Thursday, May 20, 2010
REGULAR SESSION:
Chairperson Chacon called the meeting to order at 7:00 p.m. and Recreation Supervisor
Jennifer Fanning led the Pledge of Allegiance.
ROLL CALL:
Present: Commissioners Butz, Cooper, Marks, Wachtel, Vice
Chairperson Zirk and Chairperson Chacon.
Absent: Commissioner Greenaway and Youth Representative
O'Connell.
Others Present: Recording Secretary Shannon Sims.
Staff Present: Deputy Director of Public Works — Engineering Geoff English
and Recreation Supervisor Jennifer Fanning.
COMMUNITY FORUM — None.
APPROVAL OF AGENDA:
MOTION: By Commissioner Cooper and seconded by Commissioner
Wachtel to approve the Agenda.
Motion passed 6:0 by a roll -call vote.
COMMISSION ANNOUNCEMENTS AND REPORTS — None.
A. CONSENT CALENDAR:
1. Parks and Recreation Commission Minutes — April 15, 2010
■ Staff Recommendation: Commission approve the Parks and
Recreation Commission Meeting minutes of the April 15, 2010
meeting. [Community Services]
PUBLIC COMMENT — None.
MOTION: By Commissioner Marks and seconded by
Commissioner Wachtel to approve Consent Item A-1.
Motion passed 6:0 by a roll -call vote.

1. Reauest to Citv Council for Direction: Consideration of Re-Namin
the Charles Paddock Zoo
■ Fiscal Impact: None.
■ Recommendation: Commission direct staff to prepare correspondence
seeking City Council direction prior to undertaking the consideration of
re -naming the Charles Paddock Zoo. [Community Services]
Deputy Director of Public Works — Geoff English gave the staff report and answered
questions of the Commission.
PUBLIC COMMENT — None.
MOTION: By Commissioner Butz and seconded by Commissioner
Wachtel to direct staff to prepare correspondence seeking City
Council direction prior to undertaking the consideration of re-
naming the Charles Paddock Zoo.
Motion passed 6:0 by a roll -call vote.
2. Colony Park Community Center Update
■ Fiscal Impact: None.
■ Recommendation: This item is informational only. No action required.

Recreation Supervisor Jennifer Fanning gave the staff report and answered questions
of the Commission.

3. Commission Training Session — Meeting Issues
■ Fiscal Impact: None.
• Recommendation: Commission discuss meeting preparation,
procedures, taking actions, and meeting follow-up. [Community
Services]
Deputy Director of Public Works — Operations Geoff English gave the staff report and
answered questions of the Commission.
C. COMMITTEE & LIAISON REPORTS:
1. Atascadero Youth Task Force — June 1st at 7:00 a.m., Atascadero High
School.
2. Atascadero Bicycle Transportation Plan Technical Advisory Committee (TAC)
Report — Commissioner Bill Wachtel
Commissioner Cooper gave the report on the Atascadero Youth Task Force. He spoke
about the Hero's Program writing contest and the "Take back the Tunnel" event. Mr.
Cooper answered questions of the Commission.
Commissioner Wachtel gave the report on the Atascadero Bicycle Transportation Plan
Technical Advisory Committee's progress in revising the draft plan. He notified the
Commission about the May 27th Public Workshop/Hearing that will be taking place to
gather input. Mr. Wachtel said the revision is proceeding as scheduled and suggested
getting flyers for the workshop distributed up at the high school to encourage teen
participation.
D. STAFF COMMENTS/ ANNOUNCEMENTS:
1. Mark Your Calendar:
■ June 15th: The Chamber of Commerce, Tuesday Nights in the Park
Series, will begin at the Atascadero Lake Park.
■ June 26th: Atascadero Wine Festival, from 4:00 — 8:OOpm, at the
Atascadero Lake Park.
2. Park Project Update
Commissioner Butz distributed flyers for the upcoming Atascadero Wine Festival on
June 26th. She mentioned that Teens at Work have designed a necklace with the
Flamingo on it and will be selling them at a booth at the Zoo during the event. Ms. Butz
also mentioned that Quota will be sponsoring the Chamber Tuesday Nights in the Park
on June 22nd and encourages attendance. She also welcomed any ideas for articles for
her column in the newspaper and spoke about her recent article about Bryce Cherry.
Deputy Director of Public Works — Operations Geoff English gave the parks project
update.

Chairperson Chacon mentioned that at a May 10th ceremony, Congressman McCarthy
presented Youth Representative O'Connell with an award. He suggested recognizing
him at the June meeting, if he is in attendance.
Deputy Director of Public Works — Operations Geoff English said that staff will find out
when last day is and organize some sort of recognition for Youth Representative
O'Connell.
There was Commission consensus to recognize Youth Representative O'Connell
for his achievements and for his service on the Commission at an upcoming
meeting.
Chairperson Chacon said he has asked Brady if our local police department could have
an officer, who is assigned to the high school, come to speak to the Commission and
give an update on what's going on with the youth in our community.
Deputy Director of Public Works — Operations Geoff English said that staff would inquire
the Police Department's availability to attend a meeting and what date might work for
them.
There was Commission consensus to invite a member of the Atascadero Police
Department to attend a Commission meeting and give a report on the status of
the youth in our town.
E. ADJOURNMENT:
Chairperson Chacon adjourned the meeting at 8:50 p.m.
