Commercial properties require compliance with the City's Appearance Review Manual, and therefore, the proposed building was brought to DRC for review. ITEM NUMBER: 2 DATE: 1-12-12 Site Photos October 27, 2011 On December 1, 2011, DRC discussed the metal storage shed, which is associated with BBQ sales on site, and decided that the building could be permitted with additional architectural enhancements. DRC directed the applicant to work with staff and bring a revised proposal back to DRC for additional review prior to building permit issuance. The following items were recommended by DRC to enhance the look of the building: ■ Add window(s) on the back side of the building facing EI Camino Real ■ Identify area for barbecuing, walk up & service area for customers. Possibly a table, chairs, etc. ■ Change surfacing of the existing striped parking spaces. Options could include a raised deck, decorative concrete, or pavers. The building should be integrated with the site so it gives the appearance of a retail building, not a storage shed in a parking lot. This would also provide separation from vehicle lanes and driveways for the gas station. ■ Include landscaping around the building. Try to screen existing Vapor Recovery System at the corner. ■ Decorative fencing (materials, color, height and location of fence?) ■ Identify if there are any color or materials changes that will be made to the building ■ Identify any signage proposed on or around the building. Note color, material, size and location of any proposed signage. KA ITEM NUMBER: 2 DATE: 1-12-12 Progress Since Last DRC Review: On December 8, 2011, the property owner, Michael Hawkins, submitted a building permit for the 192 square foot building. The building department as determined that the shed can be permitted as a "U" occupancy (Utility). The County Health Department would allow the shed being used in conjunction with the BBQ sales, provided that all food is brought inside the main retail building to be prepped after being cooked; no food prep is allowed inside the shed building or in the parking lot. The building will need structural hold downs and code compliant electrical system in order to receive a City building permit. Staff has requested that the applicant submit a site plan, elevation, materials, or other information to describe to the building will be modified to meet the appearance review manual guidelines. However, no site plan or elevations have been submitted. Staff advised the applicant not the make any changes to the structure or surrounding site until the project is approved by DRC and a building permit is issued. On December 22 and January 3, the owner emailed photos of the site to staff to demonstrate the architectural enhancements that he is proposing. The owner has added a movable white vinyl fence around the BBQ area, artificial trees around the building and facing EI Camino Real, and several wagon wheels propped up against the shed and the fence. Site Photos Submitted by Applicant (1/3/12) to Demonstrate Proposed Architectural Enhancements 3 ITEM NUMBER: 2 DATE: 1-12-12 Staff recommends that DRC review the submitted photographs and visit the site in order to see the additions proposed by the applicant. It is staff's opinion that while the additions do add character to the metal building, they do not represent the architectural quality and site integration which is normally required for a commercial building. As discussed at the previous DRC meeting, commercial buildings are typically designed with surrounding landscaping and hardscape in order to avoid a temporary and unfinished appearance. Staff recommends the following additional site changes be completed if the metal building is permitted to remain in the existing location: ■ Landscaping: The artificial plants should be replaced with landscaping and potted plants. Upon DRC direction, staff would like to work with the applicant to develop a plant list and planting plan to help blend the metal building in with the site, and help to screen the vapor recovery system to the south of the metal building ■ Site surfacing: remove striped parking spaces and replace with a patio or deck ■ DRC to discuss fencing material, location, and manner it is fixed to the ground ■ No proposal for signage has been submitted. Staff believes that well designed and constructed signage would enhance the site and draw customers to the BBQ business Staff recommends that the applicant submit a site plan and elevations to show the architectural enhancements prior to permit issuance. As with any new commercial building, these plans should identify the location of the building in relation to drive aisles, property lines, setbacks, and site design such as signage, planter areas, any changes in surfacing materials, etc. If only minor changes are required by DRC, staff can work with the applicant to identify materials and locations of these elements prior to installation.
