The existing building has three tenant spaces, including the Video Palace, Grocery Discount Center, and one vacant space which was formerly used as a furniture store. The Vons center consists of individual parcels under separate ownership. The City has worked with several of the property owners in recent years in order to update the shopping center with major facade improvements and new landscaping. Updates include the Vons store facade remodel, the old Rite Aid building remodel, and new buildings including Carl's Jr., Lube and Go, the new Rite Aid building and the drive through Starbucks. The subject site at 7101 EI Camino Real is one of the last buildings in the center to be updated. The 99 Cent Only Store is proposed at approximately 13,500 square feet, and there would be a remaining 7,000 square foot lease space available in the building where the furniture store was previously located. As part of their tenant improvement permit, the 99 Cent Store would complete fagade improvements on the building. The applicant has agreed to complete the fagade improvements on the entire building faqade, which includes the two lease spaces to be occupied by 99 Cent Store, and the vacant furniture store fagade which will remain available for rent. This will create a uniform fagade and a complete building appearance. The proposed fagade improvements include removing the existing scalloped roofline, and replacing it with a pop out entry structure similar to Vons and Rite Aid, with a tile roof on the center structure. The fagade would be done in stucco with neutral tan and brown paint colors, and a small amount of stone veneer at the base of the building. Blue metal awnings would be installed above the windows and doors. Staff is in support of the proposed elevations and color scheme, with only minor modifications to the details recommended for DRC review and discussion. Applicant Proposed Front Elevation and Signage Staff Recommended Front Elevation and Signage Staff recommends additional architectural elements or landscape on blank walls 411 3 ITEM NUMBER: 2 DATE: 1-26-12 Staff recommends that additional detailing be added to the sides of the building where there are large blank walls. Other buildings recently completed in this shopping center include architectural elements that give dimension to large unornamented walls on the fapade, and help to incorporate the cart corrals into the building. Options include: 1) wall trellises with climbing vines (staff recommended), 2) additional stone veneer, or 3) wood trellis structures, or 4) additional landscaping and trees along sidewalk Examples of Recommended Architectural Detailing on Blank Walls Proposed Signage: Front Elevation- The applicant is proposing one main sign with the 99 Cent Store logo above the front entry. It is proposed at 72 square feet in size. Four (4) additional smaller signs would be placed below the roof line on the sides of the building to call out the type of products ("Dairy, Frozen Foods, Deli, Fruits & vegetables"). The four smaller signs total 60 square feet of sign area, for a total square footage of 132 square feet of signage proposed on the front of the building. All signs would be individual illuminated channel letters, similar to the existing Vons and Rite Aid signs. Additional wall signage would be submitted for the adjacent vacant tenant space when that space is leased out. 4 ITEM NUMBER: 2 DATE: 1-26-12 The Atascadero Municipal Code allows wall signs in the Commercial Retail zone to be up to 40 square feet in size, with only one wall sign allowed per business frontage. The 132 square feet of signage proposed on the front of the building exceeds the size allowed by the ordinance. However, the Sign Ordinance allows additional signage which exceeds the size limitations of the code to be approved through the Administrative Use Permit (AUP) process. If DRC finds that the proposed signage is consistent with the Appearance Review Manual, staff can process the AUP to allow the front elevation signage as proposed by the applicant. It is staff's opinion that the proposed signage on the front of the building is in scale will the size of the building, and staff recommends approval of the five (5) front elevation wall signs as proposed. Rear Elevation: The applicant is also proposing one wall sign on the rear elevation. The Municipal Code does not allow wall signs to be installed facing residential properties. The back of the subject property backs up to Santa Ysabel Ave and there is a multi- family zone and several residential units across the street. Staff recommends that this sign not be installed as it is not permitted by the zoning ordinance and it would be unusual to have a sign facing Santa Ysabel. Proposed Rear Elevation and Signage 61 ITEM NUMBER: 2 DATE: 1-26-12 Monument Sign: The applicant has expressed that it is very important to the 99 Cent Store to have a highly visible monument sign. However, the subject site is an interior lot, and does not have frontage on EI Camino Real or Highway 41. The applicant is in discussion with the adjacent property owners to try to co -locate a 99 Cent Store sign on an existing monument sign in the center. One option is to enlarge the size of the existing Rite Aid monument sign on EI Camino Real to add a space for the 99 Cent Store. This would increase the square footage and height of the existing monument sign above what the code currently allows. However, if DRC finds that the larger monument sign is acceptable, an AUP can be processed to allow the increase in square footage as proposed. Proposed addition of third row on existing monument sign on EI Camino Real CE Site Landscaping: The Atascadero Municipal Code requires a minimum of 10% site landscaping on commercially zoned sites, with specific standards regarding street trees, landscape fingers and shade trees in parking lots, and buffering along public roads. Typically, when a site has been previously developed and is being renovated, staff will work with the applicant to identify landscape areas that need maintenance or replanting, and will work to improve key areas of the site. The subject site at 7101 EI Camino Real has almost no existing landscaping on site, so there is very little existing planter area to work with. There are two small planters at the front of the parking rows which are each planted with one large Italian Cypress tree. There are no shade trees or planters within in the parking lot and no landscape planters or trees in front of the building. Also, there is no buffering at the back of the building facing Santa Ysabel. The trash dumpsters, shipping palettes, extra shopping carts, and parking areas are in full view at the back of the site, whereas the adjacent properties along Santa Ysabel are planted with vegetation to buffer the commercial lots from the sidewalk and residential zone across the street. Strategically placed landscaping would have a major impact on the front parking lot, the front of the building, and the appearance of the back of the site as viewed from Santa Ysabel. Staff recommends the following landscape areas and a trash enclosure be added to the site plan. The trash enclosure could be made of stucco to match the building, and incorporated into the rear facade. The additions recommended by staff below do not bring the site into full compliance with the current landscape requirements of the Municipal Code, however, these additions would have considerable impact on the parts of the site which are severely lacking vegetation.
