ACTION MINUTE
Mayor Kelley called the Special Meeting to order at 4:47 p.m.
POLL CALL
Present: Council Members Clay, 1=onzi, Sturtevant, Mayor Pro Tem O'Malley
and Mayor Kelley
Absent: None
Others Present: City Clerk t Assistant to City Manager Marcia McClure Torgerson
Staff Present: City Manager Wade McKinney, Assistant City Manager Jim Lewis,
Administrative Services Director Rachelle Rickard, Community
Services Director Brady Cherry, Public Works Director Russ
Thompson, Fire Chief Kurt Stone, and City Attorney Brian Pierik.

e Promotions
Assistant City Manager Jim Lewis explained that staff interviewed several experts in the
community, asking them what works for them. He gave the staff presentation and
answered questions from the Council.
Council thoughts on Promotion
® Savor
Photo opportunities — good news and unique
® Promotion and Tourism
Tourism Business Improvements District (TBID)
o Could partner with County or Paso Robles
® Videos in hotel rooms showcasing Atascadero
Is Track who visits our Visit Atascadero website.
Promote restaurants
® Take advantage of Channel 20
® Take advantage of the events happening in adjacent cities — we are the "Hub"
Advertise events we have already done
Promotional slides at Galaxy Theater prior to movies
® Include hoteliers and other businesses in give-away promotions
® Use advisory services; Yelp, Trip Advisor, etc.
Use i=acebook and Smart Phone apps to assist the public in finding a destination
in Atascadero
Gateway to the wine country
Need return on investment
We are unique — the Plan needs to be unique
Multiple day events
Use a professional consultant, free up staff
® include infrastructure
® involve business partners
® Collaborate to organize and promote
Connect & package with tour operators
® Ladies conference
Promote wine growers
• Sporting events
® Measure results

Mayor Kelley closed the Public Comment period.
Mayor Kelley suggested that the Council appoint himself and Mayor Pro Tern O'Malley
to an Ad Hoc Promotions Committee,
There was Council consensus to appoint
Mayor Kelley and Mayor Pro Tem O'Malley to the Ad Hoc Promotions Committee
who will take all the information received from the Council and the community
and come back to the City Council for discussion and approval
of a Promotions Plan.
Council thoughts on Budget
® Budget a 3-5 year plan
* Develop existing facilities
® Use 4% of TOT ($176,000)
o Pull from reserves
® Use 2% of TOT ($88,000)
o Any additional from reserves
® Eventually the program will generate the funds to cover the costs
® Would like a way to measure how the program is working
City Manager McKinney recommended the Council use reserves for funding this
program.

Mayor Kelley adjourned the meeting at 5:45 p.m.
