1. Request for Memorial Bench at Atascadero Lake Park & Review of New
Receiver Sites
■ Fiscal impact: Donor will cover bench installation costs.
■ Staff recommendation: Parks and Recreation Commission recommend
approval of Boneso memorial bench and proposed receiver sites at the
Lake Park. (Community Services)
2. Youth/ Recreation Center Project Update
■ Fiscal impact: Currently budget project funds, and approximately $6
million dollars in FEMA funding. Annual operating costs will be determined
by final project scope.
■ Staff Recommendation: Parks and Recreation Commission review report
and provide input on the expanded scope of the project. (Community

3. Atascadero Lake Park Capital Project List
■ Fiscal Impact: $100,000 in budgeted funds for parks improvements.
Additional resources from Babe Ruth Baseball and other sources will be
needed to complete all of the projects.
■ Staff Recommendation: Parks and Recreation Commission approve the
Capital Improvement Project list for Atascadero Lake Park.

WELCOME TO THE ATASCADERO PARKS AND RECREATION COMMISSION MEETING
The Parks and Recreation Commission meet in regular session on the third Thursday of each month at 7:00 p.m., in the
Pavilion on the Lake, located at 9315 Pismo. The Parks and Recreation Commission consider matters in the order of
the printed Agenda.
Copies of the staff reports or other documentation relating to each item of business referred to on the Agenda are on
file in the Community Services Department and are available for public inspection during City Hall Annex, 9605 El
Camino Real, Suite 6, during business hours at the Central Receptionist counter and on our website;
www.atascadero.org. An agenda packet is also available for public review at the Atascadero Library, 6850 Morro
Road. All documents submitted by the public during Parks and Recreation Commission meetings that are either read
into the record or referred to in their statement will be noted in the minutes and available for review in the Community
Services Department.
In compliance with the Americans with Disabilities Act, if you need special assistance to participate in a City
meeting or other services offered by this City, please contact the Community Services Department at (805) 461-
5000. Notification of at least 48 hours prior to the meeting or time when services are needed, will assist the City staff

Chairperson Kudlac called the meeting to order at 7:08 p.m. and Commissioner Butz led
the Pledge of Allegiance.

COMMUNITY FORUM:
Eric Greening spoke about the Sunken Gardens area and urged the Commission to
restate their case for additional public comment. He announced that the Citizen's
Advisory Committee for the Anza Trail would be meeting November 12, 13 and 14 at
Mission San Antonio de Padua.

There was Commission consensus that staff would forward the Commission's
recommendation for the Sunken Gardens from their last meeting to the City
Council.

COMMISSION ANNOUNCEMENTS AND REPORTS:
Commissioner Sechrist asked when the Youth Center plans would be sent back to the
Parks and Recreation Commission. Community Services Director Brady Cherry stated
they would be considered at the October 21St meeting.
Commissioner Butz announced that the Atascadero Youth Task Force is presenting a
"Back to School Kickoff" on Tuesday, October 5t" at 7:00 a.m. This event will serve as
the regular meeting of the Youth Task Force for October.
Commissioner Mathews announced that the garden surrounding the Lake Pavilion
would receive a substantial renovation this fall by volunteers from the Atascadero Native
Tree Association.

1. Skate Park Design Concept Plans and Relocation
■ Fiscal impact: $150,000 Budgeted funds based upon construction
bids.
■ Staff recommendation: Parks and Recreation Commission recommend
approval of the Conceptual Design and the use potential community
partnerships and phasing of improvements to complete the preferred
alternative. (Community Services)
Community Services Director Brady Cherry with Recreation Supervisor Paula Anton
gave a brief overview of the project and answered questions of the Commission.
Steve Rose and Mike Taylor, Purkiss Rose Design Team, explained the proposed skate
park conceptual design and answered questions of the Commission.
PUBLIC COMMENT
John Neilson expressed his concerns regarding this proposed design and suggested it
be made more aesthetically pleasing for those who would be using it.
Eric Greening suggested the Commission look into the possibility of utilizing
redevelopment funds for this project and that the skate board community be asked how
they would like this project to be phased.
Kevin Brown stated that phase two and three of this design are more appealing than the
prefab units of phase one.
Derek Carnes suggested the best way to proceed would be to develop phase one and
two at same time.
Kevin Brown stated that if phase one is built he hopes there would be some flexibility on
altering some of the elements as the project proceeds.
Chairperson Kudlac closed the Public Comment period.
There was Commission discussion about funding sources and possible options for
phasing the project.
MOTION: By Vice Chairperson Gobler and seconded by Commissioner
Butz to accept the conceptual design and allow staff to move
forward.

