ACTION MINUTES
Thursday, August 18, 2011
SPECIALSESSION: 7:07 PM
Chairperson Zirk called the meeting to order at 7:07 p.m. and City Clerk Marcia Torgerson led the
Pledge of Allegiance.
ROLL CALL:
Present: Commissioners Greenaway, Butz, DeCarli, Seay, Vice Chairperson
Wachtel, and Chairperson Zirk.
Absent: Student Representative Luke Thek
Others Present: Recording Secretary Kris Roudebush
Staff Present: Community Services Director Brady Cherry, Deputy Director of Public
Works — Operations Geoff English, Recreation Director Jennifer
Fanning, Zoo Director Alan Baker, and City Clerk Marcia Torgerson.
OATH OF OFFICE
City Clerk Marcia Torgerson gave the oath of office to new Commissioner David May.
COMMUNITY FORUM- None.
APPROVAL OF AGENDA
MOTION: By Vice Chairperson Wachtel and seconded by Commissioner
Greenaway to approve the Agenda.
Motion passed 7:0 by a roll -call vote.
COMMISSION ANNOUNCEMENTS AND REPORTS
A. CONSENT CALENDAR:
1. Parks and Recreation Commission Minutes — July 21, 2011
■ Staff Recommendation: Commission approve the Parks and Recreation
Commission Special Meeting minutes of the July 21, 2011 Meeting. [Community
Services]
PUBLIC COMMENT — None
MOTION: By Commissioner Seay and seconded by Vice Chairperson Wachtel to
approve Consent Item A-1.
Motion passed 6:0 by a roll -call vote (May abstained).
1. Proaosed Assessment District to sunnort the Charles Paddock Zoo
■ Fiscal Impact: None at this time.
■ Recommendation: Commission reviews the Central Coast Zoological Society
proposal to explore the creation of an Assessment District to support the Charles
Paddock Zoo. [Community Services]
Community Services Director, Brady Cherry briefly introduced the zoo presentation and gave some
back ground on the need for the presentation. He then passed it off to George Dodge of the
Central Coast Zoological Society. Mr. Dodge gave a power point presentation on the zoo
accreditation, new changes to the zoo, and the history of the zoo and its financial state. Mr. Dodge
went on to talk about the Concept Master Plan, with its use of biodiversity hotspots. Finally, he
proposed a funding solution with the use of JPA. The group plans to create a county wide random
public opinion survey on creating an assessment district to fund the zoo. A discussion followed
between the commissioners and Mr. Dodge regarding funding, the survey and city's future roll with
the zoo.
2. Water Conservation Plan for Atascadero Parks
■ Fiscal Impact: None.
■ Recommendation: Informational item only. No action required. [Public Works]

Deputy Director of Public Works — Operations Geoff English presented on the water conservation
measures the city has taken recently in city parks. Since being enacted, we have reduced our
water use on fields by 25-30%. Some areas have turned a bit brown, but overall the project plan
has gone well. Vice Chairperson Wachtel clarified with Mr. English that the surcharges of raised
water prices were not passed onto the users.
C. COMMITTEE & LIAISON REPORTS:
1. Atascadero Youth Task Force — September 6th, at 7:00 a.m., Atascadero High School.
Chairperson Zirk asked if there is any commissioners assigned to attend the Youth Task Force
meetings. Commissioner Wachtel suggested commissioners rotate though, starting with himself.
D. STAFF COMMENTS/ ANNOUNCEMENTS:
1. Mark Your Calendar:
■ Friday, August 19th: Cruise Nite takes place at the Sunken Gardens
■ Saturday, August 20th: The Mid State Cruisers Event will take place at the
Atascadero Lake Park
■ Saturday, August 20th: Movie in the Park is playing "Toy Story 3" in the Sunken
Gardens
■ Friday, Auqust 26th: The Alliance for Lupus Research will be hosting a FREE
Ice Cream Social at the Sunken Gardens from 5pm-7pm
■ Saturday, August 27th: The Pacific Horizon and Gold Coast Chorus will be
putting on a free Barbershop Concert at the Atascadero Lake Park Bandstand
from 5pm-7pm
Recreation Supervisor, Jennifer Fanning, reviewed the calendar and announced that the new
magazine will be released tomorrow. Chairperson Zirk thanked Mrs. Fanning on her Facebook
posts and inquired about turning off the lights of Historic City Hall during Movie Nights.
Chairperson Zirk also inquired about the status of the bike plan. Mr. English informed him that it
was not awarded to us this cycle. Commissioner Butz announced the next Centennial Planning
meeting on October 24th at 6pm at Round Table Pizza. Commissioner DeCarli expressed
interested in attending for possible bike events during the festivities.
Chairperson Butz praised Jennifer on the magazine. Commissioner Wachtel announced that the
memorial golf tournament last weekend had 54 attendees and raised $1,250 towards local charity
Loaves and Fishes. Commissioner DeCarli announced the SLO Council Government has received
a grant for off street multipurpose trails. The program will start the first of the year.

Deputy Director of Public Works, Geoff English reported on the Lake Park Frontage project. He
said they are hoping to have a contractor by September and start soon after. The pedestrian
bridge and plans for centennial plaza are underway and the Commission should expect a
presentation on the project next meeting.

Chairperson Zirk adjourned the meeting at 8:48 p.m.
