HomeMy WebLinkAbout102610 - Streetscape Award ITEM NUMBER: A-3 DATE: 10/26/10 Atascadero City Council Staff Report- Public Works Department Streetscape Phase III Award (City Bid No. 2009-014) RECOMMENDATIONS: Council: 1. Award the Base Bid, project areas B and C, in the amount of $722,150.00, for the Streetscape Phase III project. The project areas consist of the Atascadero Creek Bridge Sidewalks and EI Camino Real Paving from the Rosario to the San Jacinto intersections; and, 2. Authorize the City Manager to execute a contract in the amount of $722,150.00 (Base Bid) with R. Burke Corporation to construct the Phase III Base Bid improvements noted above; and, 3. Authorize the Public Works Director to file a notice of completion after the project is completed. Discussion: The Streetscape Phase III project has been under development and design since 2009. The base bid project areas consist of improvements on EI Camino Real at the Atascadero Creek Bridge and paving from Rosario Avenue to San Jacinto Road. The Atascadero Creek Bridge Project includes new downtown decorative sidewalks, pilasters and street lighting. The EI Camino Real paving includes reconstructed drainage facilities, new paving and striped bike lanes. The bike lane striping will fill the remaining gap between San Anselmo (east) and highway 41. There are also two bid alternates that were bid, but Staff is not proposing to award because of fiscal constraints. The project areas consist of EI Camino Real paving from San Jacinto to San Anselmo and new sidewalks, street trees and lights on a stretch of Traffic Way. The Phase III project was out to bid for 30 days and bids were opened on September 15, 2010. A total of seven (7) bids were received for this project. The bids were reviewed for compliance with Federal, State and City of Atascadero bidding requirements. The first and second low bids were deemed non-responsive because the bidders did not ITEM NUMBER: A-3 DATE: 10/26/10 submit required paperwork. Therefore, the lowest base bidder was R. Burke Corporation with a responsible low base bid of $722,150.00. The Streetscape Phase III project is awarded on the Base Bid price. The bid analysis is included as Attachment 1; the City Clerk's Bid Summary reflecting the actual bid opening is included as Attachment 2. Staff is recommending that the project move forward with the understanding that the contingency available to the project is 13% (less the City's typical 20%). Staff will closely monitor costs, minimize change orders, and ultimately may value engineer the extent of the overlay and paving areas if needed to balance construction costs with available funding. Conclusion: Staff recommends that the City Council authorize the City Manager to execute a contract with R. Burke Corporation, in the amount of $722,150 for construction of the Streetscape Phase III Project. FISCAL IMPACT: The fiscal impact of awarding the bid is $722,150.00 in budgeted Redevelopment funds and matching ARRA funds. The projected sources and uses of funds for the project are as follows: FUNDING USES Design and Pre-construction $ 90,000 Construction Cost 722,150 Construction Support 72,220 Contingency (13.1%) 94,700 Total Estimated Cost $ 979,070 FUNDING SOURCES Streetscape Project Redevelopment Bond Funds $ 214,570 Redevelopment Agency Funds 79,500 ARRA Grant Funds 685,000 Total Funding Sources $ 979,070 PROJECTED FUNDING SHORTFALL $ - ITEM NUMBER: A-3 DATE: 10/26/10 ALTERNATIVES: 1. Do not award the Base Bid. Staff does not recommend this alternative since this is a funded project.
