Janelle Whaley, Office Assistant City of Atascadero City ofAtascadero WELCOME TO THE ATASCADERO PARKS AND RECREATION COMMISSIONMEETING The Parks and Recreation Commission meet in regular session on the third Thursday of each month at 7:00 p.m., in the Pavilion on the Lake, located at 9315 Pismo. The Parks and Recreation Commission consider matters in the order of the printed Agenda. Copies of the staff reports or other documentation relating to each item of business referred to on the Agenda are on file in the Community Services Department and are available for public inspection during City Hall Annex, 9605 El Camino Real, Suite 6, during business hours at the Central Receptionist counter and on our website; www.atascadero.org. An agenda packet is also available for public review at the Atascadero Library, 6850 Morro Road. All documents submitted by the public during Parks and Recreation Commission meetings that are either read into the record or referred to in their statement will be noted in the minutes and available for review in the Community Services Department. In compliance with the Americans with Disabilities Act, if you need special assistance to participate in a City meeting or other services offered by this City, please contact the Community Services Department at (805) 461- 5000. The Parks and Recreation Chairperson will identify the subject, staff will give their report, and the Commission will ask questions of staff. REGULAR SESSION: 7:00 P.M. Chairperson Kudlac called the meeting to order at 7:03 p.m. and Commissioner Sechrist led the Pledge of Allegiance. RECREATION COMMISSION BUSINESS: A. Administration of Oath of Office Deputy City Clerk, Shannon Sims administered the Oath of Office to Recreation and Parks Commissioners Sandy Jack and Rick Mathews and Youth Commissioners Paige Buck -Moyer and Christopher Solkshinitz. ROLL CALL: Present: Commissioners Jack, Mathews, Sechrist, Ausman and Chairperson Kudlac Student Representatives Buck -Moyer and Solkshinitz Absent: Commissioners Butz and Castaneda Staff Present: Community Services Director Brady Cherry, Deputy Public Works Director Geoff English and Recording Secretary Grace Pucci. PRC Draft Minutes 04/21/05 Page 1 of 5 COMMUNITY FORUM: Eric Greening announced that the city is applying for four Transportation Enhancement Grants including one for Stadium Park access and entrance improvements and one for Atascadero Lake Park Morro Road pedestrian bicycle and landscape frontage improvements. Bruce Boniface expressed concern about vandalism in Stadium Park and encouraged the creation of a management plan for the park with an active component for monitoring. Chairperson Kudlac closed the Community Forum period. APPROVAL OF AGENDA: MOTION: By Commissioner Jack and seconded by Commissioner Ausman to approve the agenda. Motion passed 5:0 by a roll -call vote. COMMISSION/ YOUTH REPRESENTATIVE ANNOUNCEMENTS AND REPORTS: Youth Representative Solkshinitz thanked the city for his appointment and announced that the high school prom is the next large event planned for juniors and seniors. Youth Representative Buck -Moyer announced that the high school choir will be having a concert at the ABC Church Friday and Saturday night, and that Donna and the Skansters will be participating in the Battle of the Bands in Paso Robles. Commissioner Mathews asked if there are any plans to divert the water that collects in front of Stadium Park. Deputy Public Works Director Geoff English explained that the area in question is private property and there has been discussion of a potential development on that site and drainage improvements would be required as part of that development. A. CONSENT CALENDAR: 1. Parks and Recreation Commission Minutes - March 17, 2005 ■ Staff recommendation: Commission approve the Parks and Recreation Commission minutes of the March 17, 2005 meeting. [Community Services] PRC Draft Minutes 04/21/05 Page 2 of 5 PUBLIC COMMENT Eric Greening requested two changes to the Minutes of March 17, 2005: 1) Page 3, top of page under Public Comment Mr. Greening's remarks should read "Eric Greening spoke of the value of making the plans for the trail visible and...", and 2) Page 3 bottom of page under Public Comment, correct spelling of George Beatty to George Beatie. Chairperson Kudlac closed the Public Comment period. MOTION: By Commissioner Mathews and seconded by Commissioner Jack to approve Item #A-1 with the changes suggested by Mr. Greening. Motion passed 5:0 by a roll -call vote. B. PRESENTATIONS: 1. Presentation by George Dodge, Executive Director of the Community LINK, on the LINK and related services and community issues. George Dodge distributed information about the Community LINK (Exhibit A), made the presentation and answered questions of the Commission. Commissioner Butz joined the hearing at 7:25 p.m. The Commissioners thanked Mr. Dodge for his report and for his work within the community. PUBLIC COMMENT Dominick Santangelo Director of the Conservation Corps announced that LINK will be receiving funds in September from the Workforce Investment Board. Eric Greening encouraged LINK to assist people with transportation needs, and to help those with unmet public transit needs make those needs known to the Council of Governments. Student Representative Solkshinitz referred to the teen drug and alcohol abuse component in the LINK presentation and spoke about this