Members Present:
Mayor Ellen Béraud, Council Member Roberta Fonzi, City Treasurer Joe Modica, City
Manager Wade McKinney, Administrative Services Director Rachelle Rickard.
Staff Present:

Call to order: 4:03 p.m. by Mayor Béraud.
Public Comment:
None.
Mayor Béraud closed the Public Comment period.
Business:
1. Preliminary General Fund Analysis
City Manager Wade McKinney and .Administrative Services Rachelle Rickard discussed the
budget packet, distributed earlier. Ms. Rickard stated that the City faces a $775,000 gap.
Executive Management elected to take a salary cut (amounting to $45,000) to assist. Ms.
Rickard stated that a larger gap is anticipated in 2010-11.
Ms. Rickard described how sales tax revenues are given to the City and what constitutes
property tax. Discussion ensued on the budget format.
Contract charges were discussed. Mr. McKinney explained that the City has made
reductions in contract services (i.e., contract expenditures for City Attorney and planning);
however, Animal Services contract saw a large increase, which absorbed much of tho se
savings. Regarding insurance increases, Ms. Rickard explained that the City has joined in a
cooperative agreement with CJPIA for five years. Much of these rate increases were due to
large settlements of claims over the past couple of years.
Mr. McKinney and Ms. Rickard answered further questions from the Committee. Mr.
McKinney stated that the draft budget document should be available for review by May 19 th.
