ATASCADERO CITY COUNCIL MEETING
TUESDAY, MARCH 27, 2001
7:00 P.M.
REDEVELOPMENT AGENCY: 6:30 P.M.
REGULAR SESSION, 7:00 P.M.:
Mayor Arrambide called the meeting to order at 7:00 p.m. and led the Pledge of Allegiance.
ROLL CALL:
Present: Council Members Luna, Clay, Scalise and Mayor Arrambide
Absent: Council Member Johnson
Others Present: City Clerk Marcia McClure Torgerson and City Treasurer David Graham
Staff Present: City Manager Wade McKinney, Assistant City Manager Brady Cherry,
Administrative Services Director Rachelle Rickard, Acting Community
and Economic Development Director Warren Frace, Public Works
Director Steve Kahn, Police Chief Dennis Hegwood, Acting Fire Chief
Kurt Stone and City Attorney Roy Hanley
APPROVAL OF AGENDA:
MOTION: By Council Member Luna and seconded by Council Member Scalise
to approve the agenda.
Motion passed 4:0 by a roll-call vote.
PRESENTATIONS:
1. Proclamation declaring April 2001, "Month of the Child"

COMMUNITY FORUM:
David Jones, 8220 Larga Ave., expressed his opposition of the re-zoning of his neighborhood to
high density. He suggested the Council require staff to survey the property owners before
making a change.
Council Member Luna stated that Mr. Jones makes a good point. He asked that when the City
sends out the next newsletter notifying the public of the next General Plan meeting, they include
the three proposed maps.
City Manager Wade McKinney explained the notification,process staff has followed to this
point. He assured the Council that the public would have multiple opportunities to give input on
the General Plan update process.
Mayor Arrambide closed the Community Forum.
COUNCIL ANNOUNCEMENTS AND REPORTS:
Council Member Clay stated that he attended the Boy Scout seminar/rally, which featured a
forum for city officials. He also commended the staff on their efforts to receive public input on
the General Plan Update.
Council Member Luna stated the Council received a letter from Atascadero Loaves and Fishes
and the North County Woman's Shelter requesting the City spend more than the $10,000
currently being spent on the Community Services Grant. Council Member Luna would like staff
to look into the possibility of at least doubling that amount. Additionally, he requested a letter be
sent to the School District congratulating them on receiving over $160,000 in state bonus grants.
Council Member Scalise announced that she participated in the ride-along program and was very
impressed with the Atascadero Police Department.

■ City Clerk recommendation: Council approve the City Council minutes of March 13,
2001 [City Clerk]
2. Proposed Amendments to Atascadero Municipal Code — Relating to the Regulation and
Location of Adult Oriented Businesses
■ Fiscal Impact: None
■ City Attorney recommendation: Council adopt, on second reading by title only, the
draft Ordinance adding Title 9 Chapter 16 to the Atascadero Municipal Code
pertaining to zoning regulations applicable to adult oriented businesses and
amending in full Title S, Chapter 10 of the Atascadero Municipal Code relating to the
regulation of adult oriented businesses. [City Attorney]
Council Member Luna requested Item #A-2 be pulled from the Consent Calendar to give the
public an opportunity to speak on the item.

MOTION: By Council Member Luna and seconded by Council Member Clay to
accept item A.1. on the Consent Calendar.
Motion passed 4:0 by a roll-call vote.
Item #A-2: Rusty Risch, 10518 Cuesta Court, thanked the Council and City staff for the time
and effort put forth concerning the adult business in Atascadero. He stated the Coalition for
Decency supports the City's efforts.
MOTION: By Council Member Luna and seconded by Council Member Clay to
adopt item A.2. on the Consent Calendar.
Motion passed 4:0 by a roll-call vote. (Ordinance No. 380)

C. MANAGEMENT REPORTS: None
E. COMMITTEE REPORTS:
Mayor Arrambide
1. County Mayor's Round Table: to be held this Friday, in Arroyo Grande. Topics on the
agenda will include the Navy bombings of Hunter Liggett, LAFCO changes and utility
conservation.
Mayor Pro Tem Scalise
1. City / Schools Committee: Mayor Pro-Tem Scalise will be participating this Thursday
and Friday with the Atascadero School District for a strategic planning session.
Council Member Luna
1. Integrated Waste Management Authority (IWMA): Change in the Joint Powers
Agreement will be heard sometime in the future regarding seating a new member on the
Board from the Community Services District.

G. ADJOURNMENT:
Mayor Arrambide adjourned the meeting at 7:25 p.m. to the Strategic Planning Workshop on
April 7, 2001.
