The site plan is proposed to be amended to include a 130 room hotel facility and two (2) freestanding retail buildings at 8,000 and 10,000 square feet each. The proposed uses are consistent with the Planned Development 9 overlay zoning. The DRC will review the proposed project design and make a recommendation to the Planning Commission. Includes new arched windows, stone veneer window trim, stone wainscot sills, and wrought iron balconies ❑ Exterior paint colors: — Crystal white proposed for office buildings — Taupe & sand colors for new library building ❑ Staff recommended future landscape and signage upgrades Background: The Hotel Park business center was originally approved in 1987 with a Master Plan of Development (PPN 30-87) for a 69,696 square foot office/retail project. The approval included ten (10) 6,082 square foot office buildings on three separate lots, and a restaurant/retail building adjacent to HWY 41. The master site plan specified four phases for the overall construction of the project. Grading for all phases and construction of the first 5 office buildings on APN 029-363-046 was completed soon ITEM NUMBER: 2 DATE: 10-25-12 after project approval. In 2003, a CUP Amendment was approved by the Planning Commission to construct Phase II with modified design and elevations. Three separate buildings were combined into one 21,000 square foot building with Corinthian -style architecture. Construction of the building was completed in 2009. With the new building next door and the future use of the site as the Atascadero Library, the owner felt a facelift on the existing office buildings would be a benefit to the center. Front Facaae Elevation changes are proposed for the front fagades of the office buildings. The two upper windows towards the center of the building would be replaced with arched windows with stone surrounds. The existing square windows on the ends and on the lower floor would be trimmed with stone eyebrows and sills. Stone wainscoting would be applied under the lower floor windows. New arched decks with wrought iron railings would be installed in place of the existing balconies. The side elevations and stairwells between the buildings would remain as currently constructed. rroposea raraae improvements ative rile t J _ .. _ -.ice.I- am Now ff /- - I r r _ r i o� ; ITEM NUMBER: 2 DATE: 10-25-12 Proposed Exterior Paint Colors: Along with the windows and iron work, the property owner also plans to paint the exterior of the building to match the library building next door. The proposed paint color is La Habra "Crystal White" which is shade brighter than what is currently painted on the Hotel Park office buildings. The existing Spanish lace style stucco on the office buildings would be repaired as needed, and given a fresh coat of the white paint. Photo of Adjacent Library Building: Currently Painted White The Atascadero Library Steering Committee has recently chosen a new exterior color scheme which will be completed along with the library's interior building improvements. The Steering Committee worked with their architect and County Staff to choose a taupe wall color, with sand trim and white columns in order to add warmth to the building exterior. All paints are by Dunn Edwards. City Staff recommends a slightly deeper neutral toned wall paint color be used for the Hotel Park office buildings. A beige, taupe or sand wall color would make the new stone trim and iron work stand out and would provide the classic European architectural feel that the owner is looking for. A deeper color would also create attractive and noticeable change on the buildings, and it would hold up better over time without looking dirty with age. ITEM NUMBER: 2 DATE: 10-25-12 Potential Landscape and Signage Upgrades Staff is recommending that the property owner plan for updating the project signage. The existing sand blasted wood, wall signs and monument sign were approved with a Sign Program in 1990, however, they do not match the architectural style of the proposed remodel and could benefit from an update. New monument and wall signage could incorporate a more contemporary Mediterranean character to match the building. Space could be provided on the monument for a selected anchor tenant names in addition to the Hotel Park name in order to eliminate the added signs which have been placed in the grass area near Capistrano. Existing Monument Sign on Capistrano ITEM NUMBER: 2 DATE: 10-25-12 Staff is also recommending some minor additions to the existing landscape on site. The existing Hotel Park landscape is maintained in good condition with large established trees. However, there are a few areas of the site which would benefit from new ground cover, mulch, and replacement plantings in bare areas. When the property owner constructed the future library building next door, a variety of drought tolerant shrubs, grasses and flowering plants were installed at the front of the building. The landscape on the library site is inviting and colorful. Planning Staff recommends filling in the existing landscape area near the corner of Capistrano with ground cover and some shrubs, and topping off the planter area with new mulch. Also, new flowering shrubs in the existing planters under the windows on the front fagade be a great enhancement to the front of the buildings. A Staff Planner could walk the site with the project landscaper to identify areas for enhancement and recommend compatible plant species.
