A RESOLUTION OF THE CITY COUNCIL
OF THE CITE' OF ATASCADERO, CALIFORNIA,
ESTABLISHING AND ADOPTING REVISED PERSONNEL SYSTEM
RULES FOR THE CITY OF ATASCADERO
WHEREAS, the City Council is authorized and directed pursuant to Chapter 2 of the
Atascadero Municipal Code to adopt rules for the administration of the personnel system created in
said chapter; and,
WHEREAS, the purpose of these rules is to provide policies and procedures consistent with
public personnel administration and to provide for a fair and equitable system of personnel
management; and,
WHEREAS, these rules set forth and define the obligations, rights, privileges, benefits,
standards and regulations which govern city employment; and,
WHEREAS, the purpose of this personnel system is to establish an equitable and uniform
procedure for dealing with personnel matters, attract the most competent anddesirable persons
available for employment, assure that appointment and advancement of employees are based on
merit and ability, and to provide for reliable operation of the City. The objectives of these
personnel system rules are to facilitate efficient and economical service to the public and provide
for a fair and equitable system.of personnel management in the municipal government.
NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Atascadero does
hereby adopt the rules and regulations attached hereto marked Exhibit A and by reference thereof
made a part hereof
On motion by Council Member O'Malley and seconded by Council Member Clay, the
foregoing Resolution is hereby adopted in its entirety on the following roll call vote:
AYES: Council Members Clay, O'Malley, Sturtevant,and Mayor Kelley
NOES: None
ABSENT: Council Member Fonzi
