The mixed use project included approval for 67 residential units, 75,230 square feet of retail/restaurant space, a 10 - screen movie theater, and 17,100 square feet of office space. Most buildings were approved at three stories in height with restaurants and commercial uses on the ground level. Offices and live -work housing units are to be located on the upper two floors. Building A of Colony Square, which includes Galaxy Theater, was completed in March of this year. The property owner is currently working to secure tenants for the next phase of the project so that additional buildings can be constructed. Preliminary drawings have been submitted by the project architect to locate the dentist's office on the first floor of building C. Building C is located near the City Hall offices and the entrance to the pedestrian bridge, directly behind the Rancho Tee Motel. An amendment to the Master Plan of Development (CUP) is required in order to allow the proposed first floor office use, eliminate the second and third floor residential space, and permit changes to the elevations, square footage, and site plan for building C. These CUP amendment items are discussed in detail below: 1.) First Floor Medical Office Proposed: Condition #8 of CUP 2004-0127 allows office use on all second and third floors in Colony Square, and on the ground floor of building D with Planning Commission approval. However, current market conditions have made it more difficult to attract tenants and lease commercial spaces. The Atascadero Zoning Ordinance allows office uses on the ground floor in the Downtown Commercial zoning district when provided with storefront and signage appearance review and approval of the Atascadero Main Street Association. Main Street approval, as well as Planning Commission approval of an amendment to the allowable uses table and CUP condlition #8 would be required to permit the proposed pediatric dentist office on the first floor of building C. 3 ITEM NUMBER: 2 DATE: 6-23-11 2.) Revise site plan, square footage, and eliminate 2nd & 3rd floor residential: Building C in Colony Square was originally approved with 13,950 square feet of retail / restaurant space on the first floor, and a total of 15,000 square feet of residential with outdoor courtyards on the second and third floors. Revisions to Building C are being proposed to eliminate the second and third floor of the building and the residential use. Building C is currently being proposed as 2 detached one story buildings, which include a 5,000 sq. ft. dentist office (building Cl) and a future 4,000 sq. ft. retail/restaurant building (building C2). A courtyard area with pedestrian walkways would be located between City Hall and the new dentist office, and will connect with the future pedestrian bridge entrance to provide access between the theater and the Sunken Gardens. Revised Architectural Elevations: Conceptual elevations were included with the approval of the Master Plan of Development for Colony Square. Any substantial changes to the architecture of the project require Planning Commission approval. The elevations of building C have been revised to reflect the elimination of the second and third floors, and the creation of two smaller buildings. Discouraging / prohibiting 1" floor offices in Downtown and Colony Square has been a City objective. Allowing a medical / dental office in building C would require a significant policy amendment to the Colony Square allowable use table. May lead to additional requests. ❑ The proposed project would eliminate 14 second and third story residential uses from the project (15,000 square feet of building area). Colony Square has always been promoted as an innovative mixed use project with residential dwellings above commercial. Removing residential uses from the Colony Square project represents a significant policy amendment for the Colony Square project. ❑ The project would redesign building C as two separate, single story buildings: 5,000 sq. ft. office building & 4,000 sq. ft. retail/restaurant (previously one 14,000 sq. ft. retail/restaurant building). ......... __......................................................................................................................................................... ❑ Significant elevation and architectural design changes proposed. ❑ Plaza design and connection at future pedestrian bridge entrance provided ❑ Creek frontage walkway not proposed in front of dental office. ❑ Additional parking proposed and less parking demand at peak weekend times. ❑ The office is proposed in a creek frontage location behind the Rancho Tee Motel. This would likely be the most difficult area of the project to lease for a retail or restaurant use due to its limited visibility. ❑ Policy question — Colony Square project allows 1St floor medical offices in building D. Would it be preferable for the dental office to be located next to Round Table Pizza?
