Chairperson Butz called the meeting to order at 6:08 p.m. ROLL CALL: Present: Commissioners Chacon, Cooper, Greenaway, Hatch, Marks and Chairperson Butz. Youth Representative O'Connell. Absent: Commissioner Zirk. Staff Present: Community Services Director Brady Cherry, Deputy Director of Public Works — Operations Geoff English, Recreation Supervisor Jennifer Fanning and Administrative Assistant Shannon Sims. COLONY PARK MASTER PLAN REVISION WORKSHOP Community Services Director Brady Cherry gave an overview and history of the development of the Colony Park Master Plan and answered questions from the Commission. Commissioner Marks asked for clarification on the basketball courts. She agreed that the need for an amphitheater could be met elsewhere and encouraged preserving the opportunity for a swim complex. Commissioner Hatch suggested having speed soccer where the pool site is, at least for the interim. She commented that an amphitheater would present parking issues as well as accessibility costs. She also expressed interest in a Community Garden and a dog park. Ms. Hatch commented that she's not sure if Colony Park is the best location for a pool and encouraged the idea that the City and high school combine funds for a complex. Youth Representative O'Connell commented that he thought a water play area would be widely utilized. He mentioned parking issues, especially if there was a pool and suggested a vertical rock climbing apparatus that wouldn't take up much space. Vice Chairperson Chacon suggested leaving the softball fields where they are. He mentioned the possibility of tennis courts and inquired about the cost for an outdoor amphitheater and pool maintenance. PUBLIC COMMENT Kevin Campion, A -Town Skate Park, encouraged partnering with the High School to build and maintain a swim complex. He also suggested incorporating playground structures and multi -use grass fields into the Plan. He pointed out that parking is already a huge issue at Colony Park, especially during softball games. He discouraged rock walls and tennis courts. Ellen Beraud, resident, commented on how much use the Kennedy Club fitness pool gets and doesn't think it should be dropped from the long term plan. She said that the school district can't invest funds for things that aren't on school property. Ms. Beraud mentioned that lots of pools now days have lower maintenance costs. She liked the idea of a Community Garden. Chairperson Butz closed the Public Comment period. Commissioner Cooper agreed that eventually there should be discussion about the possibility of a pool. He expressed support for a playground structure and discouraged placing a climbing wall. Commissioner Hatch inquired about the possibility of partnering with the High School Boosters or the Atascadero Athletic Foundation for a pool. She commented about the transportation HUB re -location currently going on and wondered about the plans for the site being vacated. Deputy Director of Public Works — Operations Geoff English said there are definitely opportunities for partnerships and spoke of partnerships that other school districts and cities have. Vice Chairperson Chacon said that if a pool is located on a Campus, the school usually gets first priority for use. Page 2 of 3 Commissioner Butz encouraged Petanque courts and a Community Garden and suggested a recreational pool instead of Olympic size. Chairperson Butz re -opened Public Comment. Anna Beraud, said that she participates in swimming meets and spoke about the need for a larger pool with lanes. Chairperson Butz closed the Public Comment period. Commissioner Marks expressed interest in a Community Garden and a dog park. Vice Chairperson Chacon suggested that the Commission start prioritizing features to bring to the next meeting. E.
