Jenny Balson, Office Assistant City of Atascadero 3 City of Atascadero WELCOME TO THE ATASCADERO PARKS AND RECREATION COMMISSION MEETING The Parks and Recreation Commission meet in regular session on the third Thursday of each month at 7:00 p.m., in the Atascadero City Hall, located at 6907 EI Camino Real, Atascadero. The Parks and Recreation Commission consider matters in the order of the printed Agenda. Copies of the staff reports or other documentation relating to each item of business referred to on the Agenda are on file in the Community Services Department and are available for public inspection during City Hall Annex, 6907 EI Camino Real, during business hours at the Central Receptionist counter and on our website; www.atascadero.org. An agenda packet is also available for public review at the Atascadero Library, 6850 Morro Road. All documents submitted by the public during Parks and Recreation Commission meetings that are either read into the record or referred to in their statement will be noted in the minutes and available for review in the Community Services Department. In compliance with the Americans with Disabilities Act, if you need special assistance to participate in a City meeting or other services offered by this City, please contact the Community Services Department at (805) 461- 5000. Notification of at least 48 hours prior to the meeting or time when services are needed, will assist the City staff in assuring that reasonable arrangements can be made to provide accessibility to the meeting or service. TO SPEAK ON AGENDA ITEMS Members of the audience may speak on any item on the agenda. The Parks and Recreation Chairperson will identify the subject, staff will give their report, and the Commission will ask questions of staff. The Chairperson will announce when the public comment period is open and will request anyone interested to address the Commission regarding the matter being considered to step up to the podium. If you wish to speak for, against or comment in any way: • You must approach the podium and be recognized by the Chairperson • Give your name and address (not required) • Make your statement • All comments should be made to the Chairperson and Commission • All comments limited to 5 minutes (unless changed by the Commission) • No one may speak for a second time until everyone wishing to speak has had an opportunity to do so, and no one may speak more than twice on any item. The Chairperson will announce when the public comment period is closed, and thereafter, no further public comments will be heard by the Commission. V ITEM NUMBER: A - 1 DATE: 05/18/06 CITY OF ATASCADERO PARKS AND RECREATION COMMISSION DRAFT MINUTES Thursday, April 20, 2006 7:00 P.M. REGULAR SESSION: 7:00 P.M. Chairperson Mathews called the meeting to order at 7:07 p.m. and Commissioner Jack led the Pledge of Allegiance. ROLL CALL: Present: Commissioners Jack, Castaneda, Livick, Butz (arrived 7:30), Sechrist, Chairperson Mathews Student Representative Buck -Moyer Absent: Commissioner Ausman & Student Representative Solkshinitz Staff Present: Community Services Director Brady Cherry and Recording Secretary Ellen Perkins, Fire Department COMMUNITY FORUM: Eric Greening spoke about the Environmental review of the Atascadero Creek Trail and negative declaration. D.J. Funk, Environmental Resource District in Templeton, said the next meeting will be a hearing regarding the De Anza Trail. National Park Service will help with signage. Selinen Tribal Council contacted. He spoke to the Environmental process. Ted Momenyay told the commissioners and the public that he lives on the west side by the Atascadero Creek and it is as beautiful as anything he has ever seen. He hoped it would be open to the public so they could enjoy it too. Jonalee Bestenes asked to put on the agenda an item to discuss the uppermost reach of the Atascadero Creek; specifically the section from San Gabriel Road west to the 3 bridges area. She said she has spoken to Director Cherry and submitted her report and photos into record. Director Cherry said he would put this on the May Agenda. Parks and Recreation Commission Minutes — March 16, 2006 ■ Staff Recommendation: Commission approve the Parks and Recreation Commission minutes of the March 16, 2006 meeting. [Community Services] MOTION: By Commissioner Jack and seconded by Commissioner Livick to approve Item #A-1. B. PRESENTATIONS: Slide Show Presentation by Joe Ramirez, a local professional photographer, on the Ultra Marathon that took place in March 2006 in Copper Canyon, Mexico. C. COMMITTEE & LIAISON REPORTS: 1. Atascadero Youth Task Force — next meeting May 2, 2006, 7:00 a.m. at the Pavilion Lakeside Room 2. Traffic Way Naming Contest — Commissioners Jack/Ausman. Atascadero News doing a story. City Council approval needed. 