The Parks and Recreation Commission consider matters in the order of the printed Agenda. Copies of the staff reports or other documentation relating to each item of business referred to on the Agenda are on file in the Community Services Department and are available for public inspection during City Hall Annex, 9607 El Camino Real, during business hours at the Central Receptionist counter and on our website; www.atascadero.org. An agenda packet is also available for public review at the Atascadero Library, 6850 Morro Road. All documents submitted by the public during Parks and Recreation Commission meetings that are either read into the record or referred to in their statement will be noted in the minutes and available for review in the Community Services Department. REGULAR SESSION: 7:00 P.M. Chairperson Mathews called the meeting to order at 7:03 p.m. and Commissioner Butz led the Pledge of Allegiance. ROLL CALL: Present: Commissioners Butz, Jack, Livick, Sechrist and Chairperson Mathews Student Representative Solkshinitz Absent: Commissioners Ausman and Castaneda and Student Representative Buck -Moyer Staff Present: Community Services Director Brady Cherry and Recording Secretary Grace Pucci COMMUNITY FORUM: Bill Vargas expressed his concerns with the proposed Atascadero Creek path including, loss of privacy, maintenance, private property rights and disruption of wildlife along creek. Joe Montoya stated his concerns with the proposed creek path, including trespassing onto his property, improvements he would have to make to his property that would PRC Draft Minutes 01/19/06 Page 1 of 5 interfere with the wildlife in the area, loss of privacy, security and peace of mind. He would like to see the creek left as it is. Eric Greening asked several questions regarding the Atascadero Creek Path including; when will the Planning Commission look at this item, will the EIR be available in time for Parks and Recreation Commission consideration on February 16th, what are the dates for progression, and can the concerns expressed at the Lake Park hearing be transcribed for the staff report on the 16tH David Ryan spoke about the creek path issue and commented that he feels he is being railroaded by conservation agencies and other governmental bodies, and that the majority of citizens at the previous meetings don't want this. He asked the Commission to look into this, and stated that a '/2 mile trail in the downtown would do more public good. Sue Linville expressed her concerns with the creek path and indicated she sees a gap in communication. She also would like the Commission to really look at this project and feels it should be in the downtown area where the public is. Chairperson Mathews closed the Community Forum period. APPROVAL OF AGENDA: Community Services Director Brady Cherry suggested moving agenda Item #D-1 to be heard prior to Item #A-1. MOTION: By Commissioner Jack and seconded by to Commissioner Butz to approve the agenda as amended. Motion passed 5:0 by a roll -call vote. D. STAFF COMMENTS/ ANNOUNCEMENTS: 1. RCD Atascadero Creek Enhancement Project Update Community Service Director Brady Cherry gave the staff report and answered questions of the Commission. There will be a public hearing on this item at the February 16th Parks and Recreation Commission meeting. PUBLIC COMMENT Eric Greening asked that the staff report for the meeting of February 16th include the specific sub division of the Resources Agency providing funding for this project and the criteria for funding. PRC Draft Minutes 01/19/06 Page 2 of 5 David Ryan asked why the scope of the project is so large, and doesn't see a connection between repairing areas of the creek and creating a trail. Ellen Perryess, Resource Conservation District, spoke about the connection between creek restoration and creation of the trail. She explained that this connectivity is very important to the funding body. Marge Mackay stated that this was an issue when she was on the City Council and explained how they approached it at that time. David Ryan stated that the scope and size of the project is significant, and he would rather have a high quality small trail. Chairperson Mathews closed the Public Comment period. It was decided that the next meeting date for the ad hoc committee will be Wednesday, February 1, 2006, 6:30 p.m. in City Hall lobby meeting room. COMMISSION/ YOUTH REPRESENTATIVE ANNOUNCEMENTS AND REPORTS: Student Representative Solkshinitz reported on he High School Choir and Band Concert at Cal Poly this Saturday, stated