HomeMy WebLinkAboutMinutes 122403 SpecialApproved January 27, 2004 SPECIAL MEETING MINUTES I ATASCADERO CITY COUNCIL WEDNESDAY, DECEMBER 24, 2003 12:00 p.m. 8930 Morro Road Atascadero, California EMERGENCY RESOLUTIONS CALL TO ORDER: Mayor Luna called the meeting to order at 12:00 p.m. ROLL CALL: Present: Council Members Clay, O'Malley, Pacas, Scalise and Mayor Luna Absent: None Others Present: City Clerk Marcia McClure Torgerson Staff Present: City Manager Wade McKinney, Police Chief Dennis Hegwood, Fire Chief Kurt Stone, Administrative Services Director Rachelle Rickard, Police Lieutenant John Couch and City Attorney Roy Hanley. MANAGEMENT REPORTS: item.) EMERGENCY RESOLUTIONS (State law requires that the City Council allow public comment on this agenda 1. Radification of Proclamation of the Existence of a Local Emergency Staff recommendation: Council adopt Draft Resolution ratifying the City Manager's proclamation of the existence of a local emergency. 2. Authorization to Take Direct and Immediate Action Staff recommendation: Council adopt Draft Resolution ratifying prior acts of the City Manager and authorizing the City Manager to continue to take direct and immediate action to procure necessary equipment, services and supplies without giving notice for bids to let contracts. City Manager Wade McKinney gave the Council an oral report and update of the events since the San Simeon earthquake of December 22, 2003. There was significant damage to City Hall and many residences. Police Chief Dennis Hegwood has been the incident commander. Mr. McKinney explained that the purpose of this meeting is for the Council to ratify the City Manager's proclamation of the existence of a local emergency and authorize the actions that have been taken by the City Manager since the earthquake. Mr. McKinney updated the Council on the progress of preparing a City Hall Annex for future City operations. He explained that the City is operating temporarily out of the Pavilion and that staff hopes to open at the Annex by Monday. Lt. John Couch explained that the most significant damage to homes seems to be located in the Los Encinas area. Staff have received reports of approximately 200 homes and businesses with moderate to severe damage. The current estimate of the cost of the damage within the City limits is $50 million. Inspectors will be arriving on Friday to begin the process of assessing the damage. The Council thanked staff and expressed their gratitude for all the work that has been done since the earthquake. Mr. McKinney told the Council that the City has received an incredible amount of support from the community and local businesses. Home Deport in particular has been extremely generous. They would not let staff pay for any emergency supplies. Police Chief Hegwood explained the Emergency Operation Center (EOC) to Council. Mr. McKinney stated that the structural engineers that inspected the City Hall the day of the earthquake have estimated that it will be 2-3 years before repairs can be made and staff can return to work. MOTION: By Council Member Clay and seconded by Council Member O'Malley to adopt the draft Resolution ratifying the City Manager's proclamation of the existence of a local emergency, and adopt the draft Resolution ratifying prior acts of the City Manager and authorizing the City Manager to continue to take direct and immediate action to procure necessary equipment, services and supplies without giving notice for bids to let contracts. Motion passed 5:0 by a roll -call vote.
