Finance Committee
NOTES
Tuesday, April 21, 2009, 4:45 p.m.
Meeting was called to order at 4:45 p.m.
Members Present:
Mayor Ellen Beraud, Mayor Pro Tem Roberta Fonzi, City Manager Wade McKinney,
Administrative Services Director Rachelle Richard
Staff Present:
Assistant to the City Manager/City Clerk Marcia McClure Torgerson, Deputy
Administrative Services Director Jeri Rangel.

Business:
1. Overview of Budget Information and Process
City Manager Wade McKinney explained this meeting will be an introduction to how the
budget comes together. He stated that Atascadero’s budget is more detailed than most
cities’ budgets, giving much more detailed information to the Council. As a result, our
Administrative Services department has received several awards for our budget, and
other cities are beginning to adopt our budget format.
Mr. McKinney said that today we will be reviewing a few of the department budgets to
give the Committee a feel for how they lay out, so that as the Committee reviews the
proposed budget, they will understand the final draft document.
Administrative Services Director Rachelle Rickard explained to the Committee the
process of forming the budget, including the issuance of the Budget Manual to all
departments, timelines given to departments for the submittal of information, and the
worksheets the departments use to submit information to her.
The Committee discussed possible cuts and the possibility of the Stat e taking more
funds in the future. Ms. Rickard stated she asked departments to reduce their budgets
by at least 5%, and they did. Ultimately, operational numbers have been now reduced
by 21%. She explained all the steps she has taken to close the gap be tween our
revenues and expenditures.
