Parks and Recreation Commission Minutes - February 17, 2005 ■ Staff recommendation: Commission approve the Parks and Recreation Commission minutes of the February 17, 2005 meeting. Reauest to Place a Memorial Obiect: Plantina of Tree at Traffic Wa Park ■ Fiscal Impact: None. ■ Staff Recommendation: Parks and Recreation Commission recommend approval to the City Council of a request by John Beccia to plant a Memorial Tree at Traffic Way Park. [Community Services] B. PRESENTATIONS: 1. Presentation by Cal Poly Student, Juana Alcala, for her Senior Project regarding the Anza Park Conceptual Design. (No action will be taken.) 2. Shannon Sims, Administrative Assistant City of Atascadero 3 City ofAtascadero WELCOME TO THE ATASCADERO PARKS AND RECREATION COMMISSIONMEETING The Parks and Recreation Commission meet in regular session on the third Thursday of each month at 7:00 p.m., in the Pavilion on the Lake, located at 9315 Pismo. The Parks and Recreation Commission consider matters in the order of the printed Agenda. Copies of the staff reports or other documentation relating to each item of business referred to on the Agenda are on file in the Community Services Department and are available for public inspection during City Hall Annex, 9605 El Camino Real, Suite 6, during business hours at the Central Receptionist counter and on our website; www.atascadero.org. An agenda packet is also available for public review at the Atascadero Library, 6850 Morro Road. All documents submitted by the public during Parks and Recreation Commission meetings that are either read into the record or referred to in their statement will be noted in the minutes and available for review in the Community Services Department. In compliance with the Americans with Disabilities Act, if you need special assistance to participate in a City meeting or other services offered by this City, please contact the Community Services Department at (805) 461- 5000. Notification of at least 48 hours prior to the meeting or time when services are needed, will assist the City staff in assuring that reasonable arrangements can be made to provide accessibility to the meeting or service. TO SPEAK ON AGENDA ITEMS Members of the audience may speak on any item on the agenda. The Parks and Recreation Chairperson will identify the subject, staff will give their report, and the Commission will ask questions of staff. The Chairperson will announce when the public comment period is open and will request anyone interested to address the Commission regarding the matter being considered to step up to the podium. If you wish to speak for, against or comment in any way: • You must approach the podium and be recognized by the Chairperson • Give your name and address (not required) • Make your statement • All comments should be made to the Chairperson and Commission • All comments limited to 5 minutes (unless changed by the Commission) • No one may speak for a second time until everyone wishing to speak has had an opportunity to do so, and no one may speak more than twice on any item. Cl ITEM NUMBER: A - 1 DATE: 03/17/05 CITY OF A TASCADERO PARKS AND RECREATION COMMISSION DRAFT MINUTES THURSDAY, FEBRUARY 17, 2005 7:00 P.M. REGULAR SESSION: 7:00 P.M. Chairperson Kudlac called the meeting to order at 7:06 p.m. and Commissioner Mathews led the Pledge of Allegiance. OATH OF OFFICE: City Clerk Marcia Torgerson administered the Oath of Office to new Parks and Recreation Commissioner William Ausman. ROLL CALL: Present: Commissioners Butz, Jack, Mathews, Sechrist, Ausman and Chairperson Kudlac. Absent: Commissioner Castaneda Staff Present: Community Services Director Brady Cherry, Deputy Public Works Director Geoff English and Recording Secretary Grace Pucci. COMMUNITY FORUM: Eric Greening spoke about Atascadero Creek and upcoming Council actions that will affect the creek in the downtown. He suggested the Commission have a study session on creek issues in the downtown area. PRC Draft Minutes 02/17/05 Page 1 of 5 Chairperson Kudlac closed the Community Forum period. COMMISSION/ YOUTH REPRESENTATIVE ANNOUNCEMENTS AND REPORTS: None A. CONSENT CALENDAR: 1. Parks and Recreation Commission Minutes — December 16, 2004 ■ Staff recommendation: Commission approve the Parks and Recreation Commission minutes of the December 16, 2004 meeting. Parks and Recreation Commission Minutes — January 20, 2005 ■ Staff Recommendation: Commission approve the Parks and Recreation Commission minutes of the January 20, 2005 meeting. [Community Services] 3. Reauest to Plant a Memorial Tree at Atascadero Lake Park ■ Fiscal Impact: None. ■ Recommendation: Commission recommend approval of a request by the Atascadero Native Tree Association to plant a Memorial Tree at Atascadero Lake Park in memory of Jean Henninger. [Community Services] 4. Additional Memorial Bench Sites at Atascadero Lake Park and Sunken Gardens ■ Fiscal Impact: None. ■ Recommendation: Commission approve nine (9) additional sites for the placement of Memorial Benches at Atascadero Lake Park, and eighteen (18) new sites in the Sunken Gardens Streetscape Enhancement Project. PRC Draft Minutes 02/17/05 Page 2 of 5 MOTION: By Commissioner Mathews and seconded by Commissioner Sechrist to approve Items #A-1, 2 and 3. Motion passed 6:0 by a roll -call vote. Item #A-4: Eric Greening questioned the identification of the 18 sites in the Sunken Gardens prior to the City Council approving the project, and suggested it is premature to select sites until the Commission's recommendations have been acted on by the City Council. Chairperson Kudlac closed the Public Comment period. Commissioner Mathews asked if there are specific sites requested for placement of memorial benches. Deputy Public Works Director Geoff English stated that there are none for the sunken gardens at this time and indicated that if the City Council does not move ahead with the sunken gardens project, then the identified sites would not be used. MOTION: By Commissioner Butz and seconded by Commissioner Mathews to approve nine (9) additional sites for the placement of Memorial Benches at Atascadero Lake Park, and eighteen (18) new sites in the Sunken Gardens Streetscape Enhancement