PARKS AND RECREATION
COMMISSION
ACTION MINUTES
Thursday, February 16, 2012
REGULAR SESSION: 7:00 PM
Chairperson Zirk called the meeting to order at 7:07 p.m. and Jennifer Fanning led the Pledge of
Allegiance.
ROLL CALL:
Present: Commissioners Butz, Seay, and May, Vice Chairperson Wachtel, and
Chairperson Zirk.
Absent: Commissioners Greenaway (excused), DeCarli (excused), and student
representative Luke Thek.
Others Present: Recording Secretary Kris Roudebush.
Staff Present: Recreation Supervisor Jennifer Fanning and Deputy Director of Public
Works — Operations Geoff English.
PARKS AND RECREATION COMMISSION REORGANIZATION:
1. Commission Appointment of Chairperson
Recording Secretary Kris Roudebush opened the floor for Chairperson nominations. Bill
Wachtel nominated Barbie Butz, but later retracted his nomination.
MOTION: By Commissioner Butz and seconded by Commissioner Zirk to nominate
Bill Wachtel as Chairperson.
Motion passed 5:0 by a roll -call vote.
2. Commission Appointment of Vice -Chairperson
Newly elected Chairperson Wachtel opened the floor for Vice Chairperson nominations.
MOTION: By Commissioner Butz and seconded by Commissioner Zirk to nominate
Jerel Seay as Vice Chairperson.
Motion passed 5:0 by a roll -call vote.
COMMUNITY FORUM - None.
APPROVAL OF AGENDA
MOTION: By Vice Chairperson Seay and seconded by Chairperson Wachtel to
approve the Agenda.
Motion passed 5:0 by a roll -call vote.
COMMISSION ANNOUNCEMENTS AND REPORTS — None.
A. CONSENT CALENDAR:
1. Parks and Recreation Commission Minutes — January 19, 2012
• Recommendation: Commission approves the Parks and Recreation Commission
Meeting minutes of the December 15, 2011 meeting. [Community Services]
PUBLIC COMMENT — None
MOTION: By dice Chairperson Seay and seconded by Commissioner Zirk to
approve Consent Calendar
Motion passed 4:0:1 by a roll -call vote. (Wachtel abstained)
B. STAFF COMMENTS1 ANNOUNCEMENTS:
1. SLOCAPRA Commissioners Workshop
Recreation Supervisor Jennifer Fanning and Deputy Director of Public Works — Operations Geoff
English spoke about the SLOCAPRA event. Recording Secretary Kris Roudebush determined who
would be able to attend. The Commission discussed meeting at the Lake Park prior to the
workshop and carpooling up.

Firefighter's Association
® Saturday, April 21St: Knights of Columbus' 3rd annual Bocce & BBQ event is
taking place at the Atascadero Lake Park
Jennifer Fanning reviewed the calendar. Chairperson Wachtel inquired as to the involvement of the
parks department with events such as the tree planting and fundraising races. Geoff English noted
that they are heavily involved prior to the tree planting and Kris Roudebush noted her role working
with those who host special events within the city.
3. Parks Update — Geoff English
Geoff English informed the Commission that they will be losing a parks employee James
Richardson, who has resigned and plans to move his family to Arizona. He also updated the group
on the Lake Park Frontage project, which will go to Council on Feb 28th with the hopes of
continuing on with the base bid. The parks department is also recommending removal of two trees
at the Lake Park and will be going to the Planning Commission for approval. Finally, Geoff gave a
quick update on the turf renovation around the city. A discussion with the Commission followed
about the cost of the current frontage project bid cost and funding.
Commission Butz inquired about the bandstand construction and Mr. English informed her that the
plans have not been finalized, but when they are they will be submitted to the Commission for
review. Construction should not begin until the end of the summer. Chairperson Wachtel
commended the Public Works department on great playgrounds and Mr. English update the
Commission on the status of all of the city playgrounds and pians for creating a fundraising
campaign.
4. Atascadero Fun Club Update- Jennifer Fanning
Jennifer updated the group on the happenings of the Atascadero Fun Club. The group will be
partnering with the Public Works Dept. and working on the 36 downtown plant and flower urns.
Geoff English gave more details on this partnership and Commissioner Butz suggested she may
be able to get ahold of some daffodil bulbs.
Chairperson Wachtel inquired about the rose garden and Mr. English informed him that they are
managed by the Historical Society. There was a discussion on the use of volunteers for projects
within the city.
Jennifer Fanning announced that the Atascadero Police Department Foundation donated $5000 to
the Community Services from their most recent golf tournament. Also, the Zubathon last month
raised $360 for the foundation.
Commissioner May announced there will be an article in the paper the next day about AHS's
robotics team and encouraged all to check it out. Commissioner Zirk announced that on March 3`d
the SLO International Film Festival will be hosting a Music Man musical event here at City Hall and
at the Galaxy Theater.
C. ADJOURNMENT:
Chairperson Wachtel adjourned the meeting at 8:00 p.m.
