MINUTES
Thursday, February 17, 2011
REGULAR SESSION: 7:00 P.M.
Vice Chairperson Zirk called the meeting to order and Mayor O'Malley led the Pledge of
Allegiance.

1. Administration of Oath of Office - Newly appointed Commissioners Barbie Butz,
Susan DeCarli, Charlie Joslin, Jerel Seay and Youth Representative Luke Thek
will be sworn in by Deputy City Clerk, Shannon Sims.
Deputy City Clerk Shannon Sims administered the Oaths of Office.
PARKS AND RECREATION COMMISSION REORGANIZATION:
1. Commission Appointment of Chairperson — Nominations from the
Commission.
MOTION: By Commissioner Butz and seconded by Commissioner
Wachtel to appoint Tom Zirk as Chairperson.
Motion passed 7:0 by a roll -call vote.
2. Commission Appointment of Vice -Chairperson — Nominations from the
Commission.
MOTION: By Commissioner Butz and seconded by Commissioner
Greenaway to appoint Bill Wachtel as Vice -Chairperson.
Motion passed 7:0 by a roll -call vote.
Chairperson Zirk had Commissioners introduce and tell a little about themselves.
COMMUNITY FORUM:
The following citizens spoke: Council Member Bob Kelley and Kimberly Mott.
APPROVAL OF AGENDA
COMMISSION ANNOUNCEMENTS AND REPORTS:
Chairperson Zirk, Vice -Chairperson Wachtel and Commissioner Butz spoke.
A. CONSENT CALENDAR:
1. Parks and Recreation Commission Minutes — November 18, 2010
■ Staff Recommendation: Commission approve the Parks and
Recreation Commission Meeting minutes of the November 18, 2010
meeting. [Community Services]
MOTION: By Vice -Chairperson Wachtel and seconded by
Commissioner Greenaway to approve Consent Item A-1.
Motion passed 4:0 by a roll -call vote. (DeCarli, Joslin,
and Seay abstained)
2. Memorial Tree Placement Request at Atascadero Lake Park Memorial
Grove (Strasser-Roether)
■ Fiscal Impact: None.
■ Recommendation: Commission recommends approval to the City
Council of a request by Muriel Stettler to dedicate a memorial
Sycamore tree to be planted at Atascadero Lake Park Memorial Grove,
Site #12, in memory of Catherine Marie Strasser-Roether. [Community
Services]
MOTION: By Commissioner Butz and seconded by Vice -
Chairperson Wachtel to recommend approval to
the City Council of a request by Muriel Stettler to
dedicate a memorial sycamore tree to be planted
at Atascadero Lake Park Memorial Grove, Site
#12, in memory of Catherine Marie Strasser-
Roether.
Motion passed 7:0 by a roll -call vote.
B. MANAGEMENT REPORTS:
1. Water Conservation Plan for Atascadero Parks
■ Fiscal Impact: Implementation of the above recommended water
conservation measures will result in the potential reduced expenditures
of as much as $15,500 for irrigation purposes in calendar year 2011.
■ Recommendations: Commission recommend approval to the City
Council of:
1. Proposed water conservation action measures for various turf
areas in Atascadero City operated parks; and
2. Imposing supplemental irrigation charges, up to 15%, of the 2010
Atascadero Mutual Water Company charges, to user groups for
specialized turf areas where the 15% water conservation target is
not met. [Public Works & Community Services]
Deputy Director of Public Works — Operations Geoff English presented the staff report
and answered questions of the Commission.
MOTION: By Vice -Chairperson Wachtel and seconded by Commissioner
Greenaway to recommend approval to the City Council of:

C. COMMITTEE & LIAISON REPORTS:
1. Atascadero Youth Task Force — March 1st at 7:00 a.m., Atascadero High
School.
There was Commission consensus to have a staff report on the Atascadero Youth
Task Force at the next meeting and to conduct nominations for a regular
Commission representative at that time.
Vice Chairperson Wachtel volunteered to attend the March meeting.
D. STAFF COMMENTS/ ANNOUNCEMENTS:
1. Mark Your Calendar:
■ Youth Volleyball League is taking registration through February
18th
■ Saturday, February 26th: Annual Parks & Recreation
Commissioners Workshop at Hearst Castle, in San Simeon.
■ Saturday, March 5th: Main Street Flea Market to be held at the
Sunken Gardens.
■ Saturday, March 12th: T -Ball Opening Ceremonies at Paloma
Creek Park. Program and more information to follow.
■ Saturday, March, 26th: Monster Skate Contest at A -Town Skate
Park.
2. Parks Update
Deputy Director of Public Works — Operations reviewed the Staff Comments and
Announcements and answered questions of the Commission.
Commissioner Butz gave announcements.
E. ADJOURNMENT:
Chairperson Zirk adjourned the meeting at 9:24 p.m.
