ITEM NUMBER: DATE Background 2 05-08-13 Oakhaven Village, was approved by City Council as a Planned Development (Zone Change 2005-0099) with a Master Plan of Development (CUP 2005-0157) and Tentative Tract Map (2005-0067) for 62 townhouse units on individual lots in August 2005. In November 2012, proposed amendments to the master plan of developer were presented to the DRC including revised floor plans, elevations, and minor site plan modifications. The DRC recommended approval to the Planning Commission of the project. In December 2012, the Planning Commission approved an amendment to the master plan of development. In March 2013, the City Council clarified the affordable housing requirements for the project. The following is the approved amendments to the master plan of development: • Revisions to previously approved architecture and color board; • Reduction of Floor Plan "A" Building Height from 3 stories to 2 stories; • Color Board revision; • Twenty -Four (24) 2 bedroom units (Plan A); • Thirty -Eight (38) 3 -bedroom, units (Plan B, C, D); • A minimum of 158 parking spaces on-site; • Twelve moderate (12), deed restricted income units. The applicant has submitted on-site improvement plans as well as stock plans for all the proposed building elevations and floor plans. As a part of the stock plan submittal, the applicant included three (3) bedroom units for Plan A, which was inconsistent with the approved project amendment. Proposed Plan 'A' Floor Plan Changes Plan A is atwo-story elevation with three distinctr , fagade variations. Some of the architectural '�A'\ - _r. features include smooth stucco finishes, stone veneers, and wood siding. Additionally the r— elevations include recessed windows, window I RONI' INS) trims, and varying front entry's and rear patio/backyard entries. The garage doors are proposed to be varied as a part of the distinct variations. The amended floor plan "A" included a garage on the 1St floor. A half bathroom is beenp rovided on the 1St floor similar along with a living room and dining room. The second floor contained two bedrooms with a bonus room/den. The 2nd floor contains a washer/dryer space, consistent with PD -26 requirements, and a master bathroom. The total unit size is 1, 388 sf. ITEM NUMBER: 2 DATE: 05-08-13 In the November 2012 DRC meeting, the committee discussed whether the applicant should call the "bonus room" a bedroom. The committee recommended that the applicant could utilize this space as an additional bedroom, however, the applicant needed to work with Staff to find the additional parking necessary to accommodate the additional bedrooms for this floor Plan. The Planning Commission approved Plan "A" with a two (2) bedroom plus bonus room configuration. The applicant submitted building plans in April 2013 showing the "bonus room" as a bedroom with a closet. The additional bedroom does not increase the unit size or cause any exterior changes that was approved by the Planning Commission in December 2012. ', _;F, To accommodate the additional twenty-four (24) bedrooms within Plan "A" Buildings, the applicant has worked with staff to identify additional parking throughout the site. Parking for multi -family residential projects is based on the City's Municipal Code standard. The project includes a minimum one car attached garage for each unit, additional parking is provided in unit driveways; 40 common area spaces are provided in a mix of regular sized (9'x18') and compact sized spaces (8'x14') including sixteen (16) spaces utilizing porous paving that reduces the amount of impervious surface on-site thereby reducing the site's storm water impacts and impacts to oak tree drip lines that are within these parking areas. This is above what was required as a part of the conditions of approval. These additional parking areas have been approved as a part of the on-site improvement plans (BLD 2006-05912). Four (4) units will provide additional guest space for use on that unit. Two (2) of these units are identified on the approved on-site improvement plans, and the other two (2) would be approved as a part of the plot plan/site plan building permit. The following is a breakdown of the proposed parking for the development. The applicant has worked with Staff to identify additional parking throughout the development to meet the minimum parking standards as required by the Atascadero Municipal Code. The proposed changes include the following findings: • The proposed changes do not increase the approved floor plan size; • The proposed changes do not increase the approved building size; • The City has approved the applicant's on-site improvement plan with additional parking identified throughout the site to meet the City's code requirement for multi- family parking; • The applicant has gone beyond the required amount of previous parking surface to accommodate the additional uncovered spaces and protect the oak trees that these spaces lie under. Staff recommends that the DRC find the proposed floor plan revisions in conformance with the approved amendment to the master plan of development.
