City Hall Council Chambers 6907 EI Camino Real, Atascadero, California CALL TO ORDER — 3:30 p.m. Chairperson Fonzi called the meeting to order at 3:30 p.m. IMal ■Wii_�1■ Present: Chairperson Fonzi, Committee Members Kelley, Ward, DeCarli Absent: Committee Member Cooper (Committee Member Cooper arrived at 3:40 p.m.) Others Present: Community Development Director Warren Frace Staff Present: Associate Planner Callie Taylor Public Works Director Russ Thompson Others Present: Peter Koetting, Westar Associates & Hotel applicant Jeff Emrick, Engineer for Hotel project Dr. Monty Claus, Las Lomas resident APPROVAL OF AGENDA MOTION: By Committee Member Kelley and seconded by Committee Member Ward to approve the Agenda. Motion passed 4:0 by a roll -call vote. APPROVAL OF THE DRAFT MINUTES OF AUGUST 16, 2012 MOTION: By Committee Member DeCarli and seconded by Committee Member Kelley to approve the minutes with changes as noted: Committee member DeCarli was present at the meeting. Motion passed 4:0 by a roll -call vote. (Cooper absent) (Committee Member Cooper arrived at 3:40 p.m.) DEVELOPMENT PROJECT REVIEW 2. CUP 2000-0014 AMENDMENT (PROPOSED HOTEL) Property Owner: Atascadero 101 Associates, c/o Westar Associates, 2925 Bristol St., Costa Mesa, CA 92626 Applicant: Westar Associates, 2925 Bristol Street, Costa Mesa, CA 92626 Project Title: PLN 2099-0243 / DRC 2012-0027 Project 900 EI Camino Real, Atascadero, CA 93422 Location: APN 049-045-020, 019, 018, 017 (San Luis Obispo County) Project An application has been submitted to amend the Master Plan of Description: Development for Phase II of the Home Depot Center (CUP 2000-0014.) The site plan is proposed to be amended to include a 130 room hotel facility and two (2) freestanding retail buildings at 8,000 and 10,000 square feet each. The proposed uses are consistent with the Planned Development 9 overlay zoning. The DRC will review the proposed project design and make a recommendation to the Planning Commission. General Plan Designation: Commercial Park Zoning District: Commercial Park, Planned Development 9 overlay City of Atascadero Design Review Committee Action Minutes Peter Koetting gave an overview on the project. - Four story suites hotel - Restaurant / retail pads - Possible gas station would be good option Jeff Emrick - Parking / driveway alignments discussed - Refinements to entry circle can be made DESIGN REVIEW COMMITTEE DELIBERATIONS Chairperson Fonzi ■ Expand Exhibit space Peter Koetting ■ Shared parking on Staples site September 27, 2012 Page 3 of 4 Callie Taylor ■ Parking lot landscape design ok as presented ■ 60 sf tenant wall signs ■ Pylon sign height to be same as adjacent Home Depot sign 0 50 tall / 200 sf o DRC - ok to increase to 60 tall with staff approval if needed due to visual obstructions Russ Thompson • Signal not needed ■ Bike lanes — extend Class I trail (with hotel) Class III (signage) on ECR if bike lanes do not fit ■ Storm water — Bio swales • Check capacity of pumps for sewer & reimbursement status Committee Member Kelley ■ Keep gas station as optional use Peter Koetting ■ Would like to do electronic reader board on pylon (later) Committee Member Ward ■ What is the brand? Motion passed 5:0 by a roll -call vote.
