NOTICE OF CITY COUNCIL
& PLANNING COMMISSION STUDY SESSION
REGARDING THE DOVE CREEK PROJECT
(ZCH 2003-0049, CUP 2003-0099, TTM 2003-0033)
NOTICE IS HEREBY GIVEN that the City Council and Planning Commission of the City of
Atascadero will conduct a study session on Wednesday, November 19, 2003, commencing at
City Hall in the Rotunda Room, 4th Floor, 6500 Palma Avenue, Atascadero, at 2:00 P.M. or
soon thereafter to receive a presentation from the project applicant and followed by a walking
tour of the project site. Staff has coordinated this study session for the purpose of receiving
Commission and Council comments to be incorporated into the proposed project prior to any
formal public hearings for the project.
Applicant: Bermant Development Company, 5383 Hollister Avenue, Suite 150, Santa

Project Title: The Villages (Dove Creek)- Zone Change 2003-0049, Conditional Use
Permit 2003-0099, Tentative Tract Map 2003-0033 for 60,000 square feet
of commercial retail, 282 dwelling units with a mix of housing types, and
open space on the 64-acre site.
Project Santa Barbara Road, El Camino Real and Highway 101, Atascadero
Location: (San Luis Obispo County); APN 45-342-01 through 06, 13; 45-381-07
through 10; 45-331-01,02,04; 45-352-05.
Project The proposed project consists of an application for a Planned Development
Description: Overlay Zone, Conditional Use Permit, and Tentative Tract Map. The
proposed project consists of a mixed-use community including 4 residential
villages comprised of 60,000 square feet of commercial retail and 278
dwelling units with a mix of housing types including single-family residences,
courtyard homes and town homes, and open space. The 64-acre site
generally bounded between U.S. Highway 101, EI Camino Real, Santa
Barbara Road, and San Diego Way.
Presentation The applicant will provide a one-hour presentation at the above-stated
and Site Visit location, followed by an organized visit to the project site in which the
applicant will provide a guided walking tour of the site.
The site visit will involve walking along dirt trails in hilly terrain. Participants are encouraged to
dress appropriately. This is a public meeting and the public may attend the study session and

MINUTES
CALL TO ORDER:
Mayor Clay called the meeting to order at 2:05 p.m. and led the Pledge of Allegiance.
ROLL CALL:
Present: Council Members O'Malley, Pacas, Mayor Pro Tem Luna and Mayor Clay
Commissioners Bentz, Beraud, Jones, O'Keefe, Porter, Vice Chairperson
Kelley and Chairperson Fonzi
Absent: Council Member Scalise, and the Parks &Recreation Commission
Staff Present: Community Development Director Warren Frace, Public Works Director
Steve Kahn, Police Chief Dennis Hegwood, Fire Chief Kurt Stone,
Information Technology Director Andrew Fruin, Planning Services
Manager Steve McHarris, Associate Planner Kelly Gleason, Associate
Planner Kerry Margason, Assistant Planner Lisa Williamson, Assistant to
the City Manager/City Clerk Marcia McClure Torgerson, and City
Attorney Roy Hanley.
Community Development Director Warren Frace welcomed everyone to this presentation and
gave a brief explanation of the proposed project. He then turned the meeting over to Bruce
Buckingham of Bermant Development Co.
Bruce Buckingham gave a presentation of the project and was followed by several other
presenters from RRM Design.
Mr. Buckingham and the other presenters answered questions of the Council and Commission.
PUBLIC COMMENT
Eric Greening expressed his concerns with the project as current proposed.
Scott Hallett, Atascadero Fire Association representative, stated they are concerned with the
impact this proposed project will have on public safety services. Also, he expressed concern
with the small amount of commercial development in this project.
Mayor Clay closed the Public Comment.
ADJOURNMENT:
Mayor Clay adjourned the meeting at 3:30 p.m. and directed all those interested to meet
downstairs as there will be a tour of the site.
