APPROVAL OF DRAFT ACTION MINUTES OF 6-23-2011 MOTION: By Committee Member Ward and seconded by Committee Member Fonzi to approve the Consent Calendar. Motion passed 3:0 by a roll -call vote. (Kelley, DeCarli absent) DEVELOPMENT PROJECT REVIEW 2. FOUNDERS BANK, 6100 EL CAMINO REAL Appearance review for first floor in the Downtown Commercial zone. Tenant improvement permit submitted for new Founders Bank lending office. DRC to review proposed use, exterior color scheme, new signage, and revisions to the parking and landscape layout. Bill Eisner, Project Architect, gave an overview of the small loan office project and answered questions from the Committee. The following changes have been approved with the bank: - Additional parking planters - A window sign Roberta Fonzi discussed the CUP process for the bank. Christian Cooper discussed parking with Jack-in-the-Box. Roberta Fonzi talked about future reciprocal parking and adding something to south side facing parking. Christian Cooper discussed painting side with band facing Gaughan (North) Chuck Ward stated it was a very important downtown site and wanted to maintain flexibility for future reuse, but this would be a good interim use. Committee member Fonzi agreed. The committee agreed to paint and add banding on the north side of the building. PUBLIC COMMENT None Chairperson Fonzi closed the Public Comment period. City of Atascadero Design Review Committee DRAFT Action Minutes September 8, 2011 Page 3 of 4 MOTION: By Committee Member Ward and seconded by Committee Member Cooper to approve the Founders Bank proposed use, exterior color scheme, new signage, and revisions to the parking and landscape layout, as submitted by the applicant, with a condition to add paint and banding on the north side of the building. Motion passed 3:0 by a roll -call vote. (Kelley, DeCarli absent) 3. SANTA YSABEL PD -7 DRIVEWAY DESIGN The subject site is a 4 unit Planned Development approved in 2005 as a Pd -7 with a Master Plan of Development. The project is required to use pavers or decorative concrete on the shared and individual driveways. The applicant is proposing to use asphalt on the shared driveway and stained concrete on the four individual driveways in front of the garages. The applicant was not present for the meeting. Director Frace and Associate Planner Taylor gave the staff report and stated that the project will before the Planning Commission for final decision and the DRC will be the sounding board. They discussed the following: • History of PD requirement • The PD condition requirement. Chuck Ward discussed the drainage system and stated that pavers look good but are expensive. Roberta Fonzi discussed affordable conditions Christian Cooper stated that pavers look nicer, but also said that stained concrete looks good. Robert Fonzi stated that stained concrete needs maintenance and that brick walkways would be nice. PUBLIC COMMENT None MOTION: By Committee Member Fonzi and seconded by Committee Member Ward to recommend that the driveway be allowed with plain concrete with decorative banding instead of pavers. Motion passed 3:0 by a roll -call vote. NONE DEVELOPMENT PROJECT REVIEW 1. ATASCADERO CREEK PEDESTRIAN BRIDGE & "CENTENNIAL PLAZA" PROJECT CONCEPT DRC review of Master Plan concept for "Centennial Plaza." Project is located in Downtown between the Sunken Gardens and Atascadero Creek, providing a connection to Colony Square. Includes pedestrian bridge design and location, plaza connection to the Sunken Gardens, creek trails, and future phasing for downtown parking and restroom. PUBLIC COMMENT Jim Wilkins suggested DRC see the Plaza pattern behind the Colony House Plaza and — historic name bricks. Roberta Fonzi would like to focus on 2012 phases. Jim Wilkins — what is bridge surface. Susan DeCarli — Branding is important and we should follow the Wayfinding Program. Chuck Ward — Creek not pretty / can't see creek from path. Susan DeCarli — Lighting and electrical, music, weddings; security lighting is important. Jim Wilkins — Historic structures could be made from cedar logs / old light poles owned by Historical Society. Roberta Fonzi — Bridge bike/skateboard discouragement, surface texture option. Susan DeCarli/Chuck Ward — Pavers best / legacy bricks for sale to place in plaza. Tom Lewis — Specialty lighting of creek would be nice. Jim Wilkins — Historic signs, information kiosks important. After the final map was recorded, the project went into foreclosure. Over the past year, the City's Public Works Department has worked with the bonding company to have the road improvements completed in accordance with the Subdivision Improvement Agreement so that the 24 recorded lots could be developed. The 5.16± acre development site was recently purchased by People Self Help Housing (PSNH) who will develop of all 24 lots as affordable, mutual self-help housing. ITEM NUMBER: 3 DATE: 9-29-11 Approved Elevations (CUP 2004-0130) When Oak Grove II was approved in 2004, the garage on the side of Lot 1 included upgraded architectural features facing EI Camino Real. All front elevations of the 24 units in the development face the interior street (Atalaya) and include architectural details, however, these details (such as columns and stone accents) were left off the side and rear elevations. Since the side of Lot 1 is a corner lot, and the only elevation in close proximity and viewed directly from EI Camino Real, it includes architectural enhancements that face the frontage road. Lot 1 was approved to include a stone veneer banding around the garage, window trim on the side and rear elevations, and a pop out gable feature with columns facing EI Camino Real. The architectural features on the right corner side and rear elevation of Lot 1 are similar to the front fagades of the units facing Atalaya. In order to minimize construction costs, PSHH is requesting relief from the upgraded architectural enhancements required on Lot 1. These changes include: ■ eliminate the gable roof pop out and columns facing EI Camino Real ■ eliminate the rock trim on the front, side, and rear of the garage ■ eliminate door and window trim the back half of the unit Currently, overgrown vegetation near EI Camino Real blocks much of the view of the side of this lot. A 6 -foot fence is proposed to be installed along the property line between the unit and EI Camino Real, which would block much of the architectural upgrades, and therefore, the applicant believes that the upgrades are not necessary. Decreasing the architectural standards for Lot 1 would have an impact the view of the Oak Grove II development as seen from EI Camino Real. As this is the only elevation seen for most motorists passing by the project, this side should relate to the street and provide an appealing aesthetic quality to enhance the look of the entire development. Staff recommends removing the requirements for upgrades on the rear elevation (stone veneer on rear of garage and window trim on rear fa(;ade) as these details will not be seen from offsite. However, staff recommends the gable roof pop out and columns facing EI Camino Real, the window trim facing EI Camino Real, and the stone veneer on the front and side of the garage should not be eliminated. Staff recommends that the overgrown vegetation between Lot 1 and EI Camino Real be trimmed up to give the development a clean entrance appearance. In order to visually connect the development and make the neighborhood feel open to those on EI Camino Real, staff recommends that the fencing on Lot 1 be installed at 3 feet or less in the front portion of the lot, and then be raised to 6' in height only at the rear of the lot to enclose the backyard. This would allow the architectural upgrades to be visible for those entering or driving by the development.
