Background:
The existing building at 7905 Morro Road was originally built as a residence in 1947.
The building was used as a preschool in the 1980's, and then converted to a strawberry

stand which was in operation from 2000 to 2007. There is an existing one bedroom
residential unit on the backside of the building which is permitted to remain as an
existing non -conforming use. Residential units are no longer permitted to be constructed
in the Commercial Professional (CP) zoning district, but are allowed to remain if existing
and previously permitted.
The site was recently purchased by the current owner and the applicant has been in
contact with City staff to obtain permits to convert the existing strawberry stand to a
restaurant.

Proposed Fagade Improvements:
The applicant has recently submitted plans for building permits to identify the proposed
building changes. The conversion from a strawberry stand to a restaurant is change in
occupancy, and therefore, requires building code upgrades which have been addressed
by the Building Department. The front of the building will be remodeled with a new
interior and a new accessible bathroom to be accessed from the new outside deck. The
existing residential unit at the back of the building would remain as existing.
All new and remodeled commercial buildings are subject to appearance review per the
Municipal Code. The following exterior modifications have been proposed by the

The remaining siding on the front of the building would be removed and replaced with
stucco to match the adjacent wall on the right. The applicant is interested in an antique
look on the fagade, and therefore, plans to maintain the existing champagne color paint
and match it with the new stucco. Trim to remain as is.
The parking lot will be enlarged to provide a total of seven (7) paved commercial spaces
per Municipal Code requirements. Two (2) additional paved parking spaces will be
designated for the residential unit. The applicant has described new plantings and wine
barrel containers to be located along the front and side property lines. A landscape plan
has not been submitted. Typically, when a site has been previously developed and is
being renovated, staff will work with the applicant to identify landscape areas that need
replanting, new trees, etc. to improve key areas of the site. Staff is looking for direction
for the DRC regarding the type and amount of landscape that should be planted on site.
