities minimize impacts to sensitive species, native trees, and cultural resources. In
addition, the RCD will be required to obtain a building permit prior to construction of the
trail. A finding is proposed that this project would not have a significant effect on the
environment based upon the implementation of the identified mitigation measures
contained in the attached Mitigated Negative Declaration.

Conclusion
As analyzed within the project Initial Study and Draft Mitigated Negative Declaration, the
proposed Atascadero Creek Trail project would have no significant environmental
impacts and will not be detrimental to the general public or working persons health,
safety, or welfare with mitigation measures incorporated.
FISCAL IMPACT:
The proposed project will have a negative fiscal impact on City revenue. After
completion of the trail construction, the City will be responsible for maintenance of the
trail system including boardwalks and bridges and associated improvements such as
benches, parking areas, and fencing.
ALTERNATIVES:
1. The Parks and Recreation Commission may refer the item back to staff and the
applicant to modify the location of the proposed trail.
2. The Parks and recreation Commission may determine that more information is
needed on some aspect of the project and may refer the item back to the
applicant and staff to develop the additional information. The Commission should
clearly state the type of information that is required and move to continue the
item to a future date.
3. Determine that there will be a significant impact to one or more areas under
CEQA review and require that an EIR be prepared for the project.

PREPARED FOR PRECISE PLAN 2005-0187: ATASCADERO CREEK

WHEREAS, an application has been received from the Upper Salinas -Las Tablas RCD
(65 Main Street, Templeton, CA 93465) Applicant, to consider a project consisting of a Precise
Plan for the Atascadero Creek Trail project,(APN 028-201-005, 028-341-008, 009, 028-361-005,
033, 029-091-005, 029-104-004, 005, 029-105-034, 029-361-020, 031-361-012, 017, 003, 018,
025, 026, 008, 024, 015, 011, 007, 022, 020, 005, 031-351-002, 054-152-001); and,
WHEREAS, an Initial Study and Proposed Mitigated Negative Declaration 2006-0024
were prepared for the project and made available for public review in accordance with the
requirements of the California Environmental Quality Act (CEQA); and,
WHEREAS, the Parks and Recreation Commission of the City of Atascadero held a
public hearing on July 27, 2006 following the close of the review period to consider the Initial
Study and Proposed Mitigated Negative Declaration; and,
WHEREAS, the Parks and Recreation Commission has determined that the project will
have no significant impacts with project specific mitigation measures incorporated; and,
NOW THEREFORE, the Parks and Recreation Commission of the City of Atascadero,
hereby resolves to certify Proposed Mitigated Negative Declaration 2006-0024 based on the
following Findings, and as shown in Exhibit A and B:
1. The Proposed Mitigated Negative Declaration has been completed in compliance with
CEQA; and,
2. The Proposed Mitigated Negative Declaration was presented to the Planning
Commission, and the information contained therein was considered by the Planning
Commission, prior to recommending action on the project for which it was prepared; and,
3. The project does not have the potential to degrade the environment when mitigation
measures are incorporated into the project; and,
4. The project will not achieve short-term to the disadvantage of long-term environmental
goals; and,

All of the following measures shall be included on grading, demolition
and building plan notes:
A. Reduce the amount of the disturbed area where possible.
B. Use of water trucks or sprinkler systems in sufficient quantities to
prevent airborne dust from leaving the site. Increased watering
frequency would be required whenever wind speeds exceed 15
mph. Reclaimed (non -potable) water should be used whenever
possible.
C. All dirt stockpile areas should be sprayed daily as needed.
D. Permanent dust control measures identified in the approved project
re -vegetation and landscape plans should be implemented as soon
as possible following completion of any soil disturbing activities.
E. Exposed ground areas that are planned to be reworked at dates
greater than one month after initial grading should be sown with a
fast -germinating native grass seed and watered until vegetation is
established.
F. All disturbed soil areas not subject to re -vegetation should be
stabilized using approved chemical soil binder, jute netting, or other
methods approved in advance by the APCD.
G. All roadways, driveways, sidewalks, etc, to be paved should be

identified by the state Air Resources Board as a toxic air contaminant.
Serpentine and ultramafic rocks are very common in the state and may
contain naturally occurring asbestos. Under the State Air Resources
Board Air Toxics Control Measure (ATCM) for Construction, Grading,
Quarrying, and Surface Mining Operations, prior to any grading activities
at the site, the project proponent shall ensure that a geologic evaluation
is conducted to determine if naturally occurring asbestos is present
within the area that will be disturbed. If naturally occurring asbestos is
found at the site the applicant must comply with all
requirements outlined in the Asbestos ATCM for Construction, Grading,
Quarrying, and Surface Mining Operations. These requirements may
include but are not limited to 1) an Asbestos Dust Mitigation Plan which
must be approved by the District before construction begins, and 2) an
Asbestos Health and Safety Program will also be required for some
projects.