2. Request for BMX Track at ANZA Park Site
■ Fiscal impact: None directly to the City.
■ Staff recommendation:
1. Parks and Recreation Commission recommend that an
archeological and environmental determination be made for the
proposed site, and hold public hearings on the Anza Park master
plan design after the Water Company property is secured for park
uses by the City.
Community Services Director Cherry provided the staff report and answered questions
of the Commission. Two additional sites for the track were discussed.
Allison Williams, Friends of Atascadero BMX, spoke about the association's needs and
answered questions of the Commission. Ms. Williams distributed a memo on the
proposed track and guidelines for NBL BMX track construction to the Commission.

Susan Scholl, BMX association, spoke about parking for BMX events.
PUBLIC COMMENT
Eric Greening stated that his concerns regarding having this area open to the public
have been answered and that he would like to see this use happen in the best possible
location.
Chairperson Kudlac closed the Public Comment period.
There was Commission consensus to direct staff to work with the BMX
Association to determine which of the three alternatives is the preferred site, and
if it is the Water Company site, to work on the issues of zoning and take a
proposal to the Water Company and then bring the user agreement back to the
Commission for consideration.
Chairperson Kudlac recessed the hearing at 9:31 p.m.
Chairperson Kudlac called the meeting back to order at 9:43 p.m.
3. Review of Dove Creek Project Proposed Park Parcels
■ Fiscal impact: None.
■ Staff Recommendation: Parks and Recreation Commission review
and provide input on the park amenities and desired use patterns of
four park parcels in the proposed Dove Creek project.

Community Services Director Cherry explained that the following three items were
informational only, as they are private developments and have been brought forth at the
suggestion of the Community Development Director.
Deputy Community Development Director Steve McHarris provided the staff report and
answered questions of the Commission.
4. Review of West Front Mixed -Use Project Proposed Park
■ Fiscal impact: None.
■ Staff Recommendation: Parks and Recreation Commission review and
provide input on the park amenities in the proposed West Front Mixed-
use project.
Deputy Community Development Director Steve McHarris provided the staff report and
answered questions of the Commission.
Richard Shannon, project developer, explained their plans for maintenance of the park
in this development.
5. Review of EI Camino Real/Principal Avenue Project Proposed Park
■ Fiscal impact: None.
■ Staff Recommendation: Parks and Recreation Commission review and
provide input on the park amenities in the proposed EI Camino
Real/Principal Avenue Mixed -Use project.
Deputy Community Development Director Steve McHarris provided the staff report and
answered questions of the Commission.
Commissioner Mathews expressed concern with chemicals used on the turf area going
into the creek. Mr. McHarris stated that staff would note the concern and look into it
tomorrow.

Staff Report — Community Services Department
Request to Place a Memorial Bench at Atascadero Lake Park
RECOMMENDATION:
Parks and Recreation Commission recommend approval of a request by Sandy Boneso
to install a Memorial Bench at Atascadero Lake Park in honor of husband, a former
Atascadero resident.
DISCUSSION:
Background: The City of Atascadero has received a request to install a Memorial bench
in Atascadero Lake Park in honor of Mr. Boneso a former resident of Atascadero.
Previously, the Atascadero Parks and Recreation Commission identified four (4)
locations in Atascadero Lake Park for the installation of such Memorial Benches.
(Attachment #3) Memorial benches have been approved previously by the City Council
for three of the four Memorial Bench sites established near the playground. This is the
final approved Memorial Bench site available at this location. Specific colors and
construction styles have been determined for Memorial benches. The Parks and
Recreation Commission has reviewed and recommended approval of the proposed
bench styles and locations. The requesting family will be responsible to cover all costs
related to the installation of this bench.
Analysis: The Policy on the Naming of Public Buildings, Parks and Other Public
Facilities includes a provision to be followed by staff for the recognition of individuals.
SECTION II, E.
"In addition to the naming of public facilities by using the criteria established
above, the City can provide for the recognition of individuals, either deceased or
living, by the placement of memorial objects (symbols); such as living trees,
public benches, rocks, memorial flagpoles, sculptures, etc., in public facilities.
The placement and identification of these recognition symbols will be at the
discretion of the Parks and Recreation Commission and the City Council on a
case-by-case basis.
The attached request complies with previously established policies for the recognition of
individuals at City park facilities and the location and style of the bench will be
consistent with the established plans for Atascadero Lake Park.
Conclusion: Staff recommends that the Parks and Recreation Commission
recommend to the City Council, approval of the request to install a Memorial Benches at
Atascadero Lake Park.
FISCAL IMPACT:
None. The requesting family will cover all related costs for the purchase and installation
of the Memorial bench.

