Chairperson Sechrist called the meeting to order at 7:05 p.m. and Vice Chairperson Butz led the Pledge of Allegiance. ROLL CALL: Present: Commissioners Chacon, Istenes, Marks, Vice Chairperson Butz and Chairperson Sechrist. Student Representative Paige Buck -Moyer Absent: Commissioner Dunn (excused) and Commissioner Hatch (excused) Others Present: Administrative Assistant Shannon Sims. Staff Present: Community Services Director Brady Cherry, Deputy Director of Public Works — Operations Geoff English and Assistant to the City Manager/City Clerk Marcia McClure Torgerson. COMMUNITY FORUM: Katie Patterson, student at Atascadero High School, spoke about the harmful effects of second hand smoke and expressed her concerns about exposure to smoke both indoors and outdoors. A community member spoke about the April 19th Tobacco Liter Clean -Up day that was held in Atascadero Lake Park in observance of Earth Day. She noted the large number of cigarette butts found in a short period of time at the park. Christina LeFevre, Health Education Specialist with the County of San Luis Obispo County Health Department Tobacco Control Program, elaborated on how smoke free areas can benefit the community. She has spoken to students at Atascadero High School about how they can improve their environment and has had a great response from them. She distributed education packets to the Commissioners. Digan Erickson, Atascadero High School student, spoke of her concerns with smoking amongst her peers. Chairperson Sechrist closed the Community Forum period. APPROVAL OF AGENDA: MOTION: By Vice Chairperson Butz and seconded by Commissioner Marks to approve the agenda. Motion passed 5:0 by a roll -call vote. COMMISSION/ YOUTH REPRESENTATIVE ANNOUNCEMENTS AND REPORTS: Vice Chairperson Butz encouraged the Commission to attend the upcoming Canine in the Park event on Saturday, May 31St, from 11:00am — 2:OOpm. Commissioner Marks spoke about a small, local organization called Vision Atascadero. She encouraged the submittal of photographs to the organization, featuring the theme, "Why I'm Glad to Live, Work or Play in Atascadero." For more information she urged people to contact Bruce Bevens at bbevens(cD-visionatascadero.com . Commissioner Chacon said he thinks Stadium Park is a "crown jewel" and would love to see it developed. Student Representative Buck -Moyer informed the Commission that there is a club at Atascadero High School called the National Honor Society that is participating in an upcoming 24-hour relay event. This event will raise money for drug and alcohol prevention in San Luis Obispo County. The event takes place on Friday - Saturday of Memorial Day weekend. Ms. Buck -Moyer welcomed any donations to go towards the entry fee. PRESENTATION: 1. Atascadero Champion of the Community Award 2007 presentation to Judy Hutton. Community Services Director Brady Cherry presented Judy Hutton the award and spoke of her selfless and tireless efforts at the Charles Paddock Zoo and for the Zoological Society. A. CONSENT CALENDAR: the item will be removed from the consent calendar and will be considered in the listed sequence with an opportunity for any member of the public to address the Commission concerning the item before action is taken.) 1. Parks and Recreation Commission Meeting Minutes — February 21, 2008 ■ Staff Recommendation: Commission approve the Parks and Recreation Commission Meeting Minutes of the February 21, 2008 meeting. Parks and Recreation Commission Special Meeting Minutes — April 17, 2008 ■ Staff Recommendation: Commission approve the Parks and Recreation Commission Special Meeting Minutes of the April 17, 2008 meeting. [Community Services] MOTION: By Commissioner Chacon and seconded by Chairperson Sechrist to approve the consent calendar. Commissioner Istenes pulled Item A-2. Commissioner Istenes asked that an addition be made to her statements in the March 20, 2008 Minutes to include the following: that since it is only March, and delivery is not until August, there would be time to have a contest in the schools with June deadline and that she said that "Building the Dream" should have Atascadero children and residents involved. Assistant to the City Manager/City Clerk Marcia McClure Torgerson explained the process of preparing, approving and processing Minutes. She stressed that the Minutes are intended to be "summary" minutes to record actions and public comments. Ms. Torgerson answered questions of the Commission. MOTION: By Commissioner Chacon and seconded by Commissioner Marks to approve Consent Items A-1, A-2 & A-3 with the addition of Commissioner Istenes' requested comments to Item A-2. Motion passed 5:0 by a roll -call vote. B. MANAGEMENT REPORTS: 1. Atascadero Lake Water Qualitv Improvement Proiect / Duck Feedinq Education Program (Cal Poly Senior Project — Progress Report Presentation) Fiscal Impact: None. ■ Recommendation: Commission receive report and comment. Informational item only. [Public Works] Deputy Public Works Director — Operations Geoff English briefed the Commission on the project and introduced Cal Poly Student, Garth. Garth Leavens, a Senior at Cal Poly University, presented a powerpoint presentation on the harmful effects ducks can have on water quality and the education program he developed to address this problem. He circulated copies of a postcard and flyers he created to circulate in order to help inform the public of the dangers of feeding and contributing to the ducks at Atascadero Lake. Mr. Leavens also relayed his plans to use permanent signage around the Lake. Commissioner Marks suggested speaking with the City of Pismo Beach since they have had to deal with similar issues with the seagulls. Commissioner Chacon found the presentation to be very informative. He suggested addressing the issue of people dumping off their ducks at the Lake and encouraged seeking civic organizations for help with marketing efforts. Commissioner Istenes expressed her appreciation for the efforts. She encouraged pictures showing native fowl, not domestic, be shown on City advertising. Vice Chairperson Butz preferred the picture of the duck with a slash in it. She suggested starting the campaign with schools. Chairperson Sechrist relayed his appreciation to Mr. Leavens and asked for clarification on the flyer/postcard. PUBLIC COMMENT - None. 2. Commission Manual ■ Fiscal Impact: None. ■ Recommendation: Commission read and review the Commission Manual from the City Clerk. Informational item only. [Community Services] Community Services Director Brady Cherry thanked Marcia McClure Torgerson for producing the Commissioner Manuel and mentioned that he will be sending additions and addendums to Commissioners to add to the manual as the need arises. Mr. Cherry turned the time over to Marcia McClure Torgerson. Assistant to the City Manager/City Clerk Marcia McClure Torgerson elaborated on the manual and reviewed various sections and answered questions of the Commission. PUBLIC COMMENT - None. C. COMMITTEE & LIAISON REPORTS: 1. Atascadero Youth Task Force - Next meeting 06/03/08 at 7:15 a.m., Atascadero Junior High School Library Community Services Director Brady Cherry reviewed when the next meeting was. D. STAFF COMMENTS/ ANNOUNCEMENTS: 1. Mark Your Calendar: ■ Children's Day in the Park – Saturday, May 17th at Atascadero Lake Park from 11:00am – 3:OOpm. ■ Atascadero Magazine (Summer Edition) available May 19th (currently available for viewing online at www.atascadero.org). ■ Monte Carlo Casino Night (Zoo Benefit) – Friday, May 30th at Best Western Colony Hall from 6:00 – 11:00pm. ■ Atascadero Wine Festival – Saturday, June 21St at Atascadero Lake Park from 11:30am – 4:OOpm. 2. Colony Park Community Center Update 3. Parks Project Update Community Services Director Brady Cherry reviewed upcoming events. Deputy Director of Public Works – Operations Geoff English updated the Commission on status of various park projects. Deputy Director of Public Works – Operations Geoff English informed the Commission that on Tuesday, May 22nd the California Department of Fish and Game will be conducting a fish sampling project at Atascadero Lake. Community Services Director Brady Cherry said that there will be an article in the fall Atascadero Magazine regarding ducks and fish issues. E.
