RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ATASCADERO
APPROVING A MEMORANDUM OF UNDERSTANDING
BETWEEN THE CITY OF ATASCADERO AND
THE ATASCADERO POLICE OFFICERS ASSOCIATION
WHEREAS, the City of Atascadero has met and conferred in good
faith with the Atascadero Police Officers Association for the
purpose of discussing wages, benefits, and other conditions of
employment; and
WHEREAS, the City of Atascadero and the Atascadero Police
Officers Association Bargaining Unit have reached an agreement
regarding said wages, benefits, and other conditions of employ--
mens for the term of Fiscal Year 1987/88 ; and
NOW, THEREFORE, BE IT RESOLVED that the Atascadero City
Council hereby approves the Memorandum of Understanding between
the City and the Atascadero Police Officers Association for
Fiscal Year 1987/88, and authorizes the City Manager , as the
Employee Relations Officer , to enter into said agreement on
behalf of the City.
On motion by Councilperson Handshy and seconded
by Councilperson Borgeson , the foregoing resolution
is bereby adopted in its entirety on the following roll call
votes:

MEMORANDUM OF UNDERSTANDING
between the
CITY OF ATASCADE.RO
and the
ATASCADERO POLICE OFFICERS ASSOCIATION
POLICE OFFICER' S UNIT
This Memorandum of Understanding is made and entered into between
the representatives of the City of Atascadero and the representa-
tives of the Atascadero Police Officers Association pursuant to
applicable sections of the Government Code and Atascadero Munic-
ipal Code.
The parties have met and conferred in good faith regarding
employment terms and conditions for members of the Unit, and
having reached agreement submit this Memorandum to the City
Council with the joint recommendation that the Council resolve to
adopt its terms and conditions and take such other or additional
action as may be necessary to implement its provisions.
SECTION 3. SALARIES
3.1 Base salaries in effect on 30 June 1987 shall be increased
by three and one-half percent (3 1/2%) effective the first
day of the first full pay period in July 1987 .
3. 2 Base salaries in effect on 31 December 1987 shall be
increased by two and one-half percent (2 1/20) effective
the first full pay period in January 1988.
3 . 3 No change to current, except that "d" shall be changed to
the following:
d Movement between steps shall be at twelve month intervals
and subject to satisfactory performance.
SECTION 4 . MEDICAL/DENTAL BENEFITS
4 . 1 City shall continue its current dollar contribution during
the term of this Agreement. Employees shall pay any
increases that occur during the term of the Agreement.
4 . 2 Current practices to continue.
SECTION 5 . HOLIDAYS
5. 2 Unit members shall be allowed to accrue zero (-0-) holiday
hours prior to required payoff.
SECTION 19 . RETIREMENT
19 .1 City will request and pay for an actuarial study to be per-
formed by the PERS to determine the cost of implementing
the 2% @ 50 retirement plan. Such study to be requested in

September , but to use a 1 July 1988 effective date for
analysis purpose.
19 . 2 City agrees it has no philosophical opposition to 20 @ 50.
19 .3 City agrees to negotiate 2% @ 50 during the next negotia-
tions, if such plan is proposed by the Association. City
makes no promise to agree to 2% @ 50. City agrees, how-
ever , that agreement to 2% @ 50 is merely an economic
problem. If the economics can be agreed to, then 2% @ 50
can be implemented.
SECTION 20 . SPECIAL SALARY ADJUSTMENTS
20 . 1 This is to more fully define the change to Section 3. 3 .d.

the department head. )
SECTION 21. COMPENSATORY TIME OFF
21. 1 Compensatory time off shall be granted to employees at the
mutual convenience of the Police Department and the
employee.
21. 2 Employee may not accumulate and have current credit for
more than sixty-four (64) hours of CTO.
SECTION 22 . COMPLETE MOU
22. 1 During the months of August and September of 1987 , the
parties shall develop a complete MOU by combining the
applicable sections of City of Atascadero Resolutions
numbered 14-87 and 117-85.
SECTION 23 . RENEGOTIATIONS
23 . 1 If either party wants to negotiate a successor Agreement,
such party shall serve notice upon the other party between
15 March 1988 and 15 April 1988 .
23. 2 If a party requests negotiations pursuant to 23 .1 above ,
such part shall also submit initial proposals for a
successor Agreement no later than 15 April 1988 .
23 . 3 If either party fulfills the requirements of Section 23. 1
and 23. 2 above, then negotiations shall begin no later than
1 May 1988 .

SECTION 24. TERM OF AGREEMENT
24. 1 Unless specifically provided otherwise, the provisions of
this Agreement shall go into effect 1 July 1987 , and shall
remain in effect, unless modified by mutual agreement,
until midnight 30 June 1988 .
