I Background: 2003 Woodlands Specific Plan On October 14, 2003, the City Council approved Specific Plan #1 for the Woodlands project. The Specific Plan outlines the process for development of a 278 -unit residential subdivision and associated improvements. The project included a mix of lots and home types, including: ■ 28 SFR -1 lots (two story, small lot single family) ■ 94 SFR -2 lots (mix of one & two story single family homes) ■ 21 SFR -3 lots (one acre single family lots with second units on most lots) ■ 35 townhomes ■ 100 multi -family apartments Temp. Each of the new floor plan included three (3) different design elevations. Plan 4 was approved as a one story floor plan with side loaded 3 -car garage. Plan 5 was approved as a two-story with a large wrap around porch feature. The Planning Commission requested revisions with their first review, and then approved the proposed amendment upon second review after modifications were made to the garages and elevations. The building pads for the subject lots have been previously graded and most of the roads and public improvements have already been installed. In February 2012, Sunwood Ventures submitted three new floor plans for staff review of a redesign of the remaining SFR -2 homes. Sunwood explained that the 2003 and 2007 floor plans are too large and construction costs are too high for current market conditions. They would like to build one-story homes with a more efficient and flexible layout. Sunwood Ventures has stated that they hope to begin construction in early 2013. Proposed SFR -2 Elevations & Floor Plans: Sunwood has submitted three floor plans (Plan 1, Plan 2, and Plan 3) for DRC review, each with three different elevation types. The three architectural styles are similar to the original 2003 approval, with "Spanish," "California Ranch" and "Traditional" architectural styles proposed. These three floor plans and elevations would replace the previously approved SFR -2 products for a new mix of homes in the development. Sunwood has proposed to build all one story houses for the remainder of the SFR -2 lots in order to appeal to a wider market. Home sizes are proposed between 1700 to 2500 square feet, plus either a two or three car garage. The floor plans are designed to focus on a California lifestyle, with large back patios, rear facing windows and living space opening to the backyard. The floor plans have been designed to fit on the existing graded lots. The applicant is intending to appeal to buyer which may have extended family, older children, or elderly parents who would be living in the home. The studio space includes a private exterior door, washer and dryer, wet bar area with 8 -foot counter, under cabinet fridge, and small sink. The optional studio space shown with each of the three floor plans has been designed to meet the Community Development Department's policy definition of a secondary master suite, and does not include a full kitchen, oven, garbage disposal, full height refrigerator or dishwasher. Therefore, the optional "studio" space is not considered a second unit and would not be subject to additional development impact fees. OPT. STUDIO OPT. OFFICE PLAN 2 New SFR -2 Floor Plan 2, Proposed by Sunwood Ventures April 2012 City staff has worked with the owner and architect over the past few months to refine the elevations on the submitted floor plans. Staff's recommendations have been to focus including variety and architectural detail on the street facing elevations to 6 ITEM NUMBER: 3 DATE: 4-19-12 maintaining the variety of heights, massing, and neighborhood character elements as originally approved with the Specific Plan. Staff and the applicant have not yet discussed the specific material and architectural elements that will be utilized with the proposed amendment. DRC direction on any particular areas of importance, such as roofing material, garage doors, etc., would be helpful at this time to finalize the architectural details. Due to the deep location of front entrance doors, it has been difficult for the applicant to provide traditional porches on the proposed floor plans. In order to meet the Specific Plan requirement for a minimum 6 -foot deep porch, the architect has designed some alternative entries types: Plan 1 has a low courtyard wall in front, Plan 2 includes an extended porch type feature off the front bedroom or studio space, and Plan 3 includes a semi -enclosed entry feature to give height to the front entrance. Specific Plan Amendment Process The 2003 Woodridge Specific Plan outlines the process for making changes to the original project. City staff and Design Review Committee can approve minor updates to architectural styles, floor plans, or building details. Planning Commission review is required for new product type or new architectural styles which vary significantly from the original SFR -2 elevations approved with the Specific Plan. Staff may also request fitrther clarification of the above studies, if necessary. The staff report will anal%ze whether the proposed Plan Amendment is consistent with the General Plan and whether the need to amend this Plan can be supported by the conclusions of the supplemental studies. The Planning Director shall have the authority to determine whether a proposed chance is major or minor. Examples of Major and Minor Vuendments are indicated in Table 10 —Amendment Procedures. With appropriate findings of consistency. the Director or Planning Commission may authorize a minor change. A mayor change must be processed as a full Specific Plan :amendment. Public Hearings Both the Planning C'omuuission and City Council must hold Public Hearings on any Plan Amendment that constitutes a major change. in accordance with 65433 of the State Government Code. Planned Development Benefits Policy (adopted) Section 9-3.644 of the Planned Development Overlay Zone requires that a finding of public benefit be made with the approval of any planned development overlay zone request. The following planned development benefits have been established by the Atascadero City Council (January 31, 2004 strategic plarming session) for projects both inside and outside of the urban core (refer to Urban Framework Diagram). The benefits are divided into two levels, Tier 1 and Tier 2. All of the Tier 1 benefits are considered by the City Council to be mandatory elements of a Planned Development project. Tier 2 benefits will not apply to all projects but should be incorporated when applicable. For example if a Colony House exists on a project site it should be preserved and incorporated into the project as a Tier 2 Historic Preservation benefit.
