ACTION MINUTES
Mayor Kelley called the Special Joint Meeting of the City Council and Planning
Commission to order at 7:26 p.m.
ROLL CALL:
Present: Council Members Clay, Fonzi, Sturtevant, Mayor Pro Tem O'Malley
and Mayor Kelley
Commissioners Bentz, Colamarino, Cooper, Dariz, Vice
Chairperson Schmidt and Chairperson Ward
Absent: Commissioner Wingett
Others Present: City Cleric /Assistant to City Manager Marcia McClure Torgerson

Staff Present: Assistant City Manager Jim Lewis, Administrative Services Director
Rachelle Rickard, Community Development Director Warren Frace,
Public Works Director Russ Thompson, Community Services
Director Brady Cherry, Police Chief Jerel Haley, Fire Marshal Tom
Peterson, and City Attorney Brian Pierik.
Commissioner Colamarino stated that he has a conflict of interest on this project and will
be stepping down on this issue.
TOPIC TO BE DISCUSSED:
1. Study Session - Eagle Ranch Specific Plan — Joint City Council & Planning
Commission Review — PLN 2008-1280 (Eagle Ranch, LLC 1 RRM Design
Group)
■ Fiscal Impact: The fiscal impact is contingent on the direction provided by the
Council and Commission.
® Recommendation: City Council and Planning Commission take public
comment on the current project design, and provide direction to staff and the
applicant on the following issues:
1. Project scale and density
2. Fiscal impacts of annexation
3. County tax share policy
4. Neighborhood street connections
5. On-site maintenance
6. Off-site improvements /freeway interchange funding
7. Impact on City Fire Department and Wildfire Risk
8. San Rafael lot size consistency
9. Affordable / inclusionary housing requirements
10.Keeping of farm animals and trails
11.Neighborhood pocket parks and community park at Village Center
The funding of the freeway interchanges represents a significant potential cost
impact to both the project and City. Additional analysis of this issue appears
warranted at this time.
Community Development Director Warren Frace gave the staff report and answered
questions from the Council.
All of the Council Members stated they have met with representatives of this Project.
Victor Montgomery, representative for Eagle Ranch, gave a brief presentation on the
proposed project.

PUBLIC COMMENT:
The following citizens spoke on this item: Craig Davis, Elana Reynolds, Mark Frasier,
David Broadwater, Cory Spain, Red Heesch (Exhibit A), Dennis Derrickson, Sherry
Condon, Lori Mello (Exhibit B), Cindy Spain (Exhibit C), Tom Comar, Debbie
Summerville, Paul (did not state last name), Jan Gillette, Matt Gillette (Exhibit D), Chris
Smith, Robert Fisher, Clem Bach, Jack McCabe, Hans Drexler, Nancy Hyman (Exhibit
E), Sandy Jack, and Justin Kerr.
.Mayor Kelley closed the Public Comment period.
Mayor Kelley recessed the meeting at 9.35 p.m.
Mayor Kelley reconvened the sweeting at 9056 p.m.
Director Frace asked the Council and Planning Commission for direction on the
following issues:
1. Negotiate a different Tax agreement with SLO County?
There was consensus between Council and Commission to direct staff to re-
negotiate with the County; it needs to be cost neutral for the City.
2. Staff recommends additional analysis of the interchange funding issue.
There was consensus between the Council and Commission to direct staff to
continue working with the applicant on this issue.
3. Should a modified annexation area be studied to minimize open space under
City's jurisdiction?
There was consensus between the Council and Commission to direct staff to
study all options and consider a smaller area.
4. Lot size along San Rafael Road
There was consensus between the Council and Commission to direct staff to
support Plan E.
5. Should staff work with the applicant to refine their housing proposal?
There was consensus between the Council and Commission to direct staff to
exempt the original 452 lots from the Dousing requirement
and then calculate the affordable housing proposal.
6. Is there support for additional neighborhood parks?

There was consensus between the Council and Commission not to support
pocket parks.
There was additional Council and Commission consensus
to urge the Applicant to allow farm animals on private lots,
and to ensure lot size consistency on San Rafael Road
ADJOURNMENT:
Mayor Kelley adjourned this Special Joint Meeting of the City Council and the Planning
Commission at 10:36 p.m.