Project, pending City Council approval. Motion passed 6:0 by a roll -call vote. B. PUBLIC HEARINGS: 1. Draft Master Plan for Traffic Wav Park/Recreation Center Site ■ Fiscal Impact: To be determined by the design of the Final Master Plan selected. ■ Recommendation: Commission hear public comment and provide direction to Staff on the Draft Master Plan design. [Community Services] Community Services Director Brady Cherry spoke about the Draft Master Plan design and introduced David Volz, project architect. David Volz, project architect, reviewed the Draft Master Plan design for the Traffic Way Park/Recreation Center Site and answered questions of the Commission. PUBLIC COMMENT Ann Ketcherside expressed her concerns regarding this site and recommended that the former bowling alley be given for the Youth Center. PRC Draft Minutes 02/17/05 Page 3 of 5 Eric Greening asked several questions regarding the Komex document, the memorial trees along Traffic Way, FEMA funding, the Purkiss Rose design, and tree planting for this area. Mike Zappas questioned if a needs assessment had been done for the project, if soccer will be accommodated, and the projected size of the Youth Center. John Nielson stated his concern about the north driveway and suggested a stop sign be used. He was also concerned that the skate park is somewhat hidden in this design. Ellen Beraud agreed with the previous speaker's concern and felt it would be nicer to have the skate park closer to the Youth Center. She asked several questions about the plans for the recreation center building and the swim complex. Cory Meyers indicated it was unnecessary to rebuild the softball fields and stated the importance of developing the maintenance area. He was also concerned about the memorial trees. Barbara Newsome, part of the focus group, shared comments she received from high school students she had met with. Ann Ketcherside expressed concern with the time necessary to build this and asked for an accounting of all funds appropriated for the Youth Center. Doug Lidengood, President North County Aquatics, stated their willingness to help the city build an Olympic swim complex. Chairperson Kudlac closed the Public Comment period. Commissioner Ausman suggested reconfiguring the basketball area to create two full basketball courts. Chairperson Kudlac suggested using the area being considered for a future pool for soccer until the pool is built. Commissioner Mathews thanked the public for their comments and summarized the concerns raised by the public: 1) environmental concerns must be emphasized and the site must be clean and verified to the public, 2) the issue of the memorial trees must be addressed, 3) the skate park is an important part of the project and it is important to develop a good design for it, and 4) the maintenance area must be considered. Commissioner Mathews stated that he hopes the Perkus Rose model is not used for the skate park, but rather something that is more in tune with what the skaters want. Community Services Director Brady Cherry addressed issues raised during the Public Comment period. PRC Draft Minutes 02/17/05 Page 4 of 5 Commissioner Sechrist asked about the possibility of a stop sign at the upper entrance to the site. Director Cherry stated it would require an engineering study, and he could have the City Engineer look at it and make a recommendation, including the possibility of moving it the entrance further down Traffic Way. Commissioner Sechrist suggested offering memorial benches for the park and that the future pool area be considered as a temporary overflow parking area with access to the area provided. A recommendation from the public was made that the upper entrance off of Traffic Way be utilized as a one way—in only—access. MOTION: By Commissioner Butz and seconded by Commissioner Sechrist to recommend the plan to the City Council with the stipulation that they consider the exit that now requires a right hand turn and that they consider starting design work on the skate park, and that they consider some of the other recommendations made including the basket ball courts. MEETING RECORDED AND MINUTES PREPARED BY: Grace Pucci, Recording Secretary PRC Draft Minutes 02/17/05 Page 5 of 5 ITEM NUMBER: A-2 DATE: 03/17/05 Atascadero Parks and Recreation Commission Staff Report — Community Services Department Request to Place a Memorial Object: Planting of Tree at Traffic Way Park RECOMMENDATION: Parks and Recreation Commission recommend approval to the City Council of a request by John Beccia to plant a Memorial Tree at Traffic Way Park. DISCUSSION: Background: The City of Atascadero has received a request to plant a tree as a Memorial Object at Traffic Way Park. (Attachment 1) Mr. John Beccia has requested that the City of Atascadero grant permission to plant a tree at Traffic Way Park to memorialize Elnora Garcia, a long-time resident of Atascadero, who recently passed away Analysis: The Policy on the Naming of Public Buildings, Parks and Other Public Facilities includes a provision to be followed by staff for the recognition of individuals. SECTION II, E. "In addition to the naming of public facilities by using the criteria established above, the City can provide for the recognition of individuals, either deceased or living, by the placement of memorial objects (symbols); such as living trees, public benches, rocks, memorial flagpoles, sculptures, etc., in public facilities. The placement and identification of these recognition symbols will be at the discretion of the Parks and Recreation Commission and the City Council on a case-by-case basis. The attached request complies with previously established policies for the recognition of individuals at City park facilities and is consistent with the established plans for Atascadero Lake Park. Staff has identified a suitable tree planting location at Traffic Way Park. The requesting party will be responsible to cover all related costs for the purchase and installation of the Memorial Object. Conclusion: Staff recommends that the Parks and Recreation Commission recommend to the City Council, approval of the request by John Beccia to plant a Memorial Tree at Traffic Way Park.
