HEALTH AND SAFETY CODE SECTION 3419.5
WHEREAS, pursuant to Section 34919.5 of the California Health and Safety Code, the City
Council of the City of Atascadero, as Successor Agency to the Atascadero Redevelopment
Agency ("Successor Agency"), has prepared a proposed Property Management Pian, for
purposes of submission to the Oversight Board for the Successor Agency for approval, the State
Department of Finance ("DOF"), the San Luis Obispo County administrative officer ("County
Administrative Officer"), and the San Luis Obispo County Auditor -Controller ("County
Auditor");
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Atascadero,
as Successor Agency to the Atascadero Redevelopment Agency, does hereby resolve as follows:
Section I.The City Council hereby approves the proposed Long Range Property
Management Plan.
Section 3. The City Manager is hereby directed to submit the proposed Long Range Property
Management Plan to the Oversight Board for the Successor Agency for approval, and to DOF,
the County Administrative Officer, and the County Auditor, and to take any other actions that
may be required in order to obtain Oversight Board and DOF approval of the Long Range
Property Management Plan, including, without limitation, malting amendments to the Long
Range Property Management Plan required by the Oversight Board and/or the DOF.
PASSED AND ADOPTED by the City Council of the City of Atascadero, as Successor
Agency to the Atascadero Redevelopment Agency, on the 9"' day of July 2013, by the following
roll call vote:
AYES: Mayor O'Malley, Mayor Pro Tem Sturtevant, Council Member Ponzi, Council
Member Kelley, Council Member Moreno

Subject. Request for a Finding of Completion
The California Department of Finance (Finance) received the City of Atascadero's request for a
Finding of Completion.
Finance has completed its review of your request, which may have included reviewing Supporting
documentation subinitted to substantiate payment or obtaining confirmation from the county auditor -
controller. Pursuant to Health and Safety Code (HSC) section 34179.7, by are pleased to inform you
that Finance concurs that the Agency has made full payment of the amounts determined under HSC
section 34179.6, subdivisions (d) or (e) and HSC section 34183,5.
This letter serves as notification that a Finding of Completion has been granted.. The Agency may
now do the following:
Place loan agreements between the former redevelopment agency and sponsoring entity on
the BOPS, as an enforceable obligation, provided ft oversight board makes a finding that the
loan was for legitimate redevelopment purposes per HSC section 341914 (b) (1). Loan
repayments may begin In the 2013-14 fiscal year, and will be governed by the criteria in HSC
section 34191.4 (a) (2).
• Utilize proceeds derived from bonds issued prior to January 1, 2011 in a manner consistent
with the original bond covenants per HSC section 34191.4 (c).
Additionally, the, Agency is required to submit a Long -Range Property Management Plan to Finance
for review and approval, per HSC section 34191,5 (b), within six months from the date of this lefter.
