Historic City Hall Project Bid Awards:
ACH-03 Basement Wall & Floor Demolition, and
ACH-04 Basement Electrical Demolition
and Temporary Power Installation
RECOMMENDATIONS:
Council:
1. Award bid to, and authorize the City Manager to execute a contract with, Allied
Industries in the amount of $178,000.00 for the ACH-03 Basement Wall and
Floor Demolition services for the Historic City Hall Project; and,
2. Award bid to, and authorize the City Manager to execute a contract with, Rossi
and Carr in the amount of $73,977.57 for the ACH-04 Basement Electrical
Demolition and Temporary Power Installation services for the Historic City Hall
Project.
DISCUSSION:
The first two bids for the Historic City Hall Project are ready to award and came in well
below the expected budget. These two bids will be followed by others, as the City will
hold multiple contracts using the multi -prime approach to construction management.
The Historic City Hall Project is a large project. The demolition of the basement is the
first step in restoring the building. The demolition will reveal additional information on
the existing foundation and is expected to reduce the number of unknowns for future
bids.
ACH-03 Basement Wall & Floor Demolition
ACH-03 Basement Wall & Floor Demolition was released for bidding on September 1,
2010. The bid was posted on the City's web site, in the Atascadero News, in plan
rooms across California, and one large plan room in Georgia. The bid package

includes the complete demolition and removal of the basement floor and non-bearing
continuous masonry unit walls and unreinforced hollow clay block walls. In addition,
included in this scope, are some exploratory excavations around and adjacent to some
existing foundations. There is also a minor amount of site demolition included in this
scope.
Twelve contractors attended the mandatory pre-bid walk-through of the project site,
many of whom were locally -based. Out of those twelve, five bids were received.
Allied Industries out of North Hollywood, California, was the lowest responsive bidder
with a bid of $178,000. The bid came in well under both the budgeted amount for this
package and other bidders. Because there was a large range in the bids,
representatives from Bernards contacted Allied Industries and were assured that they
understood the scope of work and that they stand by their bid.

The majority of this portion of the rehabilitation will fall under the "FEMA Mitigation"
category of work.
ACH-04 Basement Electrical Demolition & Temporary Power Installation
ACH-04 Basement Electrical Demolition & Temporary Power Installation was also
released for bidding on September 1, 2010. Like ACH-03, the bid package for ACH-04
was posted on the City's web site, in the Atascadero News, in plan rooms across
California, and one large plan room in Georgia. The bid package includes the
demolition, removal, labeling and storage of all electrical panels in the Basement. In
addition, all switches and power outlets are to be removed in preparation for
demolition. A new 400 amp temporary power supply and lighting system is to be
installed to service the building with power and lighting for the duration of the project.
Eleven contractors attended the mandatory pre-bid walk-through of the project site.
Many of those contractors were locally -based. Out of those eleven, four bids were
received. Rossi and Carr, out of Paso Robles, was the lowest responsive bidder.
The bid came in well under the budgeted amount for this package. The budget was set
at $162,750 and the bid from Rossi & Carr came in at $73,977.57

Requests for Qualifications (RFQ) on bid package ACH-01 Deputy Inspection Services
were received on October 15, 2010. Updates to Council will be forthcoming as
progress continues on the selection of qualified Deputy Inspection Services.

The Project cost summary as presented to Council on July 27, 2010 estimated
construction costs at $25,161,524 and a total project cost of $39,974,254. While there
are still many more bids to come, the table above shows current projections to be about
$290,520 lower than the July 2010 projections and about $2,061,860 lower than the
current Project budget.
