Motion passed 3:0 by a roll -call vote. (Kelley and DeCarli absent) PUBLIC COMMENT None CONSENT CALENDAR (All items on the consent calendar are considered to be routine and non -controversial by City Staff and will be approved by one motion if no member of the Committee or public wishes to comment or ask questions.) APPROVAL OF THE DRAFT MINUTES OF JULY 24, 2012 MOTION: By Committee Member Ward and seconded by Committee Member Cooper to approve the minutes. Motion passed 3:0 by a roll -call vote. (Kelley and DeCarli absent) (Committee Member DeCarli arrived at 3.37 p.m.) (Committee Member Kelley arrived at 3:43 p.m.) DEVELOPMENT PROJECT REVIEW 2. PLN 2011-1421 / DRC 2011-0013, JESERSEN OLD SCHOOL TIRE AND AUTO Property owner: Wilma Peterson, PO Box 55, Atascadero, CA 93423 Applicant: Greg Jespersen, 9005 EI Camino Real, Atascadero, CA 93422 Project Title: PLN 2011-1421 / DRC 2011-0013 Project 9005 EI Camino Real, Atascadero, CA 93422 Location: APN 030-502-032, 33, 34 (San Luis Obispo County) Project The DRC will review the improvements which have been completed on site Description: and determine compliance with the approved Conditional Use Permit for the automotive repair business. General Plan Designation: General Commercial (GC) Zoning District: Commercial Retail (CR) Associate Planner Callie Taylor gave the staff report and answered questions from the committee. DESIGN REVIEW COMMITTEE QUESTIONS: Chairperson Fonzi ■ Type of trash/smells. Committee Member DeCarli ■ Additional cost of completing. DESIGN REVIEW COMMITTEE DELIBERATIONS: Committee Member Ward ■ Would like the rest painted later. City of Atascadero Design Review Committee Action Minutes Chairperson Fonzi ■ Provided 2nd planter desirable. Committee Member DeCarli ■ Fence should be moved back. ■ Defer timing acceptable. Greg Jespersen — worried about security. Committee Member Kelley • Fence OK as is. ■ Keep bus costs down. Chairperson Fonzi ■ Deferral Agreement (2 years) ■ Likes more landscape. PUBLIC COMMENT None August 16, 2012 Page 3of5 MOTION: By Committee Member Kelley and seconded by Committee Member Ward to approve this project as submitted by applicant, allowing the changes shown on page 12 of the staff report. Motion passed 4:1 by a roll -call vote. (DeCarli voted no) 3. PLN 2010-1361 / DRC 2012-0024, APCD CAP GRANT Applicant: City of Atascadero, 6907 EI Camino Real, Atascadero, CA 93422 Project Title PLN 2010-1361 / DRC 2012-0024 Project Citywide Location: Project This will be the Committee's first review of the SLO Air Pollution Control District's Description: (APCD) Countywide Climate Action Planning project. The APCD's project consultant will be presenting the project to the Committee and the public, and will be available to answer questions. The Steering Committee (DRC) will be able to provide Staff direction regarding Atascadero's goals and objectives, which should be incorporated into the plan as the project moves forward. Callie Taylor, Associate Planner, introduced APCD Consultant Kendal Flint and referred to a draft of the Gap Analysis for the GHG Reduction plan (Exhibits A and B). City of Atascadero Design Review Committee Action Minutes August 16, 2012 Page 4 of 5 APCD Consultant Kendal Flint gave a PowerPoint presentation and overview on the public participation process. DESIGN REVIEW COMMITTEE QUESTIONS: Committee Member Ward ■ 101 cars (through traffic not counted) Committee Member DeCarli ■ Website should have cross links. ■ Adaptation will be needed / what will report cover? ■ Will costs be included? ■ Gap analysis? ■ 26,000 MT remains. Committee Member Kelley ■ What about fiscal impact to City? Chairperson Fonzi ■ Prickly issue for Atascadero, don't assume anything. ■ Not a cookie cutter place. ■ Focus on following City rules. ■ Need Atascadero workshop / will be disagreement. ■ Needs to be voluntary, not mandatory. ■ Should be incentive based. ■ Should be hearings at Planning Commission not DRC? ■ Rural lifestyle needs respect / protection. ■ Don't push density. ■ Trees/greywater. Committee Member Kelley ■ Supports Chairperson Fonzi 100%. Committee Member DeCarli ■ No jargon / not preachy. ■ Should reflect rural. Committee Member Ward ■ Worried about energy audits / resale requirements. Chairperson Fonzi ■ Need cost benefit analysis. ■ No resale requirements. Committee Member Kelley ■ Looking for broad Community support. Committee Member Kelley ■ Impact of new growth. Chairperson Fonzi ■ Move to Planning Commission (televised)? Need City Council direction. PUBLIC COMMENT None MOTION: By Committee Chairperson Fonzi to refer this item for further discussion / direction to Planning Commission. Motion passed 4:0 by a roll -call vote.
