Mayor O'Malley called the meeting to order at 6:02 p.m. and Council Member Fonzi led the Pledge of Allegiance. ROLL CALL: Present: Council Members Kelley, Moreno, Fonzi, Mayor Pro Tem Sturtevant, and Mayor O'Malley Absent: None Others Present: City Clerk /Assistant to City Manager Marcia McClure Torgerson Staff Present: City Manager Rachelle Rickard, Administrative Services Director Jeri Rangel, Community Development Director Warren Frace, Public Works Director Russ Thompson, Corporal Keith Falerios, Fire Chief Kurt Stone, and City Attorney Brian Pierik. APPROVAL OF AGENDA: MOTION: By Mayor Pro Tem Sturtevant and seconded by Council Member Moreno to approve the agenda. Motion passed 5:0 by a roll-call vote. PRESENTATIONS: 1. City Council Draft Action Minutes — December 10, 2013 ' Recommendation: Council approve the City Council Draft Action Minutes ■ of December 10, 2013. [City Clerk] 2. November 2013 Accounts Payable and Payroll ■ Fiscal Impact: $2,672,477.12 ■ Recommendation: Council approve certified City accounts payable, payroll and payroll vendor checks for November 2013. [Administrative Services] 3. Historic City Hall Project Bid Awards: ACH-20 Electrical Add Alternate ■ Fiscal Impact: The total fiscal impact of this change order is $7,500 in budgeted City Hall Project Funds. ■ Recommendation: Council authorize the City Manager to execute Change Order#58 with Taft Electric in the amount of$7,500. [City Manager] 4. City Council 2014 Meeting Schedule ■ Fiscal Impact: None. ■ Recommendation: Council approve the City Council meeting schedule for 2014. UPDATES FROM THE CITY MANAGER: City Manager Rachelle Rickard gave an update on projects and issues within the City. Stormwater Drainage Standards Adoption, and Proposed Stormwater Control Ordinance ■ Fiscal Impact: Adoption of the revised Storm Drainage Standards will not have a direct fiscal impact on the City's General Fund. Implementation of th6 proposed Storm Water Ordinance will have an impact on staff's time. ■ Recommendations: Council: 1. Adopt amended Standard Specifications, Section 5 - Storm Drainage Standards, that incorporate the Central Coast Water Board's Post Construction Requirements for Development in the Central Coast Region; and, 2. Introduce for first reading, by title only, the proposed Stormwater Pollution Prevention Ordinance that is required by the State Water Resource Control Board's recently adopted Municipal Stormwater Permit. [Public Works] Public Works Director Russ Thompson and Deputy Public Works Director David Athey gave the staff report and answered questions from the Council. PUBLIC COMMENT: None w.�. Agreement with the Regional Transportation Agency on Consolidated Fixed Route Transit Service ■ Fiscal Impact: Consolidation of fixed route services in the North County is expected to realize an annual cost savings to Atascadero of $90,000- $133,000. ■ Recommendation: Council authorize the City Manager to enter into an iftwo Agreement with the San Luis Obispo Regional Transit Authority (RTA) and Atascadero City Council January 14,2014 Page 4 of 6 Approved January 28, 2014 the San Luis Obispo Council of Governments (SLOCOG) for the implementation of consolidated fixed route local and regional service in North San Luis Obispo County. [Public Works] Public Works Director Russ Thompson gave the staff report and answered questions from the Council. PUBLIC COMMENT: None MOTION: By Council Member Moreno and seconded by Mayor Pro Tem Sturtevant to authorize the City Manager to enter into an Agreement with the San Luis Obispo Regional Transit Authority (RTA) and the San Luis Obispo Council of Governments (SLOCOG) for the implementation of consolidated fixed route local and regional service in North San Luis Obispo County. Motion passed 5:0 by a roll-call vote. (Contract No. 2014-001) Mayor O'Malley recessed the meeting at 7:46 p.m. Mayor O'Malley reconvened the meeting at 7:54 p.m. 2. PLN 2010-1361 Atascadero Draft Climate Action Plan (Citywide, City of Atascadero) ■ Fiscal Impact: The main fiscal impact on the City will be for staff time. ■ Recommendations: The Planning Commission recommends the City Council: 1. Adopt Draft Resolution A, certifying Proposed Negative Declaration 2013-0003; and, 2. Adopt Draft Resolution B, adopting the proposed Atascadero Climate Action Plan. [Community Development] Community Development Director Warren Frace gave the staff report and answered questions from the Council. Shanna Callery of Rincon Consultants, Inc. also answered questions from the Council. PUBLIC COMMENT: The following citizens spoke on this item: Ray Weymann, Jim Patterson, Michael Jencks, and Bill Arkfeld. Mayor O'Malley closed the Public Comment period. Mayor O'Malley closed the Public Comment period. MOTION: By Mayor O'Malley and seconded by Council Member Fonzi to direct staff to implement the Council's amendments and bring back the amended document at the next City Council meeting of January 28, 2014 to ensure increased public participation on the adoption of a Climate Action Plan.
