Shannon Sims, Administrative Assistant City of Atascadero 3 City ofAtascadero WELCOME TO THE ATASCADERO PARKS AND RECREATION COMMISSION MEETING The Parks and Recreation Commission meet in regular session on the third Thursday of each month at 7:00 p.m., in the Pavilion on the Lake, located at 9315 Pismo. The Parks and Recreation Commission consider matters in the order of the printed Agenda. Copies of the staff reports or other documentation relating to each item of business referred to on the Agenda are on file in the Community Services Department and are available for public inspection during City Hall Annex, 9605 El Camino Real, Suite 6, during business hours at the Central Receptionist counter and on our website; www.atascadero.org. An agenda packet is also available for public review at the Atascadero Library, 6850 Morro Road. All documents submitted by the public during Parks and Recreation Commission meetings that are either read into the record or referred to in their statement will be noted in the minutes and available for review in the Community Services Department. In compliance with the Americans with Disabilities Act, if you need special assistance to participate in a City meeting or other services offered by this City, please contact the Community Services Department at (805) 461- 5000. Notification of at least 48 hours prior to the meeting or time when services are needed, will assist the City staff in assuring that reasonable arrangements can be made to provide accessibility to the meeting or service. The Parks and Recreation Chairperson will identify the subject, staff will give their report, and the Commission will ask questions of staff. Cl ITEM NUMBER: A-2 DATE: 7-15-04 Atascadero Parks and Recreation Commission Staff Report — Community Services Department Request to Place a Memorial Bench at Atascadero Lake Park RECOMMENDATION: Parks and Recreation Commission recommend approval of a request by Arlene Jamar to install a Memorial Bench at Atascadero Lake Park in honor of Angel John and Ruth Jamar. DISCUSSION: Background: The City of Atascadero has received a request to install a Memorial bench in Atascadero Lake Park in honor of Angel John and Ruth Jamar, residents of Atascadero. (Attachments #1) Previously, the Atascadero Parks and Recreation Commission identified four (4) locations in Atascadero Lake Park for the installation of such Memorial Benches. (Attachment #3) Memorial benches have been approved previously by the City Council for two of the four Memorial Bench sites established near the playground. Two Memorial Bench sites are still available, including the site requested by the Jamar family. Specific colors and construction styles have been determined for Memorial benches. The Parks and Recreation Commission has reviewed and recommended approval of the proposed bench styles and locations. The requesting family will be responsible to cover all costs related to the installation of this bench. Analysis: The Policy on the Naming of Public Buildings, Parks and Other Public Facilities includes a provision to be followed by staff for the recognition of individuals. SECTION II, E. "In addition to the naming of public facilities by using the criteria established above, the City can provide for the recognition of individuals, either deceased or living, by the placement of memorial objects (symbols); such as living trees, public benches, rocks, memorial flagpoles, sculptures, etc., in public facilities. The placement and identification of these recognition symbols will be at the discretion of the Parks and Recreation Commission and the City Council on a case-by-case basis. The attached request complies with previously established policies for the recognition of individuals at City park facilities and the location and style of the bench will be consistent with the established plans for Atascadero Lake Park. Conclusion: Staff recommends that the Parks and Recreation Commission recommend to the City Council, approval of the request to install a Memorial Benches at Atascadero Lake Park. FISCAL IMPACT: None. The requesting family will cover all related costs for the purchase and installation of the Memorial bench. ATTACHMENTS: 1. Letter from Arlene Jamar 2. Map of Atascadero Lake Park Memorial Bench locations ITEM NUMBER: C - 1 DATE: 07/15/2004 Ami 1918 m 1979 Atascadero Parks and Recreation Commission Staff Report — Community Services Department Urban Parks and Healthy Communities Grant RECOMMENDATIONS(S): To develop an enhanced and more diverse swim program that addresses the needs of the entire community. This would include programs for all ages, longer operating hours, better facilities and the possibility of more facilities. DISCUSSION: Background: The aquatics program for the City of Atascadero has consisted of two pools, the Lake Park wading pool and the high school pool. The high school pool is not available this summer. With these facilities we have offered several programs in the past, including were lap swim, REC swim, uninstructed aqua aerobics and mommy and me, and night swim. This year, with the wading pool as the sole site of operating, the City has offered swim lessons, mommy and me and the lifeguards conduct daily activities with the children. Analysis: Does the aquatics program that is currently being offered meet the needs of our community? The Community Services department is seeking to get the public feedback on aquatic needs. What programs are desirable? What operating hours are best? Are the fees fair and reasonable? The Vision: To obtain use of the high school pool once again in future years. We would like to see improvements made to the pool such as new bleachers, shade set ups, and equipment to offer the public for all swim programs. The program we have in