resources. The guidelines for this schedule are as follows:
Nesting Birds: Any heavy or noisy construction that might adversely
affect endangered or threatened species found in close proximity to the
project will occur after July—once the nesting season has concluded.
However, if breddig bird surveys are conducted by the Project Biologist
from March 15 through June 15, and no breeding birds are detected, this
window could be widened to include July.
Tiger Salamander: If Tiger salamanders are encountered, no grading
machinery shall be used during March and April.
California Red -Legged Frog: Pre -construction survey will be carried out
by a certified red -legged frog biologist 24 -hours prior to the beginning of
work. Where California red -legged frog habitat(s) are detected, no
grading machinery shall be used in designated areas from December to
August.

■ All work in the stream shall be confined to June 15 to October
15.
■ No equipment will be operated in live (wet) stream channels.
■ Any runoff during construction shall be diverted so as not to
enter the stream. Sediment catchment basins, erosion control
mats, fabric fences, or other appropriate means shall be used
when such diversion are necessary.
■ Wash water containing mud or silt from construction operations
shall not be allowed to enter the stream.
■ Structures and associated materials not designed to withstand
high seasonal flows shall be removed to areas above the high
water mark before such flows occur.
■ No debris, soil, silt, bark, sawdust, rubbish, cement or concrete
or washing thereof, oil or petroleum products or other organic or
earthen material from construction or associated activity or
whatever nature shall be allowed to enter into or placed where it
may be washed by rainfall or runoff into the stream. When
operation are completed, any excess materials or debris shall
be removed from the work area. No rubbish shall be deposited
within 150 feet of the high water mark of the stream.
Mitigation Measure 4.5. The Project Biologist shall clearly delineate the

limits of sensitive populations on the project plans, including as feasible,
an adequate buffer area to avoid direct and indirect impacts. Survey
work to demark sensitive resource zones will be conducted during the
appropriate survey window to confirm sensitive species. During
construction, temporary fencing shall be erected under supervision of the
project biologist to provide protection within the sensitive resource zones.
The fencing will be installed such that it will not impede the movement of
the arroyo southwestern toad, California red -legged frog or south
western pond turtle dispersal. Construction staging areas shall be

areas are prohibited within sensitive habitat areas. All staging areas
shall be delineated on the construction plans and reviewed by the project
biologist. The majority of the trails will be constructed on the terraces
adjacent to the Upper Salinas River Channel and Atascadero Creek
channel as a safe place for hikers, and to minimize exposure to the
Project to flooding.
Mitigation Measure 4.6 The Project Biologist form the US -LT RCD will
conduct and oversee the preconstruction of the trails and channel
restoration areas, and will monitor the construction activities and removal
of noxious vegetation for biological resources protection. No healthy
trees found in the project areas will be removed. The US -LT RCD
Project Biologist will review the removal and trimming of all vegetation.
Noxious vegetation will be removed and replaced by local native
vegetation with low water requirements per the direction of the project
biologist.
Mitigation Measure 4.7 US -LT RCD Project Biologist will be required to
be on-site to monitor the construction of the project when any sensitive
resource identified above and including native vegetation and monitor
aquatic species is encountered or expected to be encountered.
Mitigation Measure 4.8 Riparian habitat will be enhanced through the
removal of non-native vegetation and the planting of native riparian
vegetation. The project biologist shall supervise site preparation,
installation, maintenance, and monitoring of all revegetation or site
restoration programs Bare areas of the river bank will be replanted with
live willow cuttings, ranging from 114 to 3 inches in width and ranging from
3 to 5 feet in height, black berry plants, and other riparian species
selected by the US -LT RCD Project Biologist. Installation of willow
stakes will follow the recommendations from NRCS publication
"Streambank Soil Bioengineering Field Guide for Low Precipitation
Areas, Dec. 2002. Bank stabilization will be maintained through the
replanting of native riparian plants. All restoration methods will be
approved by the CDFG.
Mitigation Measure 4.9 Native riparian vegetation will be planted
according to the US -LT RCD's Erosion Control Handbook and the
Natural Resources Conservation Service's technical field guide for
stream bank stabilization Irrigation will cease once the US -LT RCD
biologist determines the plants are self-sustaining. All work will be
supervised by the US -LT RCD.
Mitigation Measure 4.10 During Construction, no vehicles, construction
materials or heavy equipment will be stored underneath any riparian
trees. To protect tree roots, no more than one foot of soil will be
removed within five feet of any riparian tree and no fill over 1 foot depth