that seniors are currently applying for college and for scholarships, and that the cross country and track teams are interested in the new trails as they are safe for running. He expressed concern that it is difficult to find the Parks and Recreation Commission meeting times on the City's website. He also asked about a master plan for the Paloma Creek Park given the new development going in around it. Director Cherry gave an update on Paloma Creek Park. A. CONSENT CALENDAR: 1. Parks and Recreation Commission Minutes — November 17, 2005 ■ Staff Recommendation: Commission approve the Parks and Recreation Commission minutes of the November 17, 2005 meeting. Parks and Recreation Commission Special Meeting Minutes — December 15, 2005 ■ Staff Recommendation: Commission approve the Parks and Recreation Commission Special Meeting minutes of the December 15, 2005 meeting. [Community Services] MOTION: By Commissioner Jack and seconded by Vice Chairperson Sechrist to approve Items #A-1 and 2. PRC Draft Minutes 01/19/06 Page 3 of 5 Motion passed 5:0 by a voice vote. B. MANAGEMENT REPORTS: 1. Stadium Park Public Workshop ■ Fiscal Impact: None. ■ Recommendations: Commission: 1. Modify and/or approve the Stadium Park Workshop agenda; and, 2. Schedule the date for Workshop #1. [Community Services] Community Services Director Brady Cherry gave the staff report and answered questions of the Commission. PUBLIC COMMENT Eric Greening stated his agreement with the agenda and meeting date and suggested reaching out to APAC and the Arts Council. Chairperson Mathews closed the Public Comment period. MOTION: By Commissioner Butz and seconded by Commissioner Jack to approve the agenda as presented. Motion passed 5:0 by a voice vote. Beatie Skate Park Update ■ Fiscal Impact: None. ■ Recommendation: Commission receive informational update. [Community Services] Community Services Director Brady Cherry gave the staff report and answered questions of the Commission. The Commissioners thanked Brady Cherry and Paula Anton for their work on this project. PUBLIC COMMENT Eric Greening asked if the skate park would retain George Beatie's name. There was Commission consensus to place a formal request for a joint session with the City Council to discuss Commission roles on the next Parks and Recreation Commission agenda. 5. MEETING RECORDED AND MINUTES PREPARED BY: Grace Pucci, Recording Secretary PRC Draft Minutes 01/19/06 Page 5 of 5 ITEM NUMBER: A-2 DATE: 02/23/06 Atascadero Parks and Recreation Commission Staff Report — Public Works Department AARP BUILDING GROUNDS LANDSCAPE DESIGN PLAN •►iu ZMA101 Commission approve the design plans for the Atascadero Lake Park AARP Building grounds. DISCUSSION: Background: The Community Services and Public Works Departments, working with CJP Productions, a local Landscape Architectural firm, prepared design plans for the grounds of the AARP Building at Atascadero Lake Park. The AARP Building is privately owned by the Atascadero Association of Retired Persons organization, however, the grounds around the building are owned by the City of Atascadero. The grounds around the AARP building are not currently landscaped. On October 25, 2005, staff presented a conceptual landscape plan for this project to the Parks and Recreation Commission for comment and suggested revisions. Funding is now available for the installation of this project. This landscape design plan is consistent with the previously approved Atascadero Lake Park Master Plan. A copy of the referenced design plan for the grounds of the AARP Building at Atascadero Lake Park is attached. Conclusion: Staff recommends that the Parks and Recreation Commission recommend approval of the proposed landscape design plans for the for the Atascadero Lake Park AARP Building grounds. FISCAL IMPACT: $15,000 - $20,000 in previously allocated State Grant funds. My. 9�f� ITEM NUMBER: B - 1 DATE: 02/23/06 Atascadero Parks & Recreation Commission Staff Report — Community Services Department Atascadero Lake Park Architectural Design Guidelines RECOMMENDATION: Commission review and comment on the Draft Atascadero Lake Park Architectural Design Guidelines. DISCUSSION: Since early Colony Days, the Atascadero Lake Park has been the primary gathering place for the Community. The park is home to the well-known Charles Paddock Zoo, as well as the Pavilion on the Lake facility. Over the years, many improvements have been made to the park. The improvements have been without a central theme or uniform design guidelines. Consequently, the Lake