mind would include lap swim hours in the morning and afternoon for the public. Swim lessons for all ages and abilities including swim lessons for special needs children. A certified instructor would teach aqua jogging, aqua aerobics, mommy and me and rehabilitation swimming. Competitive swim lessons and practice could operate out of the pool and we could have a series of dual meets held over a period of time, with deck entries allowed for all ages. REC swim would continue to have an allotted time every day (with the exclusion of Sunday) and on Night swim nights (Monday and Wednesday night). If the School District charges fees to the City for pool use during the summer, it would likely impact public access, due to the public's ability to pay higher fees. This issue will have to be discussed between the City and AUSD. ITEM NUMBER: C - 1 DATE: 07/15/2004 Implementation The State of California offers a grant, which is known ad the State Urban Parks and Healthy Communities Program. This program allows cities and organizations to receive the needed funds to operate programs that offer activities to the community that promote healthy living and exercise. Our aquatics program falls under this category. Part of the application procedure is to get the communities feed back on the current program and if it meets your needs and what citizens would like to see in the future. We would also like to know the public's opinion on our aquatics program, so that we can better meet the needs in the future. We are now inviting public comment on our current program and what the public would like to see in the way of aquatic services. Conclusion: While the City's current program is adequate, with public feedback we can design an even more successful aquatics program. We intend to apply for funding to enhance and expand aquatic programs for the City of Atascadero. FISCAL IMPACT: The grant program requires the organization to match the funds requested in the application. However, do to the City of Atascadero's fiscal condition, we can have the match waived. ALTERNATIVES: If the Commission and the public feel that the current aquatics program is adequate and that no improvements need to be made, we can choose to not proceed with the application for the State Urban Parks and Healthy Communities program. ITEM NUMBER: D - 1 DATE: 07/15/2004 an 1918 1979 C" \ATA'S FB+n - Atascadero Parks and Recreation Commission Staff Report - Public Works Minor Streetscape Improvement Project — Sunken Gardens RECOMMENDATION: Approve conceptual design for the Minor Streetscape Improvement Project — Sunken Gardens DISCUSSION: Background: The Master Plan for the Sunken Gardens is scheduled for fiscal year 2005-06. There has been community interest in moving this project along and recently the Atascadero Main Street requested the City Council to authorize them to begin a community effort. The Council declined the effort and decided to discuss the issue at their strategic planning workshop. The City Council/Redevelopment Agency Board supports "improvement" to the Sunken Gardens. However there is not consensus as to what "improvement" means. The Redevelopment Agency has several improvement projects scheduled in the downtown that will follow the recent streetscape project and the upcoming mid block parking lot. However, these projects will take some time to develop, as there are legal and land acquisition actions that must occur. The Redevelopment Agency Board would like to maintain the energy level and interest in downtown. The Council at the strategic planning workshop discussed improvements to the Sunken Garden (property already owned by the City). The Council agreed that they would only move forward with improvements that are supported by all Council Members. The Council Members agreed that staff could proceed with a project a that included 10' sidewalks around the park, some pathways within the park, decorative treatment of the fountain, make Palma a convertible street that could be used for public assembly and add street furniture. Staff has developed the concept plan included with this report. All of the Council Members have seen and approved the plan. ITEM NUMBER: D - 1 DATE: 07/15/2004 Analysis: The improvement project will incorporate the downtown design elements that have already been adopted by the City Council/Redevelopment Agency Board. Main Street investigated design elements for downtown with the support of the Redevelopment Agency's Consultant, RRM Design. The Council and Agency then adopted design standards, which included many of Main Street's recommendations. These design elements have been incorporated into the streetscape project at EI Camino Real and Traffic Way. RRM is preparing cost estimates and schematic designs of the Sunken Gardens improvement that will be available at tonight's meeting. Staff will be available to discuss details and costs of the project. Should the Commission approve the project staff is prepared to proceed with the improvement with expect completion prior to Colony Days. The schedule is depicted below. Modifications to the project will require Council review and could impact a tight construction time frame. Informational item. No action required. DISCUSSION: Background: The City Council and Planning Commission have approved a 70 - unit housing development near Del Rio and Ramona road. The Colony at Apple Valley will include a 5.50 acre park and 2.39 acres of public open space. City staff will be responsible to administer the maintenance and operation of this park and open space area following completion of the project. Conclusion: Staff will present the layout and design of the park component of this development to the Parks and Recreation Commission as an informational item No Commission action required.
