HomeMy WebLinkAboutFC_2011-06-01_MinutesCity of Atascadero Finance Committee NOTES Wednesday, June 1, 2011 3:00 p.m. City Hall Council Chambers 6907 El Camino Real, Atascadero, California CALL TO ORDER: Council Member Fonzi called the meeting to order at 3:00 p.m. Members Present: Council Member Roberta Fonzi and Mayor Pro Tem Bob Kelley, City Manager Wade McKinney, Administrative Services Director Rachelle Rickard Absent: City Treasurer Joe Modica Staff Present: Deputy Director of Administrative Services Jeri Rangel, Deputy City Clerk Victoria Randall PUBLIC COMMENT: Mike Brennler mentioned that he is recording the meeting. He spoke on the issue of staff vacation accruals and asked that the City enforce accrual limits. David Bentz stated that accruals present a liability that is due upon the employee’s separation from the City. Administrative Services Director Rachelle Rickard discussed past practice regarding leave accruals, adding that the positive side is that overtime payments were minimized due to staff taking fewer vacation days. Council Member Fonzi said she would like more information on this issue. Mayor Pro Tem Kelley will discuss with Director Rickard. BUSINESS: 1. Review Draft Budget Administrative Services Director Rickard reviewed draft budget for 2011-2012 and 2012-2013 and answered questions from the Committee. She explained that a downturn in property tax is expected in 2011-2012, although sales tax is seeing an increase in the State. She explained that the City has closed the funding gap with a combination of reduced expenses (of which employee concessions amounted to $300,000) and enhanced revenues through fee increases and higher sales tax. Mayor Pro Tem Kelley mentioned a strategy to address booking fees whereby a bail bondsman takes custody of the suspect, saving police staff time (i.e., “bail vs. jail”). Director Rickard will follow up with Acting Police Chief Steve Gesell. Council Member Fonzi asked about downtown property purchases. City Manager McKinney said the City has no properties identified yet, but has allocated $2 million in RDA funds just in case. David Bentz asked about a contingency plan, should redevelopment funds go away. Director Rickard said that current projects already bonded should be funded. She added that the City has come under budget approximately $400,000 for each of the last ten years with the exception of the last two years.