Park contains a variety of different building styles and park elements (benches, fixtures, trash receptacles, equipment and exterior treatments and colors). In summary, the "parkscape" is very inconsistent in terms of style. The City of Atascadero has retained the services of David C. Main, AIA, and Jessica Hamilton to develop a set of Lake Park Design Guidelines that could be adopted by the City and used to guide future improvements at the park. There are currently a number of potential improvement projects that could take place in the next couple of years that might alleviate this situation. Some examples are Babe Ruth Baseball's plans to improve the Alvord Field Complex, the City's plans for rehabilitated restrooms, the Kiwanis Club request to replace the bandstand and the Rotary/Chamber request to install a shelter at one of the BBQ sites. While most of the Community driven efforts are volunteer projects, the City has an obligation to remain consistent with the City Council adopted Master Plan, and retain the "rural character" of the park. Creating a more aesthetically pleasing park, with consistent treatment of the park elements, is desirable. ITEM NUMBER: B - 1 DATE: 02/23/06 A draft research report for the architectural design guidelines is attached for the Commission's review. David C. Main will present the report to the Commission at the meeting during a public hearing on the design guidelines. The report prepared demonstrates the existing conditions at the Lake Park, and examines two primary architectural styles, "Colonial" and "Arts and Crafts" (Craftsman) which can be considered for additional development as the architectural theme. The Commission may take public input on the styles, and give direction to the consultant regarding a preference of a style for final development. FISCAL IMPACT: None. ATTACHMENT: 1. Draft Design Guidelines Research Report for the Lake Park ITEM NUMBER: B - 2 DATE: 02/23/06 Atascadero Parks and Recreation Commission Staff Report — Community Services Department Upper Salinas River Corridor Enhancement Project RECOMMENDATION: Commission recommend approval of the proposed enhancement project. DISCUSSION: Background: The Upper Salinas -Las Tablas Resources Conservation District in partnership with the California Conservation Corps, the Planning and Conservation League Foundation and the Atascadero Land Preservation Society has received a grant. The grant is intended to restore riparian habitat, reduce erosion, provide for education about the river and provide recreational areas along the river corridor and tributaries in Atascadero and Paso Robles. Restoration of riparian vegetation and habitat enhancement will occur along two reaches of Atascadero Creek. The project includes the construction of 4'-6'ft pedestrian trail along the same two reaches of the creek. Included will be interpretive signage, some parking improvements and some picnic tables and benches. The project will also provide trail connections to nearby trails such as those at Pine Mountain, Atascadero Lake and the Historic DeAnza Trail along the Salinas River. The City of Atascadero has supported the grant application, and has committed to maintain and operate trail enhancements along Atascadero Creek and the adjacent trail connections in the City. The project is consistent with the City's goals for its' trails. The City will work with the Resources Conservation District to process encroachment permit determinations when engineering drawings and project specifications are completed. The project is a collaboration of many agencies, and the City looks forward to working with landowners and agencies involved to create a successful project. A number of public meetings have been held to gather Community input and inform the public about the project. Many comments, suggestions and issues of concern have been raised by various agencies, as well as the Commission's Ad Hoc Committee. Some alterations have been made and are being recommended by the Committee. The RCD staff will make a formal presentation to the Commission on the details of the project and answer any questions the Commission may have. The Parks and Recreation Commission Ad Hoc Committee will also present their project report. FISCAL IMPACT: More than $800,000 in grant funding from the State of California Resources Agency (Prop. 40) for the Atascadero portion of the project. Annual trail maintenance on the trail project is projected to be approximately $30,000 annually, without any volunteer support for maintenance.
