Jenny Balson, Office Assistant City of Atascadero 3 City ofAtascadero WELCOME TO THE ATASCADER0 PARKS AND RECREATION COMMISSION MEETING The Parks and Recreation Commission meet in regular session on the third Thursday of each month at 7:00 p.m., in the Pavilion on the Lake, located at 9315 Pismo. The Parks and Recreation Commission consider matters in the order of the printed Agenda. Copies of the staff reports or other documentation relating to each item of business referred to on the Agenda are on file in the Community Services Department and are available for public inspection during City Hall Annex, 9605 El Camino Real, Suite 6, during business hours at the Central Receptionist counter and on our website; www.atascadero.org. An agenda packet is also available for public review at the Atascadero Library, 6850 Morro Road. All documents submitted by the public during Parks and Recreation Commission meetings that are either read into the record or referred to in their statement will be noted in the minutes and available for review in the Community Services Department. In compliance with the Americans with Disabilities Act, if you need special assistance to participate in a City meeting or other services offered by this City, please contact the Community Services Department at (805) 461- 5000. Notification of at least 48 hours prior to the meeting or time when services are needed, will assist the City staff in assuring that reasonable arrangements can be made to provide accessibility to the meeting or service. TO SPEAK ON AGENDA ITEMS Members of the audience may speak on any item on the agenda. The Parks and Recreation Chairperson will identify the subject, staff will give their report, and the Commission will ask questions of staff. The Chairperson will announce when the public comment period is open and will request anyone interested to address the Commission regarding the matter being considered to step up to the podium. If you wish to speak for, against or comment in any way: • You must approach the podium and be recognized by the Chairperson • Give your name and address (not required) • Make your statement • All comments should be made to the Chairperson and Commission • All comments limited to 5 minutes (unless changed by the Commission) • No one may speak for a second time until everyone wishing to speak has had an opportunity to do so, and no one may speak more than twice on any item. REGULAR SESSION: 7:00 P.M. Chairperson Mathews called the meeting to order at 7:10 p.m. and Commissioner Jack led the Pledge of Allegiance. RECREATION COMMISSION BUSINESS: ROLL CALL: Present: Commissioners Butz, Jack, Livick, Sechrist and Chairperson Mathews Student Representative Solkshinitz. Student Representative Buck - Moyer joined the meeting at 7:48 p.m. Absent: Commissioners Ausman and Castaneda Staff Present: Community Services Director Brady Cherry, Deputy Public Works Director Geoff English and Recording Secretary Grace Pucci. COMMUNITY FORUM: Eric Greening suggested the Parks and Recreation Commission agendize a recommendation to the City Council that Atascadero Artists be offered the opportunity to display their work in the City Council chamber. Chairperson Mathews closed the Community Forum period. PRC Draft Minutes 11/17/05 Page 1 of 4 APPROVAL OF AGENDA: MOTION: By Commissioner Jack and seconded by Vice Chairperson Sechrist to approve the agenda. Motion passed 5:0 by a roll -call vote. COMMISSION/ YOUTH REPRESENTATIVE ANNOUNCEMENTS AND REPORTS: Commissioner Butz gave an update regarding a possible monument in the Sunken Gardens for veterans and distributed a flyer regarding the Coats for Kids program. Student Representative Solkshinitz informed the Commission of a recent study done at the High School and expressed his concern that the figures to be presented may not be accurate. Commissioner Jack suggested that if a committee is to be organized to pull together the final decor for the Council Chamber then a Commission representative should be part of that process. Commissioner Butz thanked Student Representative Solkshinitz for his insight into the High School survey. Chairperson Mathews thanked Vice Chairperson Sechrist for Chairing last month's meeting and announced that the 2006 edition of the Woodlands and Watershed Community Calendar has just been released. A. CONSENT CALENDAR: 1. Parks and Recreation Commission Minutes — October 20, 2005 ■ Recommendation: Commission approve the Parks and Recreation Commission minutes of the October 20, 2005 meeting. [Community Services] 2. 2006 Meeting Schedule — Parks and Recreation Commission ■ Recommendation: Commission approve the Atascadero Parks and Recreation Commission meeting schedule for 2006. [Community Services] MOTION: By Vice Chairperson Sechrist and seconded by Commissioner Butz to approve Items #A-1 and 2. Motion passed 5:0 by a voice vote. B. MANAGEMENT REPORTS: PRC Draft Minutes 11/17/05 Page 2 of 4 1. Proposed Stadium Park Public Plannina Process and Timeline ■ Fiscal Impact: City staff time to support the meetings and administrative follow up. ■ Recommendation: Commission review the proposed planning process and make recommendations to staff. [Community Services] Community Services Director Brady Cherry gave the staff report and answered questions of the Commission. Chairperson Mathews stated he likes the timeline and thoroughness of the process and stated how important it is to gather accurate input from the community. PUBLIC COMMENT Eric Greening stated he likes the timeline and process and suggested the funds budgeted but not used for the Sunken Gardens Master Plan be rolled over to develop a Master Plan for Stadium Park. He