Beatie Skate Park. Kevin Campion, Facility Operator, lead the tour and answered questions of the Commission. ROLL CALL (Colony Park Community Center Conference Room): Chairperson Butz called the meeting to order at 6:13 p.m. Present: Commissioners Cooper, Greenaway, Hatch, Marks, Zirk and Chairperson Butz. Absent: Vice Chairperson Chacon and Youth Representative O'Connell. Staff Present: Deputy Public Works Director — Operations Geoff English, Recreation Supervisor Jennifer Fanning and Administrative Assistant Shannon Sims. Page 1 of 4 Approved August 20, 2009 PLEDGE OF ALLEGIANCE: Commissioner Marks led the Pledge of Allegiance. COMMUNITY FORUM: Eric Greening, said that he thought this was a great meeting and likes that the Commission takes time to go out into the field. He spoke about a Community Garden and encouraged the Commission to consider it. Ann Hatch, Veteran's Memorial Foundation, informed the Commission that the Foundation just installed a shed at the memorial site and are looking to match the paint with the new Babe Ruth Snack Bar Building. She also announced that Jimmy Quinonez is the new Vice President of the Foundation. Ms. Hatch relayed that the Memorial site has been extremely busy and utilized for a number of events. She said the Foundation is going to be having a Poker Run September 12th and some events for Veteran's Day in November as well. Ms. Hatch also said that they are looking at trying to get the Memorial on the national news and are working with the City on signage. Deputy Director of Public Works — Operations Geoff English said he'd check to see if there is any leftover paint the Foundation could use from the construction of the Babe Ruth Snack Bar Building. Commissioner Zirk congratulated Ann Hatch on receiving an award from Kiwanis. APPROVAL OF AGENDA: MOTION: By Commissioner Hatch and seconded by Commissioner Marks to approve the Agenda. Motion passed 6:0 by a roll -call vote. A. CONSENT CALENDAR: 1. Parks and Recreation Commission Meetinq Minutes — March 19, 2009 ■ Staff Recommendation: Commission approve the Parks and Recreation Commission Meeting Minutes of the March 19, 2009 meeting. [Community Services] 2. Parks and Recreation Commission Meeting Minutes — May 21, 2009 ■ Staff Recommendation: Commission approve the Parks and Recreation Commission Meeting Minutes of the May 21, 2009 meeting. [Community Services] PUBLIC COMMENT — None. Page 2 of 4 Approved August 20, 2009 MOTION: By Commissioner Zirk and seconded by Commissioner Cooper to approve Consent Item A-1. Motion passed 5:0 by a roll -call vote. (Marks abstained) MOTION: By Commissioner Marks and seconded by Commissioner Greenaway to approve Consent Item A-2. Motion failed 3:0 by a roll -call vote. (Cooper, Hatch and Butz abstained) MOTION: By Commissioner Marks and seconded by Commissioner Greenaway to continue Consent Item A — 2 until the next meeting. Motion passed 6:0 by a roll -call vote. B. MANAGEMENT ITEMS: 1. Atascadero Lake Park Bandstand Imarovement Proiect (saonsored b Atascadero Kiwanis Club) ■ Fiscal Impact: No City Funds to be used. The plans, materials and construction costs will be donated by the Kiwanis Club of Atascadero. Maintenance costs on the structure will be minimal. ■ Recommendation: Commission review the project concept and recommend approval of the Atascadero Lake Park Bandstand Improvement Project sponsored by Atascadero Kiwanis Club. [Public Works] Deputy Director of Public Works — Operations Geoff English gave the report and answered questions of the Commission. A discussion ensued about the pathway location and having it infringe less on the audience area. PUBLIC COMMENT: Eric Greening, expressed that he shares the same concern about the pathway interfering or breaking up the audience. Chairperson Butz closed the Public Comment period. MOTION: By Commissioner Zirk and seconded by Commissioner Marks to approve the Atascadero Lake Park Bandstand Improvement Project as presented with a request that staff re -design the ADA pathway to minimize impacts to the lawn area directly in front of the Bandstand. Motion passed 6:0 by a roll -call vote. Page 3 of 4 Approved August 20, 2009 Recreation Supervisor Jennifer Fanning spoke about the recent Bonanza that occurred at the Colony Park Community Center. Eric Greening, mentioned that there is a Jake LaBotz Blues Concert after the Atascadero Wine Festival and that tickets are available at Wilkins Printing. He also said there would be a shuttle to transport people from the Festival to the Concert. Commissioner Zirk spoke about the Colony House and the recently added museum items. He encouraged the Commission to go see it. Mr. Zirk also mentioned that the Petanque Club would like to bring in new terrain. Deputy Director of Public Works — Operations Geoff English responded to Commissioner Zirk that the Petanque Club has permission to do that. PARK FACILITIES TOUR (CONTINUED): The Commission continued their tour of the following facilities in the order listed. Recreation Supervisor Jennifer Fanning lead the tour of Colony Park Community Center and Colony Park. Deputy Director of Public Works - Operations Geoff English and Recreation Supervisor Jennifer Fanning answered questions of the Commission. 1) Colony Park Community Center 2) Colony Park (Formerly Traffic Way Park) It was determined there was not enough time to tour Stadium Park. Commissioners were informed of individual facilities' uses, maintenance, future plans and issues at each location. Staff answered questions of the Commission. No action was taken.