Staff Report - Public Works
Determination of the Bench Style for the
Sunken Gardens Streetscape Enhancement Project
and Designation of Memorial Bench sites
RECOMMENDATION:
Parks and Recreation Commission recommend approval of a Metal bench for benches
in the Sunken Gardens and designate the bench sites identified on the Sunken Gardens
Conceptual Plan as approved locations for future Memorial Benches.
DISCUSSION:
Background: The City of Atascadero is currently is the environmental review process
for the Sunken Gardens Streetscape Enhancement Project. This project will add
sidewalks, street lamps, benches and other amenities to the Sunken Gardens and
surrounding pedestrian areas. The design elements and amenity such as pavers, lamp
posts and benches selected for this project will be consistent with the recently
completed EI Camino Real Streetscape Enhancement project near the Carlton Hotel.
City staff is requesting a change in the selection of the bench style for the upcoming
Sunken Gardens Streetscape Enhancement Project.
Staff is also requesting that the Parks and Recreation Commission recommend
approval of the bench sites identified on the Sunken Gardens Conceptual Plan as
approved locations for future Memorial Benches.
Analysis: The current style of bench is a wood slat bench, is more susceptible to
vandalism and may require more frequent maintenance. The wood bench is shown in
figure #1 below. Staff is recommending a metal bench similar to the bench shown in
figure #2 below.
#2. Recommended bench style for the Sunken Gardens
The Atascadero Main Street Design Committee has reviewed and recommended
approved the change in bench selection. In addition to selecting this alternate style of
bench, staff is recommending that these benches be used as Memorial Benches.
The Memorial Bench program at Atascadero Lake Park has been quite successful. All
previously designated locations for Memorial Benches have been allocated. To
continue this program, additional bench sites will need to be designated. The bench
sites identified on the Sunken Gardens Conceptual Plan would provide approximately
14-18 additional locations for future Memorial Benches. I addition, the project cost will
be reduce because the sponsoring family or organization covers the entire cost to
purchase and install the benches.
The designation of the sites is consistant with the City's policy. The Policy on the
Naming of Public Buildings, Parks and Other Public Facilities includes a provision to be
followed by staff for the recognition of individuals.

Staff Report — Community Services Department
Youth / Recreation Center
RECOMMENDATION:
Commission discuss Youth / Recreation Center project and provide input to staff.
DISCUSSION:
Background: The City owns the "Hay and Feed" building on Traffic Way and has been
working toward remodeling the building as a more complete Youth / Recreation Center.
The building has been used to provide youth programs in the last few years.
Previous to the "Hay and Feed" building, the historic Printery was targeted for
improvement as the City's Youth / Recreation Center. Programming was conducted at
the Printery up until the San Simeon Earthquake of December 22, 2003. The
earthquake significantly damaged the Printery building. Consistent with Federal and
State regulations regarding earthquake recovery, the City intends to apply for an
"Improved Project" based upon the damage to the Printery. This means that instead of
repairing the Printery with Federal and State assistance, the City will use the funds at a
location other than the Printery. The City Council on a unanimous vote determined that
the funds would be used to construct a Youth / Recreation Center. The Council
indicated that they desired an improved Center with ancillary features like a swimming
pool.
The "Improved Project" funding is not guaranteed although City staff are optimistic.
Potential funding of nearly $6 million may be available depending on negotiations with
State and Federal officials. One restriction on the funds is that the project must be
completed within three years of the earthquake. This means the project must be
completed by December 22, 2006 only slightly more than two years from now. This will
be a difficult time frame to meet.
Sites: City Staff have been exploring a variety of sites for the Youth / Recreation
Center. They have included the Corporation Yard, Atascadero Lake Park, School
District bus maintenance facility, on current school sites and vacant property owned by
the school district. Potential sites must be generally ready for development with no
encumbrances. This makes property acquisition or site assemblage difficult or
impossible.
The school district is currently reviewing their policy position relative to using property
for a Youth / Recreation Center. School property would place use restrictions on the
property regarding the kind of program and hours for which the center may be used.
Existing City property would provide the most flexible operation. Access by the youth is
also an issue in considering potential sites.
The Corporation Yard, Traffic Way Park and the "Hay and Feed" building as a combined
site for a Youth / Recreation complex including a Recreation Center building appears to
be a good option. This site is attractive because it is owned by the City, includes
existing fields and includes the proposed Youth / Recreation Center property. This
would mean that all of the grants and donations received by the City will still be going to
the same project as anticipated although now much larger.
The Commission should discuss the possible sites for the new facility.
The Prosect: The Youth/Community Center is intended to include a variety of uses
including a Recreation center, pool and skate park. Earlier community meetings
produced a list of activities that the community wanted included in the building. The
current plans for the Center building can be expanded to include more of the
community's expectations. The Complex would include a state park, pool and other
outdoor activity areas. If the Corporation Yard property is selected there will also be
trails along the Atascadero Creek which can connect to other trails potentially
establishing a link from downtown to the Salinas River.
There is much work to be done in this project including an environmental analysis, site
planning, site preparation and eventual construction. If the project is constructed on the
Corporation Yard site it is anticipated that the Hay and Feed building would be
demolished.
The Commission should discuss the priority activities that should be incorporated in the
project.
Throughout the project, staff will review the progress and plans with the Commission to
get input and advice.
FISCAL IMPACT:
The project funding will include existing city resources budgeted for the Recreation
Center project, and approximately $6 million dollars in FEMA funding. Annual operating
costs are to be determined based upon total project scope.