3. City/Schools Facilities Meeting — Commissioner Jack. This was a "get acquainted" meeting and the San Benito fields was a topic. D. STAFF COMMENTS/ANNOUNCEMENTS 1. Special Joint Council -Commissions Meeting Council Correspondence. Director Cherry said the San Benito fields must go before the City Council with maintenance issues. This is going on the City Council Agenda for April 25, 2006. Director Cherry encouraged full attendance at the meeting. 2. Children's Day in the Park, May 20, 2006 3. New Zoo Exhibit, "Metamorphosis" — Now open 4. George C. Beatie Skate Park Update — Averaging 35-75 kids a day; 5`h, 7th & 8th graders attending. Working on partnering with Mobley's to operate the Skate Park. BMX hours on Sunday noon to 3 p.m. Approximately 30 riders. 5. City Magazine/Guide — out in May 6. Recreation Center "Buy -A -Brick" Campaign — Fundraiser 7. Next Stadium Park Planning Meeting/Brainstorming session May 11, 2006. Planning an Open House for June 15, 2006. Will have music. There are approximately 35 people on the committee. PRC Draft Minutes 04/20/06 Page 2 of 3 ITEM NUMBER: A - 1 DATE: 05/18/06 Pavilion Maintenance/Recruitment — Pavilion maintenance going to City Council April 25, 2006, to ask for money for new chairs and a new dishwasher and to replace the floor in the kitchen. ■ Presumed negative declaration statement regarding creek on Agenda for May 18, 2006. ■ Chairperson Mathews announced the Pine Mt. Fundraiser to be held at the Pavilion on April 22, 2006. Inventory of all native tree resources within 30 sq mile area now in process. ADJOURNMENT: 8:50 p.m. MEETING AND MINUTES PREPARED BY: Ellen M Perkins Administrative Assistant Atascadero City Fire Department PRC Draft Minutes 04/20/06 Page 3 of 3 ITEM NUMBER: C-1 DATE: 05/18/06 Atascadero Parks and Recreation Commission Staff Report — Community Services Department Atascadero Creek Encroachment Discussion (Citizen Request Item) RECOMMENDATION: Informational item only. DISCUSSION: Background: At the Commission meeting of April 20, 2006, a citizen addressed the Parks and Recreation Commission about potential encroachments in Atascadero Creek, and related suggestions for creek and trail improvements west of the San Gabriel Road Bridge. Ms. Jonna Lee Isentes reported that there may be encroachments into the creek reservation with private fencing and the planting of non -riparian species by private property owners adjacent to the creek reservation. Ms. Istenes provided photographs and submitted them to staff for review. Ms. Istenes also suggested that creek and trail improvements could be made with volunteers in the creek reservation area upstream of the San Gabriel Road Bridge. The potential encroachments have been reported by the citizen and city staff to the city's Code Enforcement Officer, Tom Peterson. The photographs and other information have also been forwarded to him. The normal code enforcement process is underway, and affected property owners are being notified, and he is conducting his investigation of the facts. The normal code enforcement process will take place, and any violations that are found, will be reported to the property owner for corrective action and compliance. Depending upon the type of violation and the cooperativeness of the property owner, the process could be relatively quick, or take an extended period of time to gain compliance. During the course of the process, staff can update the Commission on the status of the reported code enforcement complaints in the coming months. Regarding any potential projects involving creek and trail enhancements in the upper Atascadero Creek area, the Commission previously decided not to include improvements to that section of Atascadero Creek due to neighborhood opposition, and difficulties of trial alignment, construction and maintenance of trail improvements in that particular section of the creek. The city staff appreciates the offer to create volunteer driven efforts to provide creek enhancements in the area. However, the decision was made not to include improvements in that area in the Resource Conservation District (RCD) project. The city does not have the staff resources to become involved in a new project in that area at the present time. If improvements are desirable along that reach of the creek, the time to do it was as part of the RCD project. The neighbors would also likely be strongly opposed to any suggestions of new trail segments in the area, particularly after they were dropped from the RCD project. Suggestions for creek enhancements in that area may be considered again in the future, if the community feels that is appropriate. FISCAL IMPACT: New creek improvement projects aside from the RCD project is not a scheduled nor budgeted expense. City staff time is already heavily impacted with current Council projects (recreation center, parks capital projects, Stadium Park, BMX Track, Zoo Utility Projects, etc.) departmental programs and Council budgeted priorities. Resources, including staff time, are not available during this fiscal cycle for any new unscheduled and unbudgeted projects, unless the department priorities are changed.
