WELCOME TO THE ATASCADERO PARKS AND RECREATION COMMISSIONMEETING
The Parks and Recreation Commission meet in regular session on the third Thursday of each month at 7:00 p.m., in the
City Hall Council Chambers, located at 6907 El Camino Real, Atascadero. The Parks and Recreation Commission
consider matters in the order of the printed Agenda.
Copies of the staff reports or other documentation relating to each item of business referred to on the Agenda are on
file in the Community Services Department and are available for public inspection during City Hall business hours at
the Central Receptionist counter and on our website; www.atascadero.org. An agenda packet is also available for
public review at the Atascadero Library, 6850 Morro Road. All documents submitted by the public during Parks and
Recreation Commission meetings that are either read into the record or referred to in their statement will be noted in
the minutes and available for review in the Community Services Department.
In compliance with the Americans with Disabilities Act, if you need special assistance to participate in a City
meeting or other services offered by this City, please contact the Community Services Department at (805) 461-
5000. Notification of at least 48 hours prior to the meeting or time when services are needed, will assist the City staff
in assuring that reasonable arrangements can be made to provide accessibility to the meeting or service.

Members of the audience may speak on any item on the agenda. The Parks and Recreation Chairperson will identify

matter being considered to step up to the podium. If you wish to speak for, against or comment in any way:

Vice Chairperson Sechrist called the meeting to order at 7:05 p.m. and Commissioner
Ausman led the Pledge of Allegiance.
RECREATION COMMISSION BUSINESS:

COMMUNITY FORUM:
Eric Greening raised the issue of the Atascadero Creek Trail near Ensenada Avenue
and questioned where it would go and how it would connect. He also questioned if
funds set aside for the Sunken Gardens Master Plan and not utilized could be used to
fund a Master Plan for Stadium Park.

Vice Chairperson Sechrist closed the Community Forum period.

MOTION: By Commissioner Jack and seconded by Commissioner
Ausman to approve the agenda.
Motion passed 6:0 by a roll -call vote.
COMMISSION/ YOUTH REPRESENTATIVE ANNOUNCEMENTS AND REPORTS:
Student Representative Buck -Moyer spoke about events at the High School including
Homecoming and Hessian Day.
Student Representative Solkshinitz reported that there was not a lot going on at the
High School at this time due to a lot of homework, sports and preparation for SAT's.
A. CONSENT CALENDAR:
1. Parks and Recreation Commission Minutes — September 15, 2005
■ Staff Recommendation: Commission approve the Parks and
Recreation Commission minutes of the September 15, 2005 meeting.
[Community Services]
Commissioner Ausman asked that the Minutes of September 15, 2005 be amended to
show that both he and Student Representative Solkshinitz, though late, were present.
MOTION: By Commissioner Jack and seconded by Commissioner Livick
to approve Item #A-1 as corrected.
Motion passed 6:0 by a voice vote.
B. MANAGEMENT REPORTS:
1. Request for Qualifications and Proposals - Atascadero Lake Park
Architectural Design Guidelines
■ Fiscal Impact: None.
■ Recommendation: Commission review and comment on the
Atascadero Lake Park Architectural Guidelines RFP and provide
direction on the process to City staff. [Community Services]
Community Services Director Brady Cherry gave the staff report and answered
questions of the Commission.

PUBLIC COMMENT
Eric Greening urged the Commission to move forward with the process and spoke in
favor of preparing two alternatives. He expressed concern about moving the bandstand
to the edge of the lake surrounded by hardscape and stated his preference to keep the
bandstand in a grassy area.
Vice Chairperson Sechrist closed the Public Comment period.
Commissioner Ausman suggested utilizing themes seen in the downtown, such as
Colony architecture.
There was Commission agreement in favor of moving forward with the process.
2. Proposed Mitigated Negative Declaration for Traffic Way Park
Expansion and Recreation Center Master Plan
■ Fiscal Impact: None.
■ Recommendation: Commission review the Proposed Mitigated
Negative Declaration for the Traffic Way Park Expansion and
Recreation Center Master Plan and comment of the proposed
mitigation measures. [Community Services]
Community Services Director Brady Cherry gave the staff report and answered
questions of the Commission. Deputy Community Development Director Steve
McHarris also answered questions of the Commission.
PUBLIC COMMENT
Eric Greening raised several issues including plans for riparian habitat impacts and the
timeline for hazardous materials mitigation and whether there is a second plan in place
if those hazards are greater than anticipated.
Chairperson Sechrist closed the Public Comment period.
Commissioner Ausman spoke about the need to maximize parking at the site. There
was Commission agreement with this issue.
3. Atascadero Lake Park - Atascadero Association of Retired Persons
(AARP) Building Grounds — Landscaping Conceptual Design Plan
■ Fiscal Impact: None.
■ Recommendation: Commission review and comment on preliminary
design plan concepts for the Atascadero Lake Park AARP Building
grounds. [Public Works]