Atascadero Lake Park Capital Improvement Project
RECOMMENDATION:
Parks and Recreation Commission recommend approval of the priority listing of minor
Capital Improvement Projects at Atascadero Lake Park for potential completion in fiscal
year 2004-2005.
DISCUSSION:
Background: The City of Atascadero has allocated $100,000.00 for minor Capital
Improvement Projects at Atascadero Lake during the 2004/2005 fiscal year. Staff has
compiled a list of minor potential projects to be completed with these funds. The
allocated funds were intended for minor repair and improvement projects not included in
the annual budget for Park maintenance and repair. The funds are required for use at
Atascadero Lake Park and must be spent prior to July 1, 2005.
Analysis: The potential Capital Improvement Projects at Atascadero Lake Park were
evaluated on the following criteria.
1. Consistency with the Atascadero Lake Park Master Plan.
2. Ability to be completed prior to July 1, 2005.
3. Reduction of maintenance and operations costs.
Below are five potential minor projects that can be completed prior to July 1, 2005.
These projects are in listed in priority order by Staff. The Park Maintenance Staff was
consulted on development of this list.
1. ALP Plavaround Exterior Enhancement Proiect. (Attachment #1
a. Installation of pavers between the new section of the Lake Pathway
and the playground area.
b. Installation of a concrete mow strip to delineate a lawn area between
the playground and the service road next to the Ranger House. New
irrigation will be installed at this location.
c. Installation of pavers to create a walkway along the top of the
playground retaining wall.
d. Addition of benches and picnic tables around the playground.
2. Alvord Baseball Field Spectator Area Renovation Project.
a. Rehabilitation of the existing facilities, including the snack bar,
restrooms, bleachers and lights.
b. The City of Atascadero would provide financial assistance to the
Atascadero Babe Ruth Baseball organization which is spearheading
this project.
c. Detailed renovation plans would be submitted for review prior to
construction.
3. Lake Pathway Pedestrian Bridge Improvements.
a. Install new railing on the spillway bridge. The current railing does not
meet code, and is in poor condition.
b. Make minor repairs to the Santa Rosa Lake Pathway Bridge. The
bridge is schedule for replacement along with a project to replace the
vehicle bridge at this location in Fiscal Year 2006-3007.
4. Portola/ Morro Road Corner Landscape and Fencing. (Attachment #2)
a. Install split rail style fencing around the "Great Lawn" area at the corner
or Portola and Morro Road.
b. Begin work on the landscaping plan for this location, including
installation of the irrigation and tree planting.
5. Barbeque Area Improvements and Picnic Table Replacements.
a. Purchase expanded metal picnic table to replace worn picnic tables.
b. Complete the installation of expanded cement slabs around the
permanent single picnic tables in Atascadero Lake Park.
Anticipated cost for each project has not yet been identified. Projects will be completed
and if there are remaining funds, they would be allocated toward the next identified
project in order of the prioritized list.
Conclusion: Public Works and Community Services Department Staff members have
discussed these projects in detail, and recommend the forgoing list of prioritized
projects. Parks and Recreation Commission review and recommend approval of the
C.I.P. list.
FISCAL IMPACT:
$100,000 in budgeted funds for park improvements. Additional resources will be
necessary to complete the project list. Resources for Alvord Field will come from the
Babe Ruth organization.