problem at the high school. Eric Greening encouraged young people who cannot get to activities because of transportation issues to report to the Council of Governments. Student Representative Buck -Moyer stated that drug and alcohol abuse at the high school is a big problem. The lack of transportation is a big issue and having activities available is important. Atascadero Lake Water Quality — Solar Powered Water Circulator ■ Staff Recommendation: Informational only. [Public Works] Deputy Public Works Director Geoff English gave the staff report and answered questions of the Commission. PUBLIC COMMENT Barbara Combs expressed her support for this idea and stated that maintenance would be a key issue as well as addressing the south end of the lake. Eric Greening encouraged seeking information from other users of this system, and also spoke about water fowl relocation and the loss of some aquatic filtering plants in the lake. Frank Hock asked what the cost of this equipment would be and expressed concern regarding aesthetics and potential damage to the unit from the public. Barbara Combs asked if there is a more aesthetically pleasing unit available. Chairperson Kudlac closed the Public Comment period. D. COMMITTEE & LIAISON REPORTS: 1. Children's Day in the Park: Commissioner Butz reported that booths are filling up quickly, and reviewed activities for the event. 2. Atascadero Youth Task Force- Next meeting May 3, 2005, 7:00 a.m. Pavilion Lakeside Room. E. STAFF COMMENTS/ ANNOUNCEMENTS: 1. Traffic Way Park Master Plan & Recreation Center design plans approved by Council- Project Timeline 2. "Movies in the Park" Saturday nights 7/30- 8/27/05, Paloma Creek Park 3. Pine Mountain Festival 4/23-24/05, Stadium Park 4. Recreation Guide to be published at the end of May 5. Zoo capital campaign Feasibility Study - TBA 6. Recreation Coordinator Dan Lashley will be leaving; this position may not be filled due to the city's current fiscal condition. 9. Community Services Director Brady Cherry thanked Chairperson Kudlac for her service to the Commission and stated how much staff has enjoyed working with her. PUBLIC COMMENT Eric Greening reminded the Commission that the last busses pass through the Paloma Creek area too early in the day to accommodate those attending the movies in the park, unless they live in the neighborhood or come in cars. Mr. Greening also questioned the current status of FEMA negotiations. Director Cherry explained where the negotiations are at this time. Chairperson Kudlac closed the Public Comment period. Commissioner Sechrist questioned the process to fill the positions of Chairperson and Vice Chairperson. Director Cherry explained that the two new commissioners will be sworn in at the May 21St meeting and reorganization will take place at that time. F. ADJOURNMENT: Chairperson Kudlac adjourned the meeting at 9:00 p.m. to the next Parks and Recreation Commission meeting on May 21, 2005. MEETING RECORDED AND MINUTES PREPARED BY: Grace Pucci, Recording Secretary The following items are available for review in the Community Services Department: Exhibit A — Information regarding Community LINK PRC Draft Minutes 04/21/05 Page 5 of 5 ITEM NUMBER: B-1 DATE: 05/19/05 Atascadero Parks and Recreation Commission Staff Report — Community Services Department PUBLIC HEARING Upper Salinas River Corridor Enhancement Project — Atascadero Section RECOMMENDATION: Review the Resources Conservation District presentation, accept public comment on the project and give any input to the Resources Conservation District and staff as may be appropriate. DISCUSSION: Background: The Upper Salinas -Las Tablas Resources Conservation District in partnership with the California conservation Corps and the Planning and Conservation League has received a grant to restore riparian habitat, reduce erosion, provide for education about the river and provide recreational areas along the river corridor and tributaries in Atascadero and Paso Robles. Restoration of riparian vegetation and habitat enhancement will occur along two reaches of Atascadero Creek. He project includes the construction of 4'-6'ft pedestrian trails along the same two reaches of the creek. There will be interpretive signage, some parking improvements and some picnic tables and benches also included in the project. The project will also provide trail connections to nearby trails such as those at Pine Mountain and the historic Anza Trail along the Salinas River. The City of Atascadero has supported the grant application, and has committed to the project to maintain and operate trail enhancements along Atascadero Creek and adjacent trail connections in the city. The project is consistent with the City of Atascadero's goals for trails within the city. The City will work with the Resources Conservation District to process encroachment permit determinations when engineering drawings and project specifications are completed. The project is a collaboration of many agencies, and the city looks forward to working with all landowners and agencies involved to realize a successful project. Mr. D.J. Funk will make a formal presentation to the Commission on the details of the project at the meeting, and answer any questions the Commission may have. FISCAL IMPACT: More than $800,000 in grant funding from the State of California Resources Agency (Prop. 40) for the Atascadero portion of the project.
