Rm. 4 6907 EI Camino Real, Atascadero, California CALL TO ORDER —3:30 p.m. Due to a conflict of interest Chairperson Fonzi left the meeting - her real estate company is selling the lots at Oakhaven Village. Background: North County Christian School (NCCS) is proposing to remove one existing modular classroom and install two newer classrooms and a lawn area. The new modular buildings were recently removed from Monterey Elementary School during the school ITEM NUMBER: 2 DATE: 5-15-13 renovation and were given to NCCS. The buildings are currently dismantled and placed at the NCCS and ECHO sites. NCCS is waiting for permits at the end of the school year so that the new modulars can be installed this summer. Proposed Site Plan: One existing modular classroom, approximately 1500 sq. ft. in size, located near the corner of Atascadero Mall and Atascadero Avenue is proposed to be removed. The surrounding concrete walkways, stairs to the modular and ramps, as well as the existing 6' wood fence which is attached between the existing modular and a storage shed, would also be removed. The two new 24' x 40' modular units (960 sq. ft. each) would installed near the existing gate and parking area slightly further to the east of the existing modular. This allows the utility boxes and air conditioning units on the back of the buildings to face the parking lot, rather than the public road. This placement also opens up the interior of the NCCS site so that a new lawn area and future playground can be installed at the location of the removed modular building. The new classrooms would be painted with a red trim to match the surrounding buildings on the NCCS campus. Q Fence to be 0 removed . o r b /�. This area was previously used as a fire lane through the site, but is no longer needed as a wide fire lane is now provided through the rear of the facility from Atascadero Ave. The new modular units would be approximately 12 inches off the ground, and would require minimal ramping to access the doors. New walkways and ramps, combined with a decorative landscape planter, would be installed in front of the units facing the new lawn area and playground. The school is not proposing to modify the existing asphalt fire lane near the public sidewalk; however, staff is concerned that this area would look unfinished and the buildings would appear as temporary uses if the landscape and hardscape is not finished along the public frontage. Staff is recommending that the excess asphalt near the sidewalk be removed and landscape installed at this location in conjunction with the new classrooms. This property corner is highly visible, and the completed landscape will be a crucial part of the completing the project. This would include: • Removal of concrete walkways, ramps & asphalt associated with the removed modular & abandoned fire lane • Installation of the new lawn area in place of the removed modular unit • Installation of landscape near the sidewalk next to the new modular • Removal of the wood fence that is attached to the existing modular The subject site presents an excellent opportunity for future landscaping or a new school monument sign; however, due to budget constraints, increasing the scope of work is difficult for NCCS at this time. All of the proposed work is being completed through donations to the school, and therefore it is important that required improvements do not exceed the capacity of the project. The proposed project presents an opportunity to improve the function of the school and enhance the appearance of the site. The project is expected to start the demolition and site work in mid-June when the school year ends.