also expressed concern that no decisions be made outside of the planning process. Chairperson Mathews closed the Public Comment period. MOTION: By Commissioner Butz and seconded by Commissioner Jack that the Commission accept the proposed Stadium Park Public Planning Process and Timeline. Motion passed 5:0 by a voice vote. 2. Public Hearing — Upper Salinas River Corridor Enhancement / Atascadero Creek Trail Project ■ Fiscal Impact: None. ■ Staff recommendation: Staff proposes that Tuesday, December 6th, 2005, be noticed as a public hearing date for the project. [Community Services] Community Services Director Brady Cherry gave the staff report and answered questions of the Commission. D. J. Funk, Upper Salinas -Las Tablas Resource Conservation District, spoke about the project and answered questions of the Commission. PUBLIC COMMENT Eric Greening spoke about the lower section of the trail, questioned the status of Environmental review, asked about the project description and stated the necessity for the Planning Commission and staff to see that as soon as possible. There was Commission discussion it was decided that the Ad Hoc Committee will meet Tuesday, November 21St, at 6:30 p.m.; location to be announced. MOTION: By Vice Chairperson Sechrist and seconded by Commissioner Livick for the Trails ad hoc committee to hold a neighborhood meeting on December 6, 2005 to review the Upper Salinas River Corridor Enhancement / Atascadero Creek Trail Project, and hold a public hearing at a Parks & Recreation Commission meeting in January, with the date to be determined Motion passed 5:0 by a voice vote. SPECIAL HOLIDAY SESSION: 6:30 P.M. Chairperson Mathews called the meeting to order at 6:44 p.m. and there was no Pledge of Allegiance. ROLL CALL: Present: Commissioners Butz, Casteneda, Jack, and Chairperson Mathews. Absent: Commissioners Livick, Ausman, Sechrist, Buck -Moyer and Solkshinitz. Staff Present: Community Services Director Brady Cherry, Public Works Deputy Director Geoff English, Zoo Director Alan Baker and Recreation Supervisors, Jennifer Fanning and Paula Anton and Coordinator Courtney Jones. SPECIAL END OF THE YEAR REPORT: 1. 2005 Year in review. Community Services Director Brady Cherry gave the staff report and made a power point presentation to the commission regarding the department's 2005 events, programs, accomplishments and answered questions of the Commission. PRC Draft Minutes 12/15//05 Page 2 of 2 ITEM NUMBER: B - 1 DATE: 01/19/06 Atascadero Parks & Recreation Commission Staff Report — Community Services Department Stadium Park Public Workshop RECOMMENDATION: Commission: 1. Modify and/or approve the Stadium Park Workshop agenda; and, 2. Schedule the date for Workshop #1. DISCUSSION: Background: On October 11th, 2005, the City Council authorized the Parks and Recreation Commission to conduct a planning process to develop a long term plan for the operation of Stadium Park at Pine Mountain. The process authorized is to include substantial public input to determine the community's desires for the types of use and potential improvements for Stadium Park. The purpose of the first public workshop is to review the historical data and information that has been collected and developed for Stadium Park to date. The review would include the early historical uses during the Colony era, up to the most recent meetings in the late 90's that identified relevant park management issues. A review of the Interim Use Policy adopted by the City Council in 2000, would also be examined and discussed. Any issues not identified in the public processes of the past would also be identified, and added to the inventory of issues and ideas to be addressed in the planning process. Attached is a draft agenda for the first public workshop. The Commission may add or delete anything it would like to finalize the agenda. Upon approval of the agenda, the Commission may select a date for the workshop. Staff is suggesting either Thursday February 2nd, or February 9th, 2006, for the meeting. The time would be 6:30pm in the new City Hall. ATTACHMENT: 1. Draft Stadium Park Public Workshop #1 agenda. ITEM NUMBER: B - 2 DATE: 01/19/06 Atascadero Parks & Recreation Commission Staff Report — Community Services Department George C. Beatie Skate Park Update RECOMMENDATION: Commission receive informational update. DISCUSSION: Background: In September, 2005, the City closed the George C. Beatie Skate Park for renovation. Since that time, the facility has been under construction to make way for upgrades to the Skate Park. With skater participation, a new design was chosen for the equipment layout and new skate ramps and equipment have been selected. The City Council authorized their purchase in December. Developer Kelly Gearhart, has donated substantial work to improve the building, including new metal building skin, restrooms, retaining wall and new exterior paint. His generous donations have made it possible to purchase the exact skate equipment chosen by the skaters. The skate park has been open intermittently during construction, using the old equipment. During the holidays, the Community Services Department held a very successful skate camp. The old equipment has been donated to another community for their skate park. The new equipment is scheduled to be delivered on September 18t" 2006. The equipment will be placed and assembled over the following week. The staff will present a power point presentation for a pictorial update on the skate park at the meeting. FISCAL IMPACT: Up to $158,000 in budgeted funds approved by the Council, including $10,000 for professional installation by a certified contractor. ATTACHMENT: 1.
