Associate Planner Taylor presented the staff report. Issues included the following:
1. Trellis on flat walls (applicant ok)
2. Extra signage ok on front.
3. Remove rear sign (no signs facing residential) (applicant ok no rear sign)
4. Landscape.

Background
The Woodridge Specific Plan, now known as Las Lomas, was approved by City Council as
a Specific Plan #1 in October 2003. The Specific Plan identified a 10 acre area near the
project entrance for 135 multifamily units. In May of 2004, a Conditional Use Permit (Master
Plan of Development) was processed to approve the design and site specifics for the

multifamily portion of the project. The High Density, multifamily portion of the project
includes 10 apartment buildings, with 10 units each for a total of 100 units. A Tentative Tract
Map was approved in 2007 to allow up to 50 of these units to be sold as condo units, and 50
units were to remain as rental apartments. There are also another 35 townhome lots
adjacent to the apartments, which are currently under separate ownership.

PRELIMINARY LANDSCAPE SITE PLAN
The 100 unit apartment site was recently purchased by Gaylen Little and Mike Zappas. Mr.
Little and Mr. Zappas also built the Hidden Oaks Apartments off EI Camino Real, and continue to
own and operate the apartment complex. The new owners are interested in making floor plan
and elevation changes to the building plans for Las Lomas apartments. They are planning to
start construction on the first three buildings as soon as possible.

Floor Plan Changes
The Las Lomas apartment project was originally approved with 80 2 -bedroom units, and 20
1 -bedroom units. The 10 buildings were designed to all have the same floor plan layout,
with 8 2 -bedroom units, and 2 1 -bedroom units in each building.
The new owners are proposing to modify the unit make up to add more variety in floor plans
and number of rooms available. The owners have worked with their architect to design two
building types. There are a total of 20 1 -bedroom units, 60 2 -bedroom units, and 20 3
bedroom units proposed with the redesign. The 2 bedroom units are set up with multiple
layout configurations to give tenants options. All units include two bathrooms.

height. The current owners are
proposing to eliminate the third
floor due to the excess
construction cost that this adds.
The footprint of the new
buildings is very similar to the
original CUP, and will fit on the
exiting graded building pads. In
order to reduce the project
costs, the front elevation has
been revised to eliminate the
varying setbacks of the garage
doors which were originally
included. The architect has
replaced this feature with
thicker columns, and wide
stucco pop outs at the center
and ends of the building to give
dimension without the excess
costs.

Elevation Changes
The 2004 Master Plan of Development was approved with two variations on the buildings
elevations: the "Monterey" style and the "California Ranch." The elevations included
numerous architectural embellishments, including wood sectional garage doors, window
shutters, decorative trim, variety of siding (i.e. masonry, smooth stucco, wood), composition
shake roofing materials, decorative vents, wood balcony railings, recessed doors and
windows, theme lighting, and a minimum of four colors per building. The third floor tower
element can be seen on the elevation drawings.

The applicant has redesigned the building facades to create a classic
Mission/Mediterranean style architecture. The walls will be a smooth white stucco to create
an authentic look. Tile roofs with troweled rooflines, iron work, shutters, recessed entries,
and covered patios complete the proposed architectural style. A color and materials board
has been submitted by the applicant. With this style of architecture, it will be important to
use high quality, authentic looking materials to compliment the simple architectural style.
Staff is supportive of the architectural design changes proposed by the applicant and
believes that the revisions will create a clean, high end design aesthetic.

Common Areas:
The new owners are also proposing a few modifications to the overall site plan. There is a
common area at the center of apartment complex which was approved with a swimming
pool and pocket park/tot lot. The new owners have redesigned the common area to replace
the tot lot with an additional building that will be used for the rental office, a gym, and a
shared laundry facility for the complex. The building would be constructed in the first phase
of the project, and the pool would be installed with the last phase when there are more
people living in complex. The applicants have developed the revised common facilities by
surveying tenants in their other apartment buildings to see what facilities are the most
utilized, and most desired in an apartment complex. They found that the majority of the
tenants do not use the playgrounds in the complexes. In addition, there is an existing
pocket park in Las Lomas just off Calle Milano, and Paloma Park has a large playground
located across Halcon Road.

The applicants will be adding a few additional parking spaces to the site to compensate for
the 20 added 3 -bedroom units (previously were 2 -bedroom units). The project was originally
approved with 215 spaces, but will now provide a minimum of 217 spaces, plus 13
motorcycle spaces. The Municipal Code allows motorcycle spaces to replace a regular
parking space at a ratio of one (1) motorcycle space for each twenty (20) spaces. Each unit
has a one car garage on the first floor of the building, for a total of 100 covered parking
spaces provided in the garages. The following parking table identifies the number of spaces
required for proposed floor plans:

CUP & Specific Plan Consistency Determination
The Specific Plan approved in 2004 requires that the project provide exceptionally high quality
design and landscape to justify the increased density. With a Conditional Use Permit, minor
changes may be approved by staff or DRC without triggering a CUP Amendment or Planning
Commission review. The following guidelines are set forth in the CUP to identify staff level
modifications:
(1) Modifications to the site plan project by less than 10%,
(2) Change that result in a superior site design or appearance, and/or
(3) Changes that address a construction design issue that is not substantive to the
Master Plan of Development.
The 2004 Las Lomas CUP includes some detailed conditions regarding the architectural details
on the elevations and the tot lot. These conditions are required by the CUP, however, they would
not be applicable to the revised site plan and proposed Mission architectural style.
CUP Condition #5. All exterior elevations, finish materials and colors shall be consistent with the Master
Plan of Development as shown in Exhibit F and G. The proposed town homes and apartments styles
of "Monterey'; "California Ranch" and "Traditional" shall incorporate the following architectural
embellishments, as appropriate to the selected architectural design: wood style or similar sectional
architectural garage doors; window shutters and/or decorative trim; variety of siding (i.e. masonry,
smooth stucco, wood); composition shake roofing materials; decorative vents; wood balcony railings,
recessed doors and windows; architectural windows; theme lighting; a minimum of four colors per
building, as identified on the above -stated exhibits.
CUP Condition #11: The tot lot play amenity shall include a commercial -grade swing set, slide, climbing
apparatus or similar equipment on a soft surface designed for the safety and enjoyment of young
children. The tot lot shall include pedestrian connection from nearby sidewalks and/or housing areas
and shall include durable seating arrangements for adults and children. Tot lot shall be landscaped
and include shade trees. The tot lot shall be open and accessible and not be fenced.
CUP Condition #12: Vinyl windows shall be desert tan or taupe color, subject to staff approval. No
white vinyl windows allowed.
The site plan, elevations, and floor plan changes appear to be less than a 10% project change,
resulting in a superior design, and consistent with the intent of the CUP conditions. Staff believes
that the architectural and site changes which are currently proposed will create an appealing,
high quality design aesthetic, consistent with the intent of the Specific Plan and the Master Plan
of Development. If DRC approves the proposed architectural changes and finds the
project in substantial compliance with the CUP and Specific Plan, the applicant can move
directly to building permits and construction, and a CUP amendment would not be
required. If DRC does not find that the project is in substantial compliance with the CUP, then
DRC may refer the project to Planning Commission for review.