Mitigation Measure 4.11: The Building Permits shall identify tree
protection fencing around the dripline of each existing on-site tree and/or
native shrub mass within 20 feet of construction activity.
Mitigation Measure 4.12: Grading and excavation and grading work shall
be consistent with the City of Atascadero Tree Ordinance. Special
precautions when working around native trees include:
1. All existing trees outside of the limits of work shall remain.
2. Earthwork shall not exceed the limits of the project area.
3. Low branches in danger of being torn from trees shall be
pruned prior to any heavy equipment work being done.
4. Vehicles and stockpiled material shall be stored outside the
dripline of all trees.
5. All trees within the area of work shall be fenced for protection
with 4 -foot chain link, snow or safety fencing placed per the
approved tree protection plan. Tree protection fencing shall be
in place prior to any site excavation or grading. Fencing shall
remain in place until completion of all construction activities.
6. Any roots that are encountered during excavation shall be clean
cut by hand and sealed with an approved tree seal.
Mitigation Measure 4.13: An arborists report shall be required prior to
project implementation. The report shall identify each native tree
proposed for removal and each tree within the project area subject to
potential impact. The report shall provide recommendations for tree
pruning, tree protection of existing native trees to remain, and identify
native tree impact/replacement mitigation per the Atascadero Municipal
Code Section 9-11.105
Mitigation Measure 4.14 The trails and restoration project will implement
mitigation strategies based upon the Upper Salinas River Watershed
Action Plan. In addition, all guidelines and recommendations of the
project biologist will be implemented including revegetation of riparian
areas using native, non-invasive plant species.
Mitigation Measure 4.15: The 100 -year flood plain and all floodways shall
be identified on all building permits for the proposed project.
Mitigation Measure 5.1 During project construction, in areas adjacent to

ANALYSIS:
The proposed park has been designed per the City Council direction as a passive, low -
maintenance drought -resistant landscape. The park features informal berming and
planting of native trees and ground cover. The park also contains an engineered
drainage detention basin serving the proposed adjacent 11 residential single family
development.
Park maintenance will be accomplished by the homeowner's association of the
proposed residential planned development. Where required, sidewalks along

to the sidewalks surrounding the project site. No pathways, benches, tables or play
equipment are proposed within the park site, since th4 City is not going to accept the
park for public use..
FISCAL IMPACT:
The park site is part of the Planned Development project which will include a
homeowner's association or equivalent mechanism providing all common area, park
site, and drainage detention basin maintenance.
Conclusion
In staff's opinion, the proposed park is consistent with the City Council's request to for a
low maintenance passive landscape to be maintained by the proposed development
residents.

RESOLUTION OF THE PARKS AND RECREATION COMMISSION
OF THE CITY OF ATASCADERO, CALIFORNIA, RECOMMENDING
THAT THE CITY COUNCIL APPROVE PROPOSED PARK PLAN
(ASSOCIATED WITH CONDITIONAL USE PERMIT 2005-0157)
ON APN 030-283-005
(San Andres Avenue / Atascadero Avenue)
WHEREAS, an application has been received from Kelly Gearhart, (6205 Alcantara
Avenue, Atascadero, CA 93422) Applicant and Property Owner, to consider a project consisting
of a 0,38 acre park landscape to be maintained by the associated planned residential development
residents (Conditional Use Permit 2005-0157) located at 1155 El Camino Real,(APN 049-042-
018); and,
WHEREAS, the Parks and Recreation Commission has reviewed the proposed park
plan; and
WHEREAS, the Parks and Recreation Commission of the City of Atascadero, at a
regular meeting held on July 27, 2006 studied and considered the park landscape plan associated
with Conditional Use Permit 2005-0157, and
NOW, THEREFORE, the Parks and Recreation Commission of the City of Atascadero
takes the following actions:
SECTION 1. Recommendation of Approval. The Parks and Recreation Commission
of the City of Atascadero, in a regular session assembled on July 27, 2006 resolved to
recommend that the City Council approve the park landscape plan associated with Conditional
Use Permit 2005-0157 (Master Plan of Development) subject to the following:

BE IT FURTHER RESOLVED that a copy of this Resolution be delivered forthwith by

Possible Cancellation of August 2006
Parks and Recreation Commission Meeting
RECOMMENDATION:
Commission take action to cancel the regular August Parks and Recreation
Commission meeting and direct staff to prepare the appropriate public notices.
DISCUSSION:
Background: For the past several years, the Parks and Recreation Commission has
traditionally been dark in August, due to summer vacations and other conflicts. There is
no urgent business pending that would require an August meeting of the Commission
this year.
There are however, some conflicts which the Commission may want to avoid. In
particular, the San Luis Obispo County Prevention Alliance Annual Awards Dinner is
being hosted by Atascadero this year at the Lake Pavilion, on August 17th. The Mayor
and many Atascadero Youth Task Force members are planning to attend. This includes
city staff and some Commissioners. This year, Paula Anton, with the Community
Services Department, and Mobley's Board Shop are receiving awards for their service
to youth. Many of us would like to attend.
The city staff is recommending that the August 17th, 2006, meeting be cancelled.

None.
