Request to Place a Memorial Bike Rack
at Atascadero Lake Park
RECOMMENDATION:
Parks and Recreation Commission recommend approval of a request by Rod Hoadley
to install a Memorial Object in the form of a Bicycle Rack at Atascadero Lake Park.
DISCUSSION:
Background: The City of Atascadero has received a request to install a Memorial
Object in the form of a Bicycle Rack at Atascadero Lake Park. (Attachment 1)
Rod Hoadley of Hoadley Design in San Luis Obispo has requested permission to place
a Peak Rack bicycle parking rack at Atascadero Lake Park. The bicycle rack will would
have a plaque affixed to the rack, recognizing an individual sponsor. The requesting
party will be responsible to cover all costs related to the purchase and installation of this
bench. Photos of the proposed bicycle rack are attached. (Attachment 2)
Analysis: The Policy on the Naming of Public Buildings, Parks and Other Public
Facilities includes a provision to be followed by staff for the recognition of individuals.
SECTION II, E.
"In addition to the naming of public facilities by using the criteria established
above, the City can provide for the recognition of individuals, either deceased or
living, by the placement of memorial objects (symbols); such as living trees,
public benches, rocks, memorial flagpoles, sculptures, etc., in public facilities.
The placement and identification of these recognition symbols will be at the
discretion of the Parks and Recreation Commission and the City Council on a
case-by-case basis.
The attached request complies with previously established policies for the recognition of
individuals at City park facilities and is consistent with the established plans for
Atascadero Lake Park. Staff has identified a location near the entrance to the Charles
Paddock Zoo that will be suitable for the bicycle rack. The proposed Memorial Object
will replace and exiting bicycle rack at this location. (Attachment 3)
Conclusion: Staff recommends that the Parks and Recreation Commission
recommend to the City Council, approval of the request to install a Memorial Object in
the form of a Bicycle Rack at Atascadero Lake Park.
FISCAL IMPACT:
None. The requesting party will be responsible to cover all related costs for the
purchase and installation of the Memorial Object.

Re: Request for memorial object approval
Ladies & Gentlemen:
I have enclosed a brochure and a photo sheet of a newly developed bicycle parking rack that
has been designed to be used as a memorial/donation object. I am requesting that you
consider this bicycle parking rack with plaque as a donation object for public use at
approved City of Atascadero locations.
What you will note in the photos is:
1. An attractive, cast bronze donor recognition plaque.
2. A code height, 36 inch, hand rail back bar for backing up to pedestrian
walkways.
3. Individual Locking Bars for each bicycle so the frame and wheel can
be locked with a U -tock.
4. Vertical Stagger to eliminate handle bar entanglement and allow tight parking density.
If you have any questions you can reach me at rodi
