Issues included the following: • Revised architecture. • Tot lot replaced with gym/pool. PUBLIC COMMENT None Committee Member Kelley - Affordable unit locations. Committee Member Ward - Existing tot lot across street seems ok. Committee Member Cooper - Questions about existing tot lot. Chairperson Fonzi - How will security gate work? Gaylen Little — Little Hidden Oak /open during day. Warren Frace — Fire Dept has reviewed. - Will units have laundry? Gaylen Little — Inside each unit plus on-site building. - Bike storage? PUBLIC COMMENT NANCY AIERES — Neighbor ■ Three elevations in Specific Plan / SFR area. ■ Should include variations in apartments, too simple. ■ Worried about three bedroom units / overcrowding concern. ■ Parking concerns / no room for overflow. ■ Halcon Road Stop sign violations / limited sight distance. ■ Concerned with gate / should be allowed for entire project. ■ Lack of slope landscape: Warren Frace — will be required to be landscaped with project. ■ Trail maintenance. GW BATES —Neighbor o Toured Hidden Oaks. o Arch style — lack of variety / articulation. Worried about lack of amenities / tot lot. o Tot lot will be impacted by apartment use. Mike Zappas — Paso apartment is the model. Committee Member Kelley - Appreciate Public Comment. - Will be a quality project. - Will follow-up on Stop sign. Nancy Aieres stated that the fire gate does not work. Chairperson Fonzi - Concerned with tot lot impacts / questioned shared pool use? Mike Zappas said he would like the trail loop completed. Chairperson Fonzi - Move gate to bottom. - No parking Calle Milano. - Stop sign improvements. - Change Ciruela Way street name. Committee Member Cooper - Likes architecture / Tot lot sharing ok / shared pool troublesome. - Gate ok in front of apartments. Committee Member Ward - Gate at bottom of street bad idea. - Never seen kids at tot lot. Castillo A/CP, Assistant Planner, (805) 470-3436, acastilio@atascadero.org PLN 2011-1416 SLOCOG Grant South EI Camino Real Corridor Study South EI Camino Real Corridor Visioning Study Update City Staff has been working with SLOCOG to figure details on how to prepare a visioning plan for the South EI Camino Real corridor. The plan will envision how to integrate housing, economic development, jobs and transportation in an effort to comply with future Regional Transportation Plans and the ability to obtain additional grant funding for construction of infrastructure and other improvements along EI Camino Real. SLOCOG has received a $240,000 grant to begin implementing "pilot projects" that will be used to illustrate how cities and unincorporated communities can integrate a mix of land uses and densities, alternative forms of transportation and complete streets. Another benefit is the potential for "streamlining" of infill projects under CEQA. SLOCOG has selected the City and this Corridor as one of these pilot projects. Since the DRC's meeting on 12/1/11, with City Staff and SLOCOG, this project has been slowly progressing as SLOCOG adjusted the grant to reflect and deal with municipalities' loss of redevelopment. While the City of Atascadero did not commit any redevelopment funds, SLOCOG recognized that City Staff was focused on dealing with the dissolution of the RDAs. After the DRC meeting, City Staff was contacted by two professors from the City and Regional Planning (CRP) Department at Cal Poly looking for a project that students could work on as a part of their Spring quarter 2012 lab work. City Staff met with these professors to discuss the EI Camino Real Corridor study area project and the potential for students to assist with graphics and other aspects of the visioning plan. ITEM NUMBER: 2 DATE: 3-22-12 What Are We Trying to Accomplish with the SLOCOG Grant? Key goals that City staff and SLOCOG staff are looking for include the following: • Creating a complete street concept for EI Camino Real that includes integration of bicycles, transit and automobiles. • Review non-residential land uses to ensure maximum flexibility for integration with residential uses and economic viability • Review vacant properties and assess the possible highest and best uses. • Analyze and review key intersections or properties that act as "nodes" to the study area. • Review and pinpoint grant funding for potential streetscape improvements and implementing the vision plan. • Explore form based codes and design guidelines that may be used an implementation tool for the vision plan. CRP 203/CRP 553 Assistance The CRP Department will prepare "preliminary" concepts for the corridor as directed by both the DRC and staff. The CRP 203 class is a 2nd year undergraduate design studio with an emphasis on graphics and design. The CRP 553 is a graduate studio with emphasis on community design and public participation. Both these courses will be working together for 10 weeks during the spring and accomplish the following items: • Review existing land use and design conditions along the South EI Camino Real Corridor, focusing their study from the intersection of Pueblo Avenue/EI Camino Real to EI Bordo Avenue/EI Camino Real. • Review opportunities and challenges for infill development along the corridor. • Conduct surveys from business owners/property owners along the corridor utilizing both. • Conduct a workshop with business owners, stakeholders, and residents to generate ideas for revitalization and improvements along the corridor. This workshop is tentatively scheduled for Saturday, April 21, 2012. This workshop would be conducted by students as a part of their project. • Formulate vision alternatives for both design and streetscape along the corridor The DRC should provide Staff with any key "blocks" or "intersections" that students should focus on. • Possible streetscape transition from the South EI Camino Real Corridor to the Downtown. • Present design concepts to the DRC for feedback and comment. This meeting would be tentatively scheduled for May 31, 2012. Depending on how the 10 -week lab project goes, additional work may be picked up by either the undergrad 3rd year lab or graduate 2nd year lab, taking comments received from the DRC and formulating a potential future vision for the corridor. Your property or business is located in an area that is a part of the student's research project. The students will be surveying you and your fellow business and property owners throughout the area to identify the positive and negative aspects of the El Camino Real Corridor. Additional questions may include your thoughts about how to improve the corridor, or what you envision this stretch of the City to look like in the future. In addition to surveys, the students will conduct a public workshop to discuss the survey results and receive additional feedback on various topics throughout the area such as zoning, land use, and transportation. This student run workshop is scheduled for Saturday, April 21, 2012 at loam at City Hall, Council Chambers, 6907 El Camino Real, Atascadero, CA 93422.
