The building was previously used as a real estate office for Creekside Financial Inc. The applicant will be opening a small, family run brew pub known as Molly Pitcher Brewing Company, where beer will brewed on one side of the building and a beer tavern will be located at the front of the building. They will be offering the beer brewed on site as well as other small craft beer manufactures. Building permits were issued in February, and the applicant expects to complete ITEM NUMBER: 2 DATE: 4-12-12 construction to open the new business in May. The Atascadero City Council approved a finding of convenience to allow the ABC license for the brew pub on February 28, 2012. Proposed Wall Sign: The applicant is planning to paint the Molly Pitcher name and logo on the side of building so that it is visible from southbound EI Camino Real and the downtown. The applicant is proposing the business name and logo be painted at approximately 5 feet in height and 20 feet in length, for a total sign area of approximately 100 square feet on the side of building. A black boarder would wrap around the name and logo to box it in. The background would be painted a dark gray color to match the building trim. The total area of the sign, including the boarder, is taped off on the side of the building with blue painters tape so that the DRC can view the proposed size prior to the meeting. The name and logo have been professionally designed to reflect the unique character of the business. By painting this design on the building, it will have the appearance of a mural, rather than typical retail signage. The painted sign will be illuminated with building mounted down facing lights from above. k own 9r LWY LZ WORLD CLASS _ AMERICAN BEER 1 C H 6 -J16 Painted Wall Sign The Atascadero Sign Ordinance states the businesses in the downtown zoning district are permitted to install one 50 square foot wall sign on the front of the building, and corner buildings are allowed a second 50 square foot wall sign on the side of the building. Given that the front of the building at 6760 EI Camino Real is mostly glass and would not be appropriate for a wall sign, staff is recommending that the allowed wall sign area be combined so that the applicant can paint 100 square feet of business name and logo on the side of the building as proposed. The surrounding boarder and background color would not be included in the sign area calculations. ITEM NUMBER: 2 DATE: 4-12-12 In additional to the wall sign on the side of the building, the applicant intends to replace the sign face on the existing monument/pole sign near the sidewalk, and install window lettering. The existing monument sign and window lettering do not count towards the total signage allowed on site per the City's Municipal Code. Proposed Exterior Paint Colors: The applicant has been in contact with staff to select paint colors for the building exterior and has considered a number of options. There are several test samples currently on the building. The applicant is proposing to paint the majority of building (side & rear walls) in a deep red color, and use a dark gray and light tan for the accent trim. The patio will have access to the interior to of the building, and will be closed off from the street per ABC requirements. Wine barrels will be used as planters around the edge of the patio for greenery. There is a large existing parking lot located at the back of the site for customers and employee parking. Castillo, AICP, Assistant Planner, (805) 470-3436, acastillo@atascadero.org PLN -2012-1434 / DRC 2012-0022 Dragon Palace King Buffet Restaurant 8845 EI Camino Real Owner: Christopher Dang Applicant: Lary Gabriel Address: 8845 EI Camino Real APN: 1 030-501-004 General Plan: General Commercial (GC) Zoning: Commercial Retail (CR) Project Area: 0.85 acre lot Existing Use: Vacant Restaurant (Players) Proposed: Fagade renovation with a proposed additional 592 sf of restaurant space Background: The existing building at 8845 EI Camino Real was originally constructed as a plumbing supply warehouse in the late 1970's. In 1984, an applicant applied for permits to construct a 6,000 sf restaurant. This building was completed in 1985 and Player's Restaurant opened for business in August of that year. The building was used as a restaurant through 2011, when the owner of Player's closed the restaurant. The building is currently vacant. ITEM NUMBER: 3 DATE: 4-12-12 The site was recently purchased by the current owner and the applicant has been in contact with City staff to obtain permits to remodel the interior of the restaurant. City Staff have visited the site with the owner and applicant to go over accessibility issues, building facade changes, and to discuss additional landscaping to compensate for the unpermitted removal of native trees on-site. Photo of Existing Front Facade Proposed Facade Improvements: The applicant has submitted plans for building permits that include a complete interior remodel of the existing building space, as well as a proposed front and side facade renovations. The proposed facade improvements include "pop -outs" that provide for additional depth and building massing along EI Camino Real. The additional interior restaurant space would be provided from these "pop -outs", as well as provide for additional windows facing EI Camino Real and the existing parking lot. The applicant is proposing utilizing additional colors on the proposed "pop -outs" to provide additional visual character. The remaining existing portion of the building is proposed to be re- painted with a "off-white" color. SOUTH ELEVATION The use requires a total of 65 parking stalls. The parking lot currently accommodates 66 spaces. A portion of the parking lies on the adjacent parcel, however there are recorded parking easements with the adjoining property owner. Consistent with Atascadero Municipal Code's water efficient Landscaping Ordinance, City Staff is requesting that the applicant submit a landscaping plan to bring the site into compliance with this ordinance (AMC 8-10.103.2.ii). The applicant removed five (5) native trees without permits in January 2012. The applicant has since paid all mitigation fees for this removal. The DRC should provide direction on the type of landscaping to be installed along EI Camino Real and Solano Way. Staff is recommending a combination of drought tolerant shrubs and flowers that will complement the proposed ITEM NUMBER: 3 DATE: 4-12-12 building renovations as well as additional trees in the rear and in the parking lot where feasible.
