HomeMy WebLinkAboutFC_2008-12-10_Minutes City of Atascadero Finance Committee Notes Wednesday, December 10, 2008 1:30 p.m. Atascadero City Hall 6907 El Camino Real, Atascadero, California Members Present: Mayor Ellen Béraud, Council Member Roberta Fonzi, City Manager Wade McKinney, Administrative Services Director Rachelle Rickard. Staff Present: Administrative Assistants Valerie Humphrey and Victoria Randall Call to order: 1:35 p.m. by Council Member Roberta Fonzi. Administrative Services Director Rickard explained funding parameters of the Community Development Block Grant (CDBG) program and the existing caps by category. Criteria for funding are that the project: (1) benefits low and moderate -income persons as defined by HUD; or (2) Aids in prevention or elimination of blight; or (3) Meets urgent community development needs to correct conditions that pose serious and immediate threat to the community. City Manager McKinney stated that $206,294 represents the total funds available for allocation. Public Comment: John Lauffer (ECHO) introduced Rich Wood and Sylvia Bernard and spoke on behalf of ECHO’s application. Eileen Allan (North County Women’s Center) discussed their application and explained that it falls under the Public Facilities category, to be used for roof repa irs to the shelter. Cheryl Flores (People’s Self Help Housing) spoke on behalf of their application which targets public education and financial counseling. Rich Wood spoke on behalf of Loaves and Fishes, as well as ECHO, and said he appreciates past support and hopes the Committee would continue to support these projects. Bernadette Bernardi (Literary Council) spoke on behalf of their application , adding that their program is very active in Atascadero and has a waiting list for services. Finance Committee – December 10, 2008 Page 2 of 2 Shannon Sims spoke on behalf of the Community Services Foundation. Their project involves a scholarship program that would provide access to recreational, social and cultural opportunities for youth in low-income families. Linda McGregor (211 SLO Hotline) requested co nsideration of their project, adding that that calls in Atascadero have increased 300% since October. She stated that 211 SLO Hotline receives no state or federal funding. Business: 1. Community Development Block Grant (CDBG) 2009 Funding Recommendations. City Manager McKinney invited recommendations from Mayor Béraud and Council Member Fonzi. Discussion ensued and recommendations made. Administrative Services Director Rickard displayed a spreadsheet reflecting names of all applicants. PUBLIC COMMENT Mr. Lauffer (ECHO) asked why the recommendations included less funding for ECHO than last year even though available funding for both cycles was similar. Discussion ensued on the preliminary allocation made to Transitional Food and Shelter. Mayor Béraud and Council Member Fonzi revised their recommendations so that funding could be focused more on local non-profit agencies, final recommendations attached (Exhibit A). Administrative Services Rickard explained that these recommendations will not go befo re the City Council. The Committee also approved Good Samaritan Shelter’s request to reallocate $20,000 of their 2007 CDBG award to the Public Facilities category to help with costs associated with securing property for a permanent homeless shelter. Administrative Services Director Rickard announced that the Finance Committee will need to meet again very soon regarding the City’s audit report and new audit guidelines. Committee agreed tentatively tomeet Monday, December 22 at 1:30 p.m., to be confirmed. 2. Adjournment Council Member Fonzi adjourned the meeting at 2:22 p.m.