Deputy Public Works Director Geoff English gave the staff report and answered
questions of the Commission.
Vice Chairperson Sechrist recessed the hearing at 8:23 p.m. to enable the
Commission to study the posted landscape plan and comment.
Vice Chairperson Sechrist called the meeting back to order at 8:32 p.m.

the Commission:

4. Atascadero Softball Tournament 10/29/05
5. Holiday Craft Boutique at the Pavilion 11/19/05.
6. Next Comm. Agenda: Trails Workshop and Selection of Skate Park

7. City Hall Relocation: Early Nov. Next meeting should be in new building.
E. ADJOURNMENT:
Vice Chairperson Sechrist adjourned the meeting at 8:43 p.m. to the next regularly
scheduled meeting of the Parks and Recreation Commission on November 17th, 2005.

2006 Meeting Schedule
Parks and Recreation Commission
RECOMMENDATION:
Commission approve the Atascadero Parks and Recreation Commission meeting
schedule for 2006.
DISCUSSION:
The Parks and Recreation Commission meets the third Thursday of each month. On
occasion, the Commission will hold special meetings. In August, the Commission
meeting is optional due to busy summer time schedules. Staff has prepared the
attached schedule for the year 2006 to help in the coordination of these meetings with
personal schedules.

Staff Report — Community Services Department
Proposed Stadium Park Public Planning Process and Timeline
RECOMMENDATION:
Commission review the proposed planning process and make recommendations to
staff.
DISCUSSION:
Background:
At the October 11, 2005 City Council meeting, Council authorized a public process to
be conducted by the Parks and Recreation Commission with the intention of gathering
public input on opportunities and future uses for Stadium Park at Pine Mountain.
Outlined below is a process and timeline to address the City Council's direction.
November 2005
Review planning process with the Parks and Recreation Commission. Identify
any process issues and make appropriate adjustments.
January 2006
Begin the process. In the first meeting, staff will make a presentation regarding
historical information and current policies. Information developed since the
acquisition of the property will be shared. This information would include:
❑ Historical use patterns
❑ Funding restrictions from original grant.
❑ 1996 use guidelines
❑ 2000 use guidelines
❑ Current issues in park management
❑ Other?
February and March 2006
Collect community input regarding:
❑ the issues that should be reviewed,
❑ concerns with the park,
❑ potential uses for the park,
❑ potential improvements to the park
❑ Opportunities
❑ Threats
❑ Potential users
❑ Gather input on improvements that are desire by the public
❑ Other?
April 2006
Commission review the community input information and develop themes for a
report to the City Council. The staff will develop and issues and options report
for the Commission to send to the City Council.
May 2006
Report findings to the City Council
Transmit Issues and Options Report to City Council. City Council identifies the
priority issues and directs the Commission to evaluate the priorities and develop
alternatives for an implementation plan.
June and July 2006
Parks and Recreation Commission develop alternative implementation strategies
for Council priorities.
September 2006
Present alternatives to City Council. City Council provides direction for
Commission to create a draft plan and hold additional community meetings to
review the draft.
October and November 2006
Commission complete draft plan and hold public hearings. Prepare a final draft
to be presented to the City Council.
January 2007
City Council review draft plan and direct staff regarding implementation steps to
be included in the budget process.

Public Hearing
Upper Salinas River Corridor Enhancement/
Atascadero Creek Trail Project
RECOMMENDATION:
Commission schedule a special meeting on Tuesday, December 6, 2005, to hold a
Public Hearing on the Upper Salinas River Corridor Enhancement / Atascadero Creek
Trail Project to review the proposed design work.
DISCUSSION:
Background:
At the July 21, 2005 Parks and Recreation Commission meeting, the Commission held
a Public Hearing on the Upper Salinas River Corridor Enhancement Project and the
Atascadero Creek Trail Project. Mr. D.J Funk, with the Upper Salinas -Las Tablas
Resource Conservation District (RCD), presented an overview of the project to those in
attendance. He discussed the goals and scope of the project. The Commission agreed
to form an Ad Hoc Committee to give input and monitor the project throughout the
design phase. A great deal of the project design has been completed, and the
Commission may now hold a second public hearing, to give the public an opportunity to
review the design and discuss the project.
The RCD staff has indicated that Tuesday, December 6, 2005 would be a good date to
schedule the Public Hearing. Staff recommends that the Commission approve this
date. Upon approval of this date, public notices will be posted.
FISCAL IMPACT:
None.
