Shannon Sims, Administrative Secretary City of Atascadero 3 City ofAtascadero WELCOME TO THE ATASCADERO PARKS AND RECREATION COMMISSIONMEETING The Parks and Recreation Commission meet in regular session on the third Thursday of each month at 7:00 p.m., in the Pavilion on the Lake, located at 9315 Pismo. The Parks and Recreation Commission consider matters in the order of the printed Agenda. Copies of the staff reports or other documentation relating to each item of business referred to on the Agenda are on file in the Community Services Department and are available for public inspection during City Hall Annex, 9605 El Camino Real, Suite 6, during business hours at the Central Receptionist counter and on our website; www.atascadero.org. An agenda packet is also available for public review at the Atascadero Library, 6850 Morro Road. All documents submitted by the public during Parks and Recreation Commission meetings that are either read into the record or referred to in their statement will be noted in the minutes and available for review in the Community Services Department. In compliance with the Americans with Disabilities Act, if you need special assistance to participate in a City meeting or other services offered by this City, please contact the Community Services Department at (805) 461- 5000. Notification of at least 48 hours prior to the meeting or time when services are needed, will assist the City staff in assuring that reasonable arrangements can be made to provide accessibility to the meeting or service. TO SPEAK ON AGENDA ITEMS Members of the audience may speak on any item on the agenda. The Parks and Recreation Chairperson will identify the subject, staff will give their report, and the Commission will ask questions of staff. The Chairperson will announce when the public comment period is open and will request anyone interested to address the Commission regarding the matter being considered to step up to the podium. If you wish to speak for, against or comment in any way: • You must approach the podium and be recognized by the Chairperson • Give your name and address (not required) • Make your statement • All comments should be made to the Chairperson and Commission • All comments limited to 5 minutes (unless changed by the Commission) • No one may speak for a second time until everyone wishing to speak has had an opportunity to do so, and no one may speak more than twice on any item. The Chairperson will announce when the public comment period is closed, and thereafter, no further public comments will be heard by the Commission. Cl ITEM NUMBER: B-1 DATE: 5-20-04 Atascadero Parks and Recreation Commission Staff Report — Community Services Department EAGLE SCOUT PROJECT- TELIND BENCH ATASCADERO LAKE PARK PICNIC BENCH PROJECT RECOMMENDATION: Parks and Recreation Commission Parks recommend approval of a proposed project to construct a picnic table along Lakeview Avenue at Atascadero Lake. DISCUSSION: Background: Eagle Scout candidate Telind Bench, has requested permission to construct a picnic table along Lakeview Avenue at Atascadero Lake. Cameron Jensen will make a brief presentation about this project. This project conforms to the recently adopted Atascadero Lake Park Master Plan. Staff supports the approval of this project and will direct Telind to coordinate his work with City Park staff. Prior to construction, appropriate permits will be required by the City of Atascadero Community Services and Public Works Departments. Conclusion: Staff recommends that the Parks and Recreation Commission Parks recommend approval of a proposed project to construct a picnic table along Lakeview Avenue at Atascadero Lake. FISCAL IMPACT: All costs related to this project will be covered through donations solicited by Eagle Scout candidate Telind Bench. ALTERNATIVES: None. ATTACHMENTS: Attachment #1: Site photo Attachment #2: Site map ITEM NUMBER: D-1 DATE: 5-20-04 Atascadero Parks and Recreation Commission Staff Report — Community Services Department ATASCADERO LAKE PARK TOT LOT SLIDE REPLACEMENT RECOMMENDATION: Informational item only. No action required. DISCUSSION: Background: The large tube slide in the Tot lot at Atascadero Lake Park is damaged as a result of routine wear and tear. City of Atascadero Public Works staff have barricaded the slide to prevent use prior to replacement. Analysis: Upon investigation of the possible replacement of the existing tube slide, City staff found that this feature no longer complies with recently adopted State safety guidelines for playground equipment. The height of the replacement tube slide will be shorter than the current tube slide. A diagram of the proposed replacement slide is attached. Conclusion: Informational item only. FISCAL IMPACT: $2,300.00 in budgeted funds for Playground equipment. ALTERNATIVES: None. ATTACHMENTS: Attachment #1: Photo of existing tube slide Attachment #2: Diagram of the replacement Tube Slide ITEM NUMBER: D1 DATE: 06/17/04 Atascadero Parks & Recreation Commission Staff Report — Community Services Department Anza Park Design Discussion RECOMMENDATION: Parks and Recreation Commission consider that a Bicycle Moto -Cross Track be added to the Anza Park property located in Tentative Tract Map 2498, owned by developer Kelly Gearhart. The property will be deeded to the City as park space once the City Council conditions of project approval are met. The Commission may direct staff to finalize a design layout and operational details of the major park features including the Anza Trail, parking lot, equestrian arena and the proposed Bicycle Moto -Cross Track (BMX) into the site. DISCUSSION: Background: The project was considered and approved by the City Council at their meeting of December 9, 2003. The Community Development Department staff report for the item of that meeting is attached for Commission background information. The project includes a 45.9 acre open space parcel along the Salinas River that will help protect the riparian areas. Included in the open space is an area on the southeast portion of the property that the City Council approved for an equestrian arena, parking lot and the continuation and linking of the Juan Bautista De Anza Trail with the Water Company segment of the trail on their property. Summary: As the Parks and Recreation Commission is aware, there is a need for a BMX track in the North County, as the Santa Margarita BMX track is scheduled to close. Community Services department staff have been working with representatives of the BMX Association, equestrian group, Amigos De Anza among others to explore the possible use of the southern park property for a potential BMX track. At this point, neither the City Council nor the property owner has approved the property for such a use. However, at a meeting held on May 13th, 2004 with representatives from the equestrian community, Amigos de Anza and the parents from the BMX association, preliminary work indicates that the Anza Trail, parking lot, equestrian arena and BMX track may all fit into the space under consideration for the improvements. The compatibility of the proposed BMX track with the nearby homes has not been evaluated. However, the BMX representatives have made Mr. Gearhart aware of the proposed plans for a track, and staff has shown him the proposed layout for the track. Analysis: It now appears that the BMX track, the equestrian arena, parking lot and the Anza Trail can all be reasonably accommodated into the site. The area for the horse arena will be ample, and there is plenty of space for the Anza Trail to pass between the arena and BMX track on one side, and the Salinas River on the other. Discussions continue with the Water Company for a potential lease for adjacent property on the south that could become parkland for athletic fields and additional parking as well. Conclusion: City staff recommends taking public comment on the proposed addition ogf BMX track and the layout of the improvements. Discussion of any additional design alternatives can be explored. If there are no suggestions for other alternatives, staff recommends that the Parks and Recreation Commission recommend the of the BMX track to the Anza Park property. Administrative issues such as operations maintenance and liability can also be explored with the representatives of the BMX association and the Equestrian groups for the use of the improvements. It is anticipated that maintenance agreements will be developed with the groups that will govern the care and use of the property. FISCAL IMPACT: None at this time. Property improvements will be made by the developer and user groups. ALTERNATIVES: Include only the recreational features on the park property approved by the Council, and continue looking for other more suitable locations for a BMX track.
