Recommendation: Council adopt the Draft Resolution establishing the
annual spending limit for fiscal year 2012-2013. [Administrative Services]
5. Temporary Road Closure Hot El Camino Cruise Nite 2012
0 Fiscal Impact: No net fiscal impact.
in Recommendation: Council adopt the Draft Resolution authorizing
temporary road closures on Friday, August 17, 2012, for of El Camino
Cruise Nite 2012. [Community Services]
6. Purchase of Wastewater Heks Barscreen, Compactor and
Control Panel
• Fiscal Impact: This action will result in the expenditure of$395,482.211 in
budgeted wastewater funds from the Headworks Barscreen Project.
• Recommendation: Council approve the purchase of two headworks
barscreen machines, a screw compactor, and power/data acquisition
control panel for$395,482.23 from Gierlich Mitchell. [Public Works]

COMMUNITY FORUM: (This portion of the meeting is reserved for persons wanting to
address the Council on any matter not on this agenda and over which the Council has
jurisdiction. Speakers are limited to three minutes. Please state your name for the
record before making your presentation. Comments made during Community Forum
will not be a subject of discussion. A maximum of 30 minutes will be allowed for
Community Forum, unless changed by the Council. Any members of the public who

B. PUBLIC HEARINGS:
1. Apple Valley Assessment Districts
• Ex Parte Communications,
• Fiscal Impact: Annual assessments for 2012/2013 will total $40,740 for
road/drainage system maintenance and $49,000 for landscape and
lighting maintenance. These amounts will be assessed to the owners, of
parcels in Apple Valley.
® Recommendations: Council-
1. Adopt Draft Resolution A approving the final Engineer's Report
regarding the Street and for Drain Maintenance District No. 01 —
Apple Valley, and the levy and collection of annual assessments
related thereto for fiscal year 2012/2013; and,
2. Adopt Draft Resolution B ordering the levy and collection of
assessments for fiscal year 2012/2013 for Street and for Drain
Maintenance District No. 01 —Apple Valley-, and,
3. Adopt Draft Resolution C approving the final Engineer's Report
regarding the Landscaping and Lighting District No. 01 —Apple Valley,
and the levy and collection of annual assessments related thereto in
fiscal year 2012/2013; and,
4. Adopt Draft Resolution D ordering the levy and collection of
assessments for fiscal year 2012/2013 for Landscaping and Lighting

2, De Anza Estates Assessment Districts
® Ex Parte Com munications-
• Fiscal Impact: Annual assessments for 2012/2013 will total $40,091 for
road/drainage system maintenance and $15,875 for landscape and
lighting maintenance. These amounts will be assessed tote owners of
parcels in De Anza Estates. The City General Fund will contribute $1,500
for the fiscal year 2012/2013 for half of the maintenance costs of the trails
and open space.
• Recommendations: Council.-
1. Adopt Draft Resolution A approving the final Engineer's Report
regarding the Street and for Drain Maintenance District No. 03 — De
Anza Estates, and the levy and collection of annual assessments
related thereto for fiscal year 201212013; and,
2. Adopt Draft Resolution B ordering the levy and collection of
assessments for fiscal year 2012/2013 for Street and Storm Drain
Maintenance District No. 03 — De Anza Estates; and,
3. Adopt Draft Resolution C approving the final Engineer's Report
regarding the Landscaping and Lighting District No. 03 — De Anza
Estates, and the levy and collection of annual assessments related
thereto in fiscal year 2012/2013; and,
4. Adopt Draft Resolution or Bring the levy and collection of
assessments for fiscal year 2012/2013 for Landscaping and Lighting
District No. 03 — De Anza Estates. [Administrative Services]
3. Woodrifte (Las Lomas) Assessment Districts
• Ex Parte Communications:
• Fiscal Impact: Annual assessments for 2012/2013 will total $23,741 for
road/drainage system maintenance and $81,652 for landscape and
lighting maintenance. These amounts will be assessed to the owners; of
parcels in Woodridge.
• Recommendations- Council:
1. Adopt Draft Resolution A approving the final Engineer's Report
regarding the Street and for Drain Maintenance District No. 02 —
Woodridge (Las Lomas), and the levy and collection of annual
assessments related thereto for fiscal year 2012/2013; and,
2. Adopt Draft Resolution B ordering the levy and collection of
assessments for fiscal year 2012/2013 for Street and for Drain
Maintenance District No. 02 —Woodridge (Las Lomas); and,
3. Adopt Draft Resolution C approving the final Engineer's Report
regarding the Landscaping and Lighting District No. 02 — Woodridge
(Las Lomas), and the levy and collection of annual assessments
related thereto in fiscal year 2012/2013; and,
4. Adopt Draft Resolution D ordering the levy and collection of

® Authorizing an Amendment to the Contract between the its Council of
the City of Atascadero and the Board of Administration of the California
Public Employees' Retire men!§y§tem
• Ex Parte Communications:
• Fiscal Impact: Over time the two-tiered retirement contracts are expected
to save the City money.
• Recommendation: Council adopt on second reading by title only, the Draft
Ordinance authorizing the Mayor to execute an amendment to the contract
between the City Council of the City of Atascadero and the Board of
Administration of the California Public Employees' Retirement System.

C. MANAGEMENT REPORTS-
1. Interim Promotions Services Aweement
• Fiscal Impact: The City Council earmarked $176,000.00 for Promotion
activities. The current budget includes $44,000 of that total; the remainder
would come from General Fund Reserves. The Interim Contract would
have a maximum cost of$31,350.00.
• Recommendations: Council:
1. Authorize the City Manager to execute a contract with S.W. Martin &
Associates for an Interim Promotions program in the amount of
$22,150.00; and,
2. Authorize the City Manager to execute a Change Order, if needed, to
extend this contract for two more months, at $4,600 per month for a
total of$9,200. [City Manager]
2. Revision to the Citv of Atascadero Personnel Svstem Rules
® Fiscal Impact: There is no direct impact as a result of adoption of these
rules.
• Recommendation: Council adopt the Draft Resolution adopting revisions
to the City's Personnel System Rules. [City Manager]
3. General Municipal Election — November 6 2012
* Description: The City Council must adopt resolutions to initiate the
election process, and to combine the City's election with the County.
* Fiscal Impact: The City Clerk's estimate for the election in Atascadero is
$25,000.00.
* Recommendations-. Council-,
1. Adopt Draft Resolution A, calling and giving notice of the holding of a
General Municipal Election to be held on Tuesday, November 6, 2012;
and,
2. Adopt Draft Resolution B, requesting the Board of Supervisors of -the
County of San Luis Obispo to consolidate a General Municipal Election
to be held on November 69 2012. [City Clerk]
