LAS LOMAS SPECIFIC PLAN: REVIEW OF NEIGHBORHOOD ISSUES The Design Review Committee will review neighborhood concerns related to the Las Lomas Specific Plan area. Residents and the general public are invited to speak about any maintenance, construction, or neighborhood compatibility concerns within the Las Lomas project area. The Design Review Committee will determine if any issues need to be referred to staff for additional attention. Chairperson Fonzi left the meeting at 6:15pm, and Committee Member Kelley took over the meeting. ITEM NUMBER: 2 DATE: 3-12-14 Background: Verizon Wireless is proposing the development of a wireless telecommunications facility to be located at the rear of the property where no permanent structures are located. The telecommunications facility is to include seventy-five (75) foot monopine, nine (9) cellular antennas, at grade radio equipment shelter, and a backup generator. The telecommunications facility is to be unmanned. No permanent buildings within the project area are proposed to be removed to accommodate the construction of the new facility. The project has the potential to impact nine (9) native trees through construction near the drip line. The applicant is not proposing removal of any native trees. Proposed Site Plan: The telecommunications facility will be located to the rear of 6225 Atascadero Mall in a vacant area behind Atascadero Bible Church. The facility will be in proximity to an existing building, Highway 101, and Atascadero Creek. The total project area measures approximately 927 square feet. A new monopine with nine (9) antennas, an at grade equipment shelter, and a backup generator will be located within the 927 square foot project area. A portion of the project includes the installation of a seventy-five (75) foot monopine with nine (9) cellular antennas. The monopine is to emulate the characteristics of a pine tree in order to blend into the surrounding vegetation. The project includes a prefabricated equipment shelter measuring approximately 195 square feet. The project also includes a backup generator on a 50 sf concrete pad. The incorporation of a monopine will help to minimize any significant impacts on aesthetics in the area. However, antennas and the equipment within the project area will still be viewable from different vantage points. The proposed monopine, at seventy-five (75) feet will be the largest man made structure in the project vicinity. Construction of the monopine will include materials that mimic the look of a pine tree; however, the positioning, size, and color of the antennas may interfere with the overall appearance of the surrounding area. The proposed monopine and antennas can be viewed from various vantage points such as Atascadero Mall, Highway 101, Santa Ynez Avenue, and the Atascadero Bible Church property. The equipment area that includes the prefabricated equipment shelter and the backup generator is to be surrounded by a chain link fence. The use of a chain link fence enclosure will do very little to minimize the visual impact the project may have on the adjacent area. In the past the City has required equipment shelters to utilize masonry wall construction when visible to the public. Similar equipment shelters along EI Camino Real have been conditioned to provide this wall in the past. Staff Recommendations City staff is recommending that the proposed project be conditioned to minimize the visual impacts that the proposed project may create. Separate from those efforts, the applicant submitted a building permit to allow for the redesign of the existing monument tower located adjacent to the main church building along Portola Ave. The applicant is requesting to update the structure to allow ITEM NUMBER: 3 DATE: 3-12-14 for the installation of a low power radio antennae to broadcast a church run radio station. The items of review before the board focus on the monument tower redesign and do not include site improvements or concerns addressed as part of the approved CUP amendment application. The below report details the specific proposal to be considered for this application. DRC Action: DRC is being asked to provide direction to staff regarding the following: 1. Tower Height 2. Tower Design and Use Existina Monument Tower: The existing monument tower is located along the Portola Rd frontage adjacent to the main church building. The total height of the existing tower is 58 feet, inclusive of the cross feature, as shown below. $1TE PLA ITEM NUMBER: 3 DATE: 3-12-14 Background: In late 2013 the applicant submitted a building permit application to replace the existing cross feature with a similar cross structure which could house the radio components. Staff reviewed the building permit and determined that the replacement of the cross with a like structure was consistent with the existing tower monument and approved the permit in October 2013. The height of the proposed new cross feature was approved at 61 -feet. Based on the specifications and housing requirements for the radio components, it was determined by the applicant that the approved replacement cross could not adequately house the necessary radio components and an addendum to the building permit application was submitted. The proposed addendum application is what is currently under review and under consideration by the DRC. ITEM NUMBER: DATE: 3-12-14 ITEM NUMBER: 3 DATE: 3-12-14 Item #1: Tower Height The applicant is proposing to remove the existing cross feature and replace it with a cupola to house the antennae and associated radio components. The cupola would be placed on the existing tower structure and a new, smaller cross feature will be affixed to the top of the cupola as shown in attachment 3. The proposed monument tower will total 59 -feet 3 -inches in height, 1 -foot 3 -inches taller than the existing tower (1 -foot 9 -inches shorter that the approved cross replacement permit). All proposed radio components will be hidden in the proposed cupola and no equipment will be visible from the exterior. Displays of crosses and other religious symbols cannot be regulated by the City. Under the City's purview however are the height of proposed structures and the addition of other features such as the proposed cupola. Height limitations are governed by Atascadero Municipal Code Section 9-4.113. The maximum height for radio antennas is 50 -feet from natural grade. The existing tower, approved under the original Conditional Use Permit application, totals 58 -feet in height. The proposed tower element will be 59 -feet 3 -inches in height, 1 -foot 3 -inches above the current tower height. R«A UWT 11170 nH vas LOLNM Exceptions to the allowable height of structures requires a Planning Commission approval through the Conditional Use Permit process. The current CUP has already provided a height �3 �� ` exception for the 58 -foot tower. Staff is requesting direction on whether or not a finding of substantial conformance with the current CUP height exception can be made for the proposed cupola and cross feature which results in a height increase of 1 -foot 3 -inches over the existing structure. Item #2: Tower Design and Use The Church is currently under an approved Conditional Use Permit which establishes guidelines for the development and use of the site. The CUP includes the approval of design features including the monument tower. In order for the proposed changes to be approved through the building permit process, the changes must be found to be consistent with the existing Conditional Use Permit. ITEM NUMBER: 3 DATE: 3-12-14 The low power FM radio station that will be accommodated through the proposed changes to the tower monument will be solely for the use of the church. The church is currently applying through the FCC for approval. The radio station would be low powered (100 -watts) and is required to be operated by a non-profit organization. The FCC places restrictions on commercial use of the station and all broadcasts must be consistent with the mission of the organization. The church will utilize the station to broadcast within these requirements. The FCC also requires that all transmitting components be located a minimum of 13 -feet 6 -inches from people to avoid radiation effects. The church will locate these components in the proposed cupola which is located a minimum of 48 -feet above ground level. The cupola is proposed to be painted white with a copper color roof. The upper cross element is proposed to be white as well, similar to the current color scheme for the tower. Staff recommends that the DRC find the above monument tower design consistent with the approved Conditional Use Permit for the site. The height of the proposed tower monument feature is higher than the existing tower by 1 -foot, 3 -inches. The proposed height increase is insubstantial and the addition of a cupola to the tower monument can be considered minor in nature. The added radio broadcast functionality of the tower monument is accessory to the existing church use.
