ACTION MINUTES
Regular Meeting — Thursday, April 12, 2012

CALL TO ORDER — 3:29 p.m.
Committee Member Kelley called the meeting to order at 3:29 p.m.
ROLL CALL
Present: Chairperson Fonzi, Committee Member Kelley, Committee Member Ward
Absent: Committee Member Cooper
Committee Member DeCarli
(Committee Member DeCarli arrived at 3:30)

APPROVAL OF AGENDA
MOTION: By Committee Member Ward and seconded by Committee
Member Kelley to approve the Agenda.
Motion passed 3:0 by a roll -call vote. (Cooper, DeCarli Absent)

CONSENT CALENDAR
(All items on the consent calendar are considered to be routine and non -controversial by City Staff and will be
approved by one motion if no member of the Committee or public wishes to comment or ask questions)
1. APPROVAL OF THE DRAFT MINUTES OF MARCH 28, 2012
MOTION: By Committee Member Kelley and seconded by Committee
Member Ward to approve the minutes.
Motion passed 3:0 by a roll -call vote. (Cooper, DeCarli Absent)
(Committee Member DeCarli arrived at 3:30)
DEVELOPMENT PROJECT REVIEW
2. PLN 2012-1430, MOLLY PITCHER BREWING COMPANY
New exterior paint colors and a wall sign are proposed for a new brew pub business at 6760 El
Camino Real.
Associate Planner Callie Taylor gave the staff report.
PUBLIC COMMENT
None
Committee Member Ward
■ A patio with a view of the creek would be good.
Committee Member Kelley & DeCarli
■ Patio in front is nice feature.
Committee Member Kelley & Chairperson Fonzi
■ Applicant to work with staff to try to provide public parking onsite. A sign on the side
wall identifying public parking is encouraged and would not count towards total sign area.
Chairperson Fonzi
■ Will there be lighting of parking at back? Applicant confirms parking will be lit by flood
lights on building.
■ Suggested "Atascadero's World Class Beer"
The Design Review Committee had consensus to proceed.
MOTION: By Chairperson Fonzi and seconded by Committee Member Kelley
to approve painted wall sign on side of the building and new
exterior paint colors as submitted by applicant.
Motion passed 4:0 by a roll -call vote. (Cooper Absent)

3. PLN 2012-1434, DRAGON PALACE
Exterior renovation that will include fagade changes and new paint colors with an additional 590
square feet of restaurant space to be added at 8845 El Camino Real.
Assistant Planner Alfredo Castillo gave the staff report.
PUBLIC COMMENT
None
Committee Member DeCarli
■ Overhangs seem unusual (2'- 3' horizontal distance per architect)
■ Presence on street is good.
Committee Member Kelley
■ Work with Atascadero Mutual Water Company (AMWC) to do landscaping — work from their
plant list. Might save on costs by designing landscape with AMWC; may not have to pay for
landscape architect. AMWC may do rebate on lawn removal.
Chairperson Fonzi: and
■ Trees on site? Alfredo Castillo, Assistant Planner, stated that fines/mitigation fees were
paid for the unpermitted native tree removals.
Chairperson Fonzi
■ Side elevation seems plain / institutional. Add visual interest with mural, wall trellis or
taller landscape plantings.
MOTION: By Committee Member Kelley and seconded by Chairperson Fonzi
to approve colors and elevations as submitted by applicant with the
following exceptions:
1. Landscape to be planted per AMWC plant list and Atascadero
Municipal Code.
2. Side elevation to be enhanced.
Motion passed 4:0 by a roll-eall vote. (Cooper Absent)
