Chairperson Fonzi called the meeting to order at 3:30 p.m.

MOTION: By Committee Member Ward and seconded by Committee
Member Cooper to approve the Agenda.

MOTION: By Committee Member Ward and seconded by Committee
Member Cooper to approve the minutes.
Motion passed 3:0 by a roll -call vote. (Kelley and DeCarli
absent)

This will be the Committee's first review of the SLO Air Pollution Control District's
Description:
(APCD) Countywide Climate Action Planning project. The APCD's project
consultant will be presenting the project to the Committee and the public, and
will be available to answer questions. The Steering Committee (DRC) will be
able to provide Staff direction regarding Atascadero's goals and objectives,
which should be incorporated into the plan as the project moves forward.
Callie Taylor, Associate Planner, introduced APCD Consultant Kendal Flint and referred to a
draft of the Gap Analysis for the GHG Reduction plan (Exhibits A and B).

APCD Consultant Kendal Flint gave a PowerPoint presentation and overview on the public
participation process.
DESIGN REVIEW COMMITTEE QUESTIONS:

■ 101 cars (through traffic not counted)

■ Website should have cross links.
■ Adaptation will be needed / what will report cover?
■ Will costs be included?
■ Gap analysis?
■ 26,000 MT remains.

■ What about fiscal impact to City?

■ Prickly issue for Atascadero, don't assume anything.
■ Not a cookie cutter place.
■ Focus on following City rules.
■ Need Atascadero workshop / will be disagreement.
■ Needs to be voluntary, not mandatory.
■ Should be incentive based.
■ Should be hearings at Planning Commission not DRC?
■ Rural lifestyle needs respect / protection.
■ Don't push density.
■ Trees/greywater.

■ Supports Chairperson Fonzi 100%.

■ No jargon / not preachy.
■ Should reflect rural.

■ Worried about energy audits / resale requirements